RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 16, 2012 ______________________________________________________________________________ The City Council convened in Regular Session on Tuesday, October 16, 2012, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Laurie Feldman, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Michael Klinghammer, Bridget Ohmes, Mary Ann Ohms, Ron Stivison, Mary West and Michael Weller. Absent: Jerry Reese. City Clerk Laura L. Whitehead was present and performed the duties of that office. File #47729 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by MICHAEL KLINGHAMMER to excuse the absence of Councilmember Jerry Reese. DAVE BECKERING seconded the motion. All voted in favor, motion passed. AWARDS/PROCLAMATIONS/PRESENTATIONS Proclamation Recognizing Individuals for Lifesaving Efforts at Ameristar Casino The Honorable Mayor Sally A. Faith presented a proclamation recognizing the individuals for their lifesaving efforts at the Ameristar Casino on July 24, 2012. Presentation Relative to the November 6, 2012 Election Director of Administration Michael Spurgeon provided an update relative to the City of St. Charles November 6, 2012, ballot issues. The Media Department presented a video relative to the ballot issues. Information relative to the issues can be found on the City’s website at www.stcharlescitymo.gov or by contacting 636/949-3200. Introduction of the Following Staff Members from the Media Department: James Dreyer, Jessica Rasch, and Lani D’Angelo Director of Media Carol Felzien introduced James Dryer, Jessica Rasch, and Lani D’Angleo. Each staff member provided a brief bio on their employment and education backgrounds. Proclamation Recognizing “Shopping with the Saints: Saint Charles, Saint Peters and Saint Nicholas” during this Holiday Season The Honorable Mayor Sally A. Faith presented a proclamation to President and CEO of the Greater St. Charles County Chamber of Commerce Scott Tate recognizing this upcoming holiday season as “Shopping with the Saints: Saint Charles, Saint Peters and Saint Nicholas”. Mr. Tate thanked the City of St. Charles and reported the Greater St. Charles County Chamber of Commerce is encouraging consumers opt for shopping and dining in St. Charles and St. Peters during the Blanchette Bridge closure during this holiday season. RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 16, 2012 ______________________________________________________________________________ Proclamation Recognizing Titanova, a Local Manufacturing Company, who was Recently Recognized as Missouri’s 2012 Entrepreneur of the Year at the Governor’s conference on Economic Development The Honorable Mayor Sally A. Faith presented a proclamation recognizing Titanova as Missouri’s 2012 Entrepreneur of the Year; and introduced Director of Convention & Visitors Bureau and Economic Development David Leezer. Mr. Leezer introduced President of Titanova John Haake. Mr. Haake provided a brief explanation of the company. Proclamation Recognizing the Economic Development Center of St. Charles County, Who was Recognized as the Top 504 Lender in America by the U.S. Small Business and has thus far in 2012 Assisted Fourteen (14) Businesses in St. Charles County, for a Total Project Value of more than $17.4 Million The Honorable Mayor Sally A. Faith presented a proclamation recognizing President and CEO of St. Charles County Economic Development Center Greg Prestemon as the Top 504 Lender in America by the U.S. Small business. Mr. Prestemon thanked the City of St. Charles for this recognition. PUBLIC COMMENT Tony Bethman, 3201 Town & Country Lane, St. Charles, Missouri, voiced concern relative to Council Bill 10829 An Ordinance Authorizing a Cost Sharing Cooperation Agreement Between the City of St. Charles and Lindenwood University for the West Clay Extension Project; and Council Bill 10772 An Ordinance Vacating Right Of Way And City Utility Easements In A Tract Of Land Being Part Of West Highlands, a Subdivision and Wilmes & Trendley’s Subdivision of The Cunningham Farm, Block 6 of The Steen & Cunningham’s Survey of the St. Charles Commons; and Authorizing and Providing for Continuing Authority to Execute All Documents Necessary to Vacate Said Right of Way and Easements. MARY WEST seconded the motion. A roll call vote was taken, with the following results: “Aye:” Ohmes, Ohms, Stivison, Weller, West, Beckering, Besselman, Feldman, and Klinghammer. “Nay”: None. Absent: Reese. Motion passed. File #47892 Request to Waive Building Permit Fees for Boys & Girls Club of St. Charles County (location 1400 Olive Street) (referred by Councilmember Michael Klinghammer) Councilmember Michael Klinghammer and Councilmember Dave Beckering provided an update relative to the new facility and spoke in favor of waiving the building permit fees in the amount of $27,024.70. A motion was made by MICHAEL KLINGHAMMER to waive the building permit fees for the Boys & Girls Club of St. Charles County (1400 Olive Street). DAVE BECKERING seconded the motion. A roll call vote was taken, with the following results: “Aye”: Ohms, Stivison, Weller, West, Beckering, Besselman, Feldman, Klinghammer, and Ohmes. “Nay”: None. Absent: Reese. Motion Passed. Councilmember Michael Klinghammer requested an ordinance be presented to the full council establishing a policy that would waive 50% of each permit fee including water and sewer for the requests received from non-profits. Councilmember Klinghammer stated he would work with Administration on the proposed new policy. Council President Laurie Feldman and Councilmember Mary West asked to be added as sponsors on the proposed legislation. ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS Update from Council Liaisons on Board/Commission/Committee Councilmember Tom Besselman announced the Park’s Department will be hosting a trivia night on Saturday, November 3, 2012 at Memorial Hall and the Lewis & Clark Boat House Museum will be hosting a trivia night on Friday, November 9, 2012 at 1050 S. Councilmember Tom Besselman announced that St. Charles City and St. Charles County will be hosting a Veteran’s Day Ceremony at St. Charles City Veterans Memorial – Bishops Landing on Sunday, November 11, 2012 at 11:00 a.m. APPROVAL OF CLOSED MINUTES A motion was made by BRIDGET OHMES to approve the following Closed Session Minutes: A. Council Work Session on Tuesday, September 4, 2012, and following the required roll call vote in open session, the Council convened in closed session relative to legal actions, causes of action, or litigation (RSMo 610.021.1); and hiring, firing, disciplining or promotion of particular employees when information relating to the performance or merit of individual employees is discussed or recorded (RSMo 610.021.3) at 6:00 p.m. RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 16, 2012 ______________________________________________________________________________ B.
