1/5/2025 SPRINGFIELD - ROBERTSON COUNTY JOINT AIRPORT BOARD Regular Meeting Minutes – December 11, 2024 Springfield - Robertson County Airport; Springfield, Tennessee Board Members present: Jerry Converse, Edison Guthrie, Gina Holt, Pat Looney, Paul Nutting, Chris Simpkins, Lewis Walling Board Members absent: None Ex-Officio Members present: Ryan Martin, Springfield City Manager and Billy Vogle, Robertson County Mayor Airport Staff present: Brian Urbach, Mark Stoesser Chairman Paul Nutting called the meeting to order at 8:00 a.m. All seven members of the board were present. Paul Nutting asked if a member of the public wanted to comment on any part of the meeting agenda. Airport Manager Brian Urbach reported that no one had registered in advance to make public comment. No public comment was made. The November 13, 2024 regular board meeting minutes were sent to board members prior to the meeting. Gina Holt made a motion to approve the November 13, 2024 minutes as presented. Chris Simpkins seconded the motion; and it passed unanimously by a voice vote. Edison Guthrie gave the Treasurer’s Report for November, 2024. There was a total of $385,618.52 in the two bank accounts at the end of November. Fuel sales amounted to $28,820.63 for the month. There was a vehicle repair charge of $1,865.44 for relabeling the Jet- A fuel truck with Titan Fuel decals. Titan has reimbursed that expense this month. There is a $8,226.40 profit for the current fiscal year. Chris Simpkins made a motion to accept the Treasurer's Report. Lewis Walling seconded the motion; and it passed unanimously by a voice vote. Brian Urbach gave the Airport Manager's Report for November. The airport had 1,888 flight operations in November. There were 3,295 gallons of 100LL fuel sold and 2,107 gallons of Jet- A fuel sold during the month. The final electrical inspection of the new fuel farm is scheduled this week, then each tank will be filled with fuel for a leakage test. The new fuel system is expected to begin use on January 1, 2025. The delivery of the gasoline-powered 100 LL fuel truck that will replace the current diesel-powered truck has been delayed again, but it should be delivered in December. There are 39 people on the non-commercial hanger wait list, 9 people on the tie-down wait list, and 4 people on the commercial hangar wait list. The new windsock pole Page 1 of 2 1/5/2025 was ordered at a cost of approximately $8,000; and it will be paid for with state grant funding that has a local match of $400 or five percent (5%). Two grants were recently signed as follows: one for removal of the old underground fuel tanks with a local match of $6,100 and one for airport grounds maintenance equipment in the amount of $80,000. The local matching share of the maintenance grant is twenty-five percent (25%) or twenty thousand dollars ($20,000). A new forklift with accessories in the approximate amount of forty-two thousand dollars ($42,000) will be purchased with that grant. A new camera has been installed with a direct view of the above ground fuel storage facility. The camera is accessible on mobile devices. A Santa Claus fly-in event for the public will be held this Saturday at the airport. Proposed new wording for a section of the T-hangar non-commercial tenant lease was previously sent to board members. The section clarifies how the rental fees are established. Gina Holt made a motion to accept the new wording for the lease. Edison Guthrie seconded the motion, and it passed unanimously by a voice vote. The new wording states: “Any adjustment to the Monthly Fee shall be effective thirty (30) days after notice to Tenant from the Airport Board/Manager of such adjustment. The Airport Board/Manager reserve the right to increase rent as necessary for increased Airport operational expenses and to ensure Fair Market Value rates are being charged as determined by the Aeronautics Division of the Tennessee Department of Transportation and the FAA.” Brian Urbach led a discussion of the annual square foot price for leasing land to private companies that would want to build a hangar on land at the airport. County Attorney Clyde Richert will be asked if the Joint Airport Board or the City of Springfield and Robertson County would be the lessor to a company constructing a building or hangar. A typical lease term would be 25 to 30 years, with options for additional years. Brian presented land lease rates at other regional airports and recommended the lease rate for the airport to be between $0.50 to $0.60 per square foot. Lewis Walling made a motion to set a price for a land lease at $0.50 per square foot. Chris Simpkins seconded the motion, and it passed unanimously by a voice vote. The current airport board officers for calendar year 2024 are Paul Nutting, Chairman; Lewis Walling, Vice-Chairman, and Edison Guthrie, Secretary-Treasurer. The by-laws require the officers be elected each December for the following calendar year. Jerry Converse made a motion to re-elect the current officers for calendar year 2025. Chris Simpkins seconded the motion, and it passed unanimously by a voice vote. There were no additional comments by board members. Chris Simpkins made a motion to adjourn the meeting at 8:31 a.m. Gina Holt seconded the motion and it passed unanimously by a voice vote.
