Ordinance 21-28, an ordinance rescinding Ordinance 01-19 in its entirety and establishing a new schedule of rates and charges for the Springfield Gas System. 2. Ordinance 21-29, an ordinance amending Chapter 5 of the City of Springfield Zoning Ordinance pertaining to event houses. 3. Ordinance 21-30, an ordinance amending Title 18, Chapter 3 of the Springfield Municipal Code pertaining to NPDES permit limits at the wastewater treatment plant. 2.0 Legislative 2.1 Discuss and possibly take action on Ordinance 21-26 on third and final reading. An ordinance discontinuing water tap fees with the City of Greenbrier, TN service area. 2.2 Discuss and possibly take action on Ordinance 21-27 on third and final reading. An ordinance rezoning two (2) parcels located on Tom Austin Highway from Agricultural (A) District to Multiple Residential and Office (MRO) District. 2.3 Discuss and possibly take action on Ordinance 21-28 on second reading. An ordinance rescinding Ordinance 01-19 in its entirety and establishing a new schedule of rates and charges for the Springfield Gas System. 2.4 Discuss and possibly take action on Ordinance 21-29 on second reading. An ordinance amending Chapter 5 of the City of Springfield Zoning Ordinance pertaining to event houses. 2.5 Discuss and possibly take action on Ordinance 21-30 on second reading. An ordinance reapportioning the aldermanic wards of the City of Springfield, Tennessee using the 2020 census block population data. 2.8 Discuss and possibly take action on Resolution 21-33. A resolution authorizing the distribution of longevity pay to all full-time employees of the City of Springfield. 2.9 Discuss and possibly take action on Resolution 21-34. A resolution amending the City of Springfield Personnel Policy Manual. 2.10 Discuss and possibly take action on Resolution 21-35. A resolution annexing property owned by C. Roger Blackwood, located on Blackwood Road, including a portion of right-of-way on Blackwood Road. 2.11 Discuss and possibly take action on Resolution 21-36. A resolution accepting an irrevocable letter of credit from Jonathan King Construction, LLC to guarantee the installation of street lights in the Kingston Estates Subdivision. 3.0 Administrative 3.1 Discuss and possibly take action on the adjustment of the retail electric rates of the Springfield Electric Department due to a wholesale fuel cost adjustment by the Tennessee Valley Authority. 3.2 Discuss and possibly take action on the adjustment of the monthly gas rates of the Springfield Gas Department. 3.3 Discuss and possibly take action on a contract with MedBen, LLC to administer the City of Springfield health insurance program. 3.4 Discuss and possibly take action to ratify an emergency purchase from the electric department. 3.5 State Form CT-0253, Report on Debt Obligations, which reports on the $155,000 General Obligation Capital Outlay Notes, Series 2021, issued October 28, 2021. No action required. 3.6 Discuss and possibly take action on a contract renewal for the electric utility director position. 4.0 Consent 4.1 Public Works Department request to award the bid for traffic cameras in the amount of $29,500 to Stansell Electric of Nashville, TN. Budget: Road Materials $245,317.75
