AGENDA BOARD OF MAYOR AND ALDERMEN REGULAR MEETING MAY 19, 2015 1.0 Call to order 6:00 P.M. 1.1 Pledge of allegiance to the American flag. 1.2 Public Hearing: 1. Ordinance 15-04, an ordinance amending the City of Springfield Zoning Ordinance regulating building sign design and installation within the corporate limits of Springfield, Tennessee. 1.3 Approval of minutes from the regular meeting of the Board of Mayor and Aldermen held on April 21, 2015. 2.0 Legislative 2.1 Discuss and possibly take action on Ordinance 15-04 on 2nd reading. An ordinance amending the City of Springfield Zoning Ordinance regulating building sign design and installation within the corporate limits of Springfield, Tennessee. 2.2 Discuss and possibly take action on Ordinance 15-05 on 1st reading. An ordinance of the City of Springfield, Tennessee, adopting the annual budget and tax rate for the fiscal year beginning July 1, 2015 through June 30, 2016. 2.3 Discuss and possibly take action on Ordinance 15-06 on 1st reading. An ordinance rescinding Ordinance 14-08 in its entirety and setting a new schedule of rates and charges for the Springfield water system. 2.4 Discuss and possibly take action on Ordinance 15-07 on 1st reading. An ordinance rescinding Ordinance 14-09 in its entirety and setting a new schedule of rates and charges for the Springfield sewer system. 2.5 Discuss and possibly take action on Ordinance 15-08 on 1st reading. An ordinance amending the Fiscal Year 2015 Annual Budget for the City of Springfield by amending certain General Fund and Utility Fund budgets. 2.6 Discuss and possibly take action on Resolution 15-06. A resolution declaring certain property surplus and authorizing the disposal of such property. 3.0 Administrative 3.1 Presentation by Downtown Merchants pertaining to signage for public parking. 3.2 Discuss and possibly take action on the adjustment of retail electric rates of the Springfield Electric Department due to a wholesale fuel cost adjustment by the Tennessee Valley Authority. 3.3 Discuss and possibly take action on the adjustment of monthly gas rates of the Springfield Gas Department. 3.4 Discuss and possibly take action on a proposal from Carol Croft and Associates, LLC, to provide acquisition of approximately fifty (50) easements that will be needed for sanitary sewer rehabilitation Contract 2C. 3.5 Discuss and possibly take action on the bid award for Phase 3B, Basins 9 and 11 to Insituform Technologies, LLC. 3.6 Discuss and possibly take action on a proposal from Gresham, Smith and Partners for Task Order No. 12 for professional engineering services and sewer system evaluations. 3.7 Discuss and possibly take action on a proposal from True North Geographic Technologies to assist in the development and implementation of the Information Management System Program (IMSP). 3.8 Discuss and possibly take action on a request from the Springfield Water Wastewater Department for the purchase of a sewer camera from R.S. Technical Services Inc. in the amount of $38,147.80. 3.9 Discuss and possibly take action on a proposal from Crom Engineering and Construction Services (CECS) to provide labor and material for the cleaning and repair of the concrete tank on East Hillside Drive. 3.10 Discuss and possibly take action on a Water Tank Attachment Lease Agreement with wireless internet providers. 3.11 Discuss and possibly take action with regard to a new State law which exempts fire sprinklers for townhouse residential buildings. 3.12 Presentation of the monthly report on the progress of work to comply with the stipulations of the EPA Administrative Order on Consent. 3.13 Presentation of the Police Department Annual Report. 4.0 Consent 4.1 Springfield Water Wastewater Department request for approval to award the bid for two (2) portable generators in the amount of $86,400.00. Recommend: Palmer Generator Total Amount: $86,400.00 4.2 Springfield Water Wastewater Department request for approval to award the bid for a 5,000 gallon tanker trailer in the amount of $21,500.00.
