MINUTES SPRINGFIELD MUNICIPAL APPEALS BOARD Tuesday, July 14, 2015 Meeting At 5:00 p.m. SPRINGFIELD CITY HALL BOARD HALL SPRINGFIELD, TENNESSEE I CALL TO ORDER Chair Buzzy Poole called the meeting to order at 5:00 P.M. II. MEMBERS PRESENT Don Sloan. Buzzy Poole, James Alford III. MEMBERS ABSENT Carolyn Woodard, Allan Sweatt IV. STAFF PRESENT Gina Head, Addam McCormick V. GUESTS PRESENT Robert & Sherry Foster, Phil Klober The meeting was called to order and the roll was called and there were 3 out of 5 members present. There was a quorum and the pledge to the flag was said. The minutes of June 10th 2014 were approved. Chairman Poole asked for a motion to put the first item on the floor for discussion, a conditional use permit request by Elitte Septic Tank & Grease Trap Service, to be located on Lot 4, on Bradley Drive. Staff presented the item on the agenda that was a conditional use request for an intermediate industrial activity with a grease trap bay. The special conditions for Intermediate impact are on page 295 of the City of Springfield Zoning Ordinance. The property is zoned RI Restrictive Industrial, an intermediate industrial activity and is required to have a conditional use permit from the BZA board.  (a) The location, size and design of such facilities shall be such that the proposed development shall be compatible with the development within the surrounding area, thus reducing the impact on the surrounding area. The location that is proposed for this activity is in an RI Restrictive Industrial zone district and is the correct zone for this industrial activity. Currently, all the lots are vacant except for one, which is Red River Assembly of God, and Red River Assembly of God is in support of the owners of Elitte Septic Tank & Grease Trap Service. (b) The traffic generated by such facility shall be safely accommodated along major streets without traversing local minor streets. This condition is met. (c) The proposed facility shall provide a basic community function or essential service necessary for a convenient and functional living environment in order to be located on the proposed site. This condition is met. (d) The off street will be determined by the board taking into account characteristics of the use. The parking will be minimal due to the limited number of staffing in the office, there will be truck parking on the site and office staff parking, which will be addressed at site plan stage, when a site plan is submitted to the Community Development department for review. (e) The site plan for such facilities shall be approved by the planning commission taking into account the above conditions as well as any other pertinent factors related to the use and operation of such facility. Mr. Sloan made the motion to approve the conditional use permit to allow for an intermediate industrial activity with a grease trap bay in an RI Restrictive Industrial Zoning District. Mr. Alfords seconds the motion. The vote was 3 – 0 for approval of the conditional use permit for Elitte Septic Tank & Grease Trap Service to operate in an RI Restrictive Industrial Zoning District. _______________________________________________________________ Buzzy Poole, Chairman ________________________________________________________________ Gina Head, Secretary
