The City Council convened in Regular Session on Tuesday, May 6, 2014 at 7:00 p.m. in the
Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of
the Council David Beckering, presiding, The Honorable Mayor Sally A. Faith and the Members
of the Council present as follows: Tom Besselman, Laurie Feldman, Rod Herrmann, Bridget
Ohmes, Mary Ann Ohms, Jerry Reese, Ron Stivison, Michael Weller and Mary West. Absent:
None. City Clerk Laura L. Whitehead was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
April 8, 2014 Election Results
Canvass of Election Returns of the General Municipal Election Held April 2, 2013 and
Declaration of the Election Results
A motion was made by LAURIE FELDMAN to receive and approve the certification of the
election results of the General Municipal Election held on April 8, 2014. RON STIVISON
seconded the motion. A roll call vote was taken, with the following results: “Aye”: Besselman,
Feldman, Herrmann, Ohmes, Ohms, Reese, Stivison, Weller, West and Beckering. ”Nay”:
None. Absent: None. Motion passed.

Presentation of Plaque to Retiring Councilmember Michael Weller
Council President Beckering presented a plaque and the Honorable Mayor Sally A. Faith
presented a frame of the embroidered City Seal to retiring Councilmember Michael Weller for
his hard work and commitment to the City of St. Charles during his tenure as Councilmember.
Retiring Councilmember Michael Weller accepted both gifts and thanked the Mayor,
Councilmembers, Administration, City Departments and City Clerk’s Office (past and present)
for their support during his tenure as Councilmember – Ward 5.

At 7:23 p.m. President of the Council Dave Beckering announced that the Regular Council
Meeting would recess for three minutes. The Regular Council Meeting was reconvened at 7:27
p.m., with President of the Council Dave Beckering presiding, and the Honorable Mayor Sally
A. Faith and Members of the Council present as follows: Dave Beckering, Tom Besselman,

Dave Beckering was elected President of the Council.

counted with the following results: Mary Ann Ohms – 10 votes. The City Clerk announced that
Mary Ann Ohms was elected Vice President of the City Council.

The President of the Council Dave Beckering announced that the following Public Hearings
would now be held. At the conclusion of the hearings, the Regular Session continued with the

A. Case No. CU-2014-9. (Steve Keitel). An application for a Conditional Use
Permit from §400.480(C) for Temporary Retail Sales within the I-2 Heavy
Industrial District, specifically to sell produce, Christmas trees and flowers on a
seasonal basis at 3156 Elm Point Industrial Drive (Doozle’s Custard). The
subject property is 1.00 acre and is located in Ward 8 (RCA Attached)
B. Case No. CU-2014-10. (Spartan Autoworx LLC). An application for a
Conditional Use Permit from §400.250(C)(1) for an Automotive business within

Town At St. Charles Phase 10B development from T5 Urban Center Transect
Zone to T4 General Urban Transect Zone and from T4 General Urban Transect
Zone to T5 Urban Center Transect Zone. The total acreage of Phase 10B is 61.61
acres adjacent to New Town Boulevard and Canal Street. (Ward 8) (Council Bill

E. Case No. PDA-2014-2. (NT Home Builders, LLC.) In conjunction with the
rezoning, an application to amend the previously approved Development Plan for
Phase 10B of the New Town at St. Charles. The amended development plan
proposes 255 individual lots with 25.05 acres of Common Ground and Civic
Space, an expanded lake area, and to amend the New Town Regulating Plan to
include a new Lane designation. (Ward 8) (Council Bill 11323)
F. Case No. Z-2014-3. (NT Home Builders, LLC.). An application to amend the
adopted New Town Regulating Plan Transect Zone Map for a portion of the New
Town At St. Charles known as Lots 2401, 2478 and adjacent common ground
from T6 Urban Core Zone, T5 Urban Center Transect Zone and CS Civic Space
to all T5 Urban Center Transect Zone. The total acreage of land adjacent to
Granger Boulevard, Barter Street and Hiram Street is 0.94 acres. (Ward 8)

PUBLIC COMMENT
Katie Deatherage, 2711 Wood Eagles, St. Charles, Missouri, voiced concerns regarding the
City’s mosquito spraying program and requested a schedule of the spraying. Administration
indicated a mosquito spraying schedule will be sent to Ms. Deatherage.

Discussion Relative to Creating a Council Budget Committee
Council President Beckering announced this proposed committee will be reviewing the five year
forecast of the general operating budget with Administration. Mr. Beckering further reported all
data relative to this committee will be forwarded to the full Council. A motion was made by
LAURIE FELDMAN to approve the creation of a Council Budget Committee. MARY WEST
seconded the motion. A roll call vote was taken, with the following results: “Aye”: Besselman,
Feldman, Hanneke, Herrmann, Ohmes, Ohms, Reese, Stivison, West and Beckering. “Nay”:
None. Absent: None. Motion passed.

ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS
Councilmember Jerry Reese provided an update relative to the April 26th Prescription Drug Take
Back Program. Councilmember Reese further reported a permanent “drop box” cannot be
installed in the Police Department lobby facility because the drop box would require someone to
monitor it 24/7 and currently the lobby is closed to the public in the evening hours.
The next Prescription Drug Take Back Program has been scheduled for October 2014.
Councilmember Rod Herrmann thanked the Public Works Department staff for hosting Public
Works Day for the residents and stated staff does an excellent job!
