RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI November 13, 2012 ______________________________________________________________________________ The City Council convened in a Special Session on Tuesday, November 13, 2012, at 8:15 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Laurie Feldman, presiding, The Honorable Mayor Sally A. Faith and members of the Council present as follows: Tom Besselman, Michael Klinghammer, Bridget Ohmes, Mary Ann Ohms, Jerry Reese, Ron Stivison, Michael Weller, and Mary West. Absent: Dave Beckering. City Clerk Laura L. Whitehead was present and performed the duties of that office. The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. RESOLUTIONS A Resolution Repealing Resolution No. R12-30 and Enacting a New Resolution Declaring a Certain City Fire Department Mobile Command Trailer Unit to be Surplus Property, Donating Same to the City of Bowling Green, Missouri, and Authorizing the Mayor to Execute the Appropriate Documents to Transfer Title (Sponsor: Laurie Feldman) Passed “Aye”: Besselman, Feldman, Klinghammer, Ohmes, Ohms, Reese, Stivison, Weller and West Nay”: None Absent: Beckering Approved by the Honorable Mayor on November 13, 2012 and is known as Resolution 12-34 BILLS FOR FINAL PASSAGE Bill 10883 An Ordinance Authorizing a Trail Easement for Frontier Park between the City of St. Charles, Missouri and Missouri Department of Natural Resources (Sponsor: Bridget Ohmes) Passed “Aye”: Feldman, Klinghammer, Ohmes, Ohms, Reese, Stivison, Weller, West, and Besselman Nay”: None Absent: Beckering Approved by the Honorable Mayor on November 13, 2012 and is known as Ordinance 12-209 Bill 10894 An Ordinance Authorizing a Cost Apportionment Agreement Among the Missouri Highways and Transportation Commission, Ameristar Casino St. Charles, Inc., and the City of St. Charles, Missouri Regarding the Reconstruction of South Main Street in an Amount Not to Exceed $83,493 (Sponsor: Laurie Feldman) Passed “Aye”: Feldman, Klinghammer, Ohmes, Ohms, Reese, Stivison, Weller, West, and Besselman Nay”: None Absent: Beckering Approved by the Honorable Mayor on November 13, 2012 and is known as Ordinance 12-210 1 RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI November 13, 2012 ______________________________________________________________________________ CONSENT AGENDA A motion was made by JERRY REESE to approve the following Consent Agenda item: A. Authorization to Hire Temporary Employee in Human Resources Department File # 47912 MARY WEST seconded the motion. A roll call vote was taken with the following results: “Aye”: Klinghammer, Ohmes, Ohms, Reese, Stivison, Weller, West, Besselman, and Feldman. “Nay”: None. Absent: Beckering. Motion passed. MAYOR AND/OR COUNCILMEMBERS ANNOUNCEMENTS Councilmember Jerry Reese thanked the Mayor, Staff and the Way Finding Committee for all their hard work regarding the I-70 Blanchette Bridge closure. Councilmember Jerry Reese stated at a recent ward meeting residents expressed appreciation for the services provided by Allied Waste. Councilmember Jerry Reese thanked the residents for passing 2 out of the 3 bond issues on the November 6, 2012 Election; and thanked Carol Felzien and Administration for educating the residents on these important issues.
