The City Council convened in Regular Session on Tuesday, May 20, 2014, at 7:00 p.m. in the
Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of
the Council Dave Beckering, presiding, The Honorable Mayor Sally A. Faith and the Members
of the Council present as follows: Tom Besselman, John Hanneke, Rod Herrmann, Bridget
Ohmes, Mary Ann Ohms, Jerry Reese and Ron Stivison. Absent: Laurie Feldman and Mary
West. City Clerk Laura L. Whitehead was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by BRIDGET OHMES to excuse the absence of Councilmember Laurie
Feldman and Councilmember Mary West. RON STIVISON seconded the motion. All voted in
favor, motion passed.

Written and/or Verbal Messages from the Mayor
Mayor Faith announced the St. Charles First Responders and Paramedics was a recipient of the
Bronze Mission: Lifeline® EMS Award.
Mayor Faith read an email she received from a resident who attended the annual Public Works
Day Event with her grandson. The resident and the grandson thanked the Mayor for the event
and stated all the people there were nice!
Mayor Faith read a thank you note she received from a resident of 78 years. The resident
thanked the Mayor for providing the utility tax rebate program to the residents.
Mayor Faith announced there are a lot of “happenings” going on this month in the City of St.

ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS
Update from Council Liaisons on Boards/Commissions/Committees
On behalf of the Senior Citizens Advisory Commission, Councilmember Jerry Reese reported
the Commission has expressed wanting to participate and be involved with the community.
Councilmember Reese further reported as Liaison on the Commission meetings with Mayor
Faith, Director of Administration Michael Spurgeon, President of the Commission and himself
will be held twice a year to express the Commission’s interests. The Commission will also begin
making recommendations to the full Council.
APPROVAL OF CLOSED MINUTES
A motion was made by RON STIVISON to approve the following closed session minutes:
A. Joint Meeting of the City Council and the Parks & Recreation Board on Tuesday,
March 11, 2014, relative to legal actions, causes of action, or litigation (RSMo
610.021.1); hiring, firing, disciplining or promoting of particular employees when
information relating to the performance or merit of individual employees is
discussed or recorded (RSMo 610.021.3); and sealed proposals and related
documents or any documents related to a negotiated contract (RSMo 610.021.12)
at 6:00 p.m.
B. Work Session of the City Council on Tuesday, April 15, 2014, and following the
required roll call vote in open session, the Council convened in closed session
relative to legal actions, causes of action, or litigation (RSMo 610.021.1); leasing,
purchase or sale of real estate where public knowledge of the transaction might
adversely affect the consideration therefor (RSMo 610.021.2); and preparation,
including any discussion or work product, on behalf of the Council or its
representatives for negotiations with employee groups (RSMo 610.021.9) at
6:30 p.m.
ROD HERRMANN seconded the motion. A roll call vote was taken, with the following results:
“Aye”: Beckering, Besselman, Herrmann, Ohmes, Ohms, Reese and Stivison. “Nay”: None.
Abstain: Hanneke. Absent: West and Feldman. Motion passed.
The Regular Council Meeting was adjourned at 7:28 p.m.
