RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
May 8, 2012

The City Council convened in a Special Session on Tuesday, May 8, 2012, at 7:00 p.m. in the
Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of
the Council Laurie Feldman, presiding, The Honorable Mayor Sally A. Faith and the Members
of the Council present as follows: Dave Beckering, Tom Besselman, Michael Klinghammer,
Bridget Ohmes, Mary Ann Ohms, Jerry Reese, Ron Stivison, and Mary West. Absent: Michael
Weller. City Clerk Laura L. Whitehead was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
DAVE BECKERING made a motion to excuse the absence of Council Member Michael Weller.
RON STIVISON seconded the motion. All voted in favor, motion passed.
PUBLIC COMMENT
There were no public comments.
BILLS FOR FINAL PASSAGE
Bill 10748 (Proposed Substitute Bill No. 1)(Amended)
An Ordinance Amending Ordinance Number 11-255 by Amending Certain Revenue,
Expenditure, and Fund Balance Accounts for the Budget for the Fiscal Year 2012
(Budget Amendment #3) (Sponsor: Michael Klinghammer)
RON STIVISON made a motion to amend Council Bill 10748 as presented by Administration
and as outlined on the RCA. JERRY REESE seconded the motion. A roll call vote was taken
with the following results: “Aye”: Besselman, Feldman, Klinghammer, Ohmes, Ohms, Reese,
Stivison, West, and Beckering. “Nay”: None. Absent: Weller. Motion passed.

An Ordinance Ordering That Assessments Be Made Against Benefited Properties
Situated Within the Streets of St. Charles at Noah’s Ark Neighborhood Improvement
District Based Upon Estimated Costs of Certain Phase Two-B Improvements Within the
District; Ordering Preparation of a Phase Two-B Assessment Roll; and Calling for a
Public Hearing and Providing Direction for the Giving of Notice Thereof; All Pursuant to
the Neighborhood Improvement District Act (Sponsor: Laurie Feldman)

West, and Beckering
“Nay”: None
Absent: Weller

Noah’s Ark Neighborhood Improvement District of the City of Saint Charles Be Made;
and Directing that Financing for the Costs Thereof Be Obtained, All Pursuant To the
Neighborhood Improvement District Act (Sponsor: Laurie Feldman)
CONSENT AGENDA
JERRY REESE made a motion to approve the following Consent Agenda items:
A. Approval of Interim Police Chief Employee Services Contract

B. Request to Fill Vacant Position in IT Department

MARY WEST seconded the motion. A roll call vote was taken with the following results:
“Aye”: Feldman, Klinghammer, Ohmes, Ohms, Reese, Stivison, West, Beckering, and
Besselman. “Nay”: None. Absent: Weller. Motion passed.
MAYOR AND/OR COUNCIL ANNOUNCMENTS
The Honorable Mayor Sally A. Faith announced there is an article featuring the Ameristar
Casino in the newest issue of the Business Journal; and announced upcoming events taking place
in the City of St. Charles, Missouri.
Council Member Jerry Reese announced Public Works Days will be held on May 11, 2012, in
Mueller Park; and announced the City of St. Charles School District will be holding a reception
for retiring School Superintendent Randy Charles on May 8, 2012 at their Administrative
Offices.
Council President Laurie Feldman thanked everyone for their support in her new role as the City
of St. Charles Council President.
The Special Council Meeting was adjourned at 7:08 p.m.
