4/5/2024 SPRINGFIELD - ROBERTSON COUNTY JOINT AIRPORT BOARD Regular Meeting Minutes – March 13, 2024 Springfield - Robertson County Airport; Springfield, Tennessee Board Members present: Jerry Converse, Edison Guthrie, Gina Holt, Paul Nutting Board Members absent: Pat Looney, Chris Simpkins, Lewis Walling Ex-Officio Members present: Ryan Martin, Billy Vogle Airport Staff present: Brian Urbach, Lynn West, Mark Stoesser Chairman Paul Nutting called the meeting to order at 8:00 am. Four members of the board were present for a quorum. Paul Nutting asked if a member of the public wanted to comment on any part of the meeting agenda. Airport Manager Brian Urbach reported that no one had registered in advance to make public comment. No public comment was made. Edison Guthrie made a motion to add an agenda item for discussion on a special called meeting of the airport board. The meeting would include a possible vote on the new fueling contract that will begin June 1, 2024 and a possible vote on the 2024-25 budget. Jerry Converse seconded the motion, and it passed unanimously by a voice vote. The minutes of the February 14, 2024 regular board meeting were sent to board members prior to the meeting. Gina Holt made a motion to approve the February 14, 2024 minutes as presented. Edison Guthrie seconded the motion; and it passed unanimously by a voice vote. Edison Guthrie gave the Treasurer’s Report for February, 2024. There was a total of $281,066.69 in the two bank accounts at the end of February. There has been $147,077.00 spent through the end of February on the Above Ground Fuel System project, and $8,168.00 spent on the T-Hangar Site Design project. Gina Holt made a motion to accept the Treasurer's Report. Jerry Converse seconded the motion, and it passed unanimously by a voice vote. Brian Urbach gave the Airport Manager's Report for February. The airport had 2,075 flight operations in February compared to 1,683 in February, 2023. There were 4,428 gallons of 100LL fuel sold and 3,166 gallons of Jet-A fuel sold during February. The fuel supplier request for proposal was posted on March 1 and the proposals are due March 15. The successful proposer will be announced by April 1, and the new contract will begin June 1. The current hangar waiting list stands at 40 people; the tie-down waiting list has 5 people. The runway 4 Runway End Identifier Lights (REIL) are still out of service due to the June, 2023 lightning storm. It will be 12 weeks before the new units will be delivered. Brian and Lynn West attended the 2024 Tennessee Aviation Conference in Franklin, Tennessee. A landscaping company will be retained to trim the shrubs and plants surrounding the terminal building and to add mulch. Page 1 of 2 4/5/2024 United States Senator Marsha Blackburn is scheduled to visit Robertson County and the airport on March 22. Brian Urbach distributed a draft of the proposed airport annual budget for fiscal year 2025 which begins July 1, 2024 and a short list of budget highlights. He does not anticipate having to hire summer help because the airport participates in a U.S. Army program that places soon to be discharged soldiers in civilian positions for a few months before actual discharge. The soldier is paid by the Army while working at the airport. The contributions to the airport from the city and county are lower than the current fiscal year. Employee benefit contributions are budgeted at $10,600 each and the contributions to provide local matching funds for airport grants are $30,450 each. The total expenditures for grant projects amount to $898,000. The board members reviewed budget line-item revenues and expenditures. The proposed budget is very close to being balanced with negative net income of $2,331. The consensus of the board members was to not take any final action today on the budget, but to have a final review of the budget at a special meeting to be held before April 1. Brian and airport bookkeeper Carol Justice will make the small adjustments in the proposed budget to get it into balance before the special meeting. Edison Guthrie made a motion to have a special meeting on Wednesday, March 27 at 8 a.m. to discuss and take action on the approval of the proposed annual budget for fiscal year 2025 and to accept a proposal for the new fuel supply contract. Gina Holt seconded the motion, and it passed unanimously by a voice vote. Ryan Martin asked Brian about the condition of the airport's vehicles. Brian said the courtesy car was in good condition; the small truck given by the city is in fair condition. The city has a small and regular size truck that could be available. The staff will look at them. There being no more business to discuss, Jerry Converse made a motion to adjourn the meeting at 8:50 am.
