1.0 Mayor Billy Paul Carneal called to order the regular meeting of the Board of
Mayor and Aldermen at 7:00 p.m.
2.0 Administration
2.1 Mr. Mike Flatt and Mr. Jody Vance of Gresham Smith and Partners briefed the
board on their preliminary evaluation of the ongoing drainage problems at the
sinkhole and detention pond serving the greater Queen Ann Court/Bill Jones
Industrial Drive area. They recommended approaching the project in two (2)
phases to reduce the risk of flooding due to the backup of drainage flow at the
sinkhole adjacent to Bill Jones Industrial Drive.
Phase 1 of the project would include the acquisition and removal of three (3)
homes adjacent to the detention pond on Queen Ann Court in order to widen,
deepen, grade and seed the detention pond to increase its capacity. The project
would also include the acquisition of easements on three (3) other lots to create
additional storage area. A graded and landscaped berm would be constructed
around the detention pond to a top elevation of at least the 702 foot contour. In
addition, grading is proposed around the sinkhole. This grading would only
include work above the existing rock elevation, and would not be in areas
requiring utility relocations or adjustments. The sinkhole and detention pond
would also be fenced to prohibit unauthorized access during high water. The
estimate cost to construct Phase 1 is $504,800.
Phase 2 of the project would consist of one (1) of two (2) options for pumping and
discharging drainage flow away from the sinkhole and detention pond. The
estimated cost for the construction of this phase of the project is between
$435,300 and $529,600. The cost for the total construction of the project is
between $940,100 and $1,034,400. The estimated construction cost of the project
does not include engineering costs.
Alderman Schneider moved to obtain appraisals of the properties located at 2502,
2506 and 2508 Queen Ann Court to initiate the acquisition process. The motion
was seconded and passed by 7-0 roll call vote.
Alderman Hubbard moved to secure an engineering proposal for the project. The
motion was seconded and passed by 7-0 roll call vote.
2.2 The City Manager reviewed with the Board the capital improvement projects that
were budgeted to be funded with bond proceeds during fiscal year 2013. Mr.
Nutting identified the projects with the highest priority as follows: the Queen Ann
Court/Bill Jones Industrial Drive drainage improvements; a new roof and two (2)
new air conditioning units for The Center; the construction of a new animal
control facility; sewer system improvements to meet the EPA Administration
Order on Consent; the construction of the new Water/Wastewater Department
facility; and Phase 2 of the Highway 41 South sewer extension project. No action
was taken.
