MINUTES BOARD OF MAYOR AND ALDERMEN SPECIAL MEETING MAY 14, 2013 Board present Staff present Mayor Billy Paul Carneal City Manager Paul John Nutting Alderman James Hubbard Asst. City Manager Regina Holt Alderman Willie Mason City Recorder Jane Shugart Murphy Vice Mayor Jerome Ellis Alderman Ann Schneider Alderman Bruce Head Alderman Clay Sneed 1.0 Mayor Billy Paul Carneal called to order the special meeting of the Board of Mayor and Aldermen at 7:00 p.m. 2.0 Legislative 2.1 The City Manager presented an overview of the proposed budget for fiscal year 2014. The budget includes a proposed property tax increase of twenty-six cents ($0.26), a water rate increase of seven percent (7%), and a sewer rate increase of thirteen percent (13%). Mr. Nutting provided documentation for the Board’s review that included information pertaining to General Fund reserve balances over the years; the long-term debt schedule; projects and programs that have been funded since 2006 that should be paid with increased property taxes; amount of fund reserve balance in each operating fund (General Fund and utility funds) that will be used to help balance each fund budget; the City’s twenty-five year property tax history in comparison to the County’s property tax history; the City’s personnel expenditures from fiscal year 2009 to fiscal year 2013, the personnel budget comparison for fiscal year 2013 and fiscal year 2014; the availability of fund reserves in the Cemetery Trust Fund, Industrial Development Fund, Water Capacity Fund, and the Wastewater Capacity Fund; the funding and construction schedule for the Gorham-MacBane Public Library; five-year capital improvement expenditures for water and wastewater; the impact of increased sewer rates and the use of wastewater capital reserve funds (depreciation) to help fund increased debt service in the Wastewater Operating Fund; and budget to actual comparisons for operating expenses for the General Fund for fiscal years 2010, 2011 and 2012. 2.2 Each Board member was given an opportunity to ask questions and express any concerns or opinions they had on the proposed budget. No action was taken. 2.3 No action was taken on the long-term plans for the Woodard Hall building. 3.0 Adjournment With no further business to discuss, the meeting adjourned. ______________________________ Billy P.
