RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
August 19, 2014

The City Council convened in Regular Session on Tuesday, August 19, 2014, at 7:00 p.m. in the
Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of
the Council Dave Beckering, presiding, The Honorable Mayor Sally A. Faith and the Members
of the Council present as follows: Tom Besselman, Rod Herrmann, Bridget Ohmes, Mary Ann
Ohms, Jerry Reese, Ron Stivison and Mary West. Absent: Laurie Feldman and John Hanneke.
Assistant City Clerk Kimberly S. Hudson was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by ROD HERRMANN to excuse the absence of Councilmember Laurie
Feldman and Councilmember John Hanneke. BRIDGET OHMES seconded the motion. All
voted in favor, motion passed.
REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS
Presentation of Checks to the following Grant Recipients:
Connections to Success. Presentation of check was made by Councilmember Mary West in the
amount of $2,960.00; and a brief description was given explaining the use of the grant funds.
F.A.S.T. (Foster Adoption Support Team). Presentation of check was made by Council President
Dave Beckering in the amount of $2,500.00; and a brief description was given explaining the use
of the grant funds.
Five Acres Animal Shelter. Presentation of check was made by Councilmember Ron Stivison in
the amount of $1,600.00; and a brief description was given explaining the use of the grant funds.
St. Charles Junior Service League. Presentation of check was made by Councilmember Mary
West in the amount of $1,600.00; and a brief description was given explaining the use of the
grant funds.
Saints Joachim & Ann Care Service. Presentation of check was made by Councilmember Mary
West in the amount of $6,000.00; and a brief description was given explaining the use of the
grant funds.
The Church of St. Charles. Presentation of check was made by Councilmember Tom Besselman
in the amount of $1,320.00; and a brief description was given explaining the use of the grant
funds.
We Love Saint Charles. Presentation of check was made by Councilmember Tom Besselman in
the amount of $800.00; and a brief description was given explaining the use of the grant funds.

Appointments to Boards/Commissions/Committees
A motion was made by DAVE BECKERING to approve the following appointments as
presented by the Honorable Mayor Sally A. Faith:

Appointment of Caroline Geisz to a three-year term ending in February, 2017
Re-Appointment of Eilene Lyons to a three-year term ending in September, 2017

Written and/or Verbal Messages from the Mayor
Mayor Faith announced the International Economic Development Council (IEDC) has
recognized the Economic Development Department for the City of St. Charles as one of the 42
economic development organizations accredited by IEDC as an Accredited Economic
Development Organization (AEDO).
Mayor Faith announced the Missouri Advisory Council on Historic Preservation voted
unanimously at its quarterly conference in Kansas City August 14-15, 2014 to place the Midtown
Historic District on the National Register of Historic Places.
Mayor Faith acknowledged a letter she received from a Grandma’s Cookies customer relative to
a positive and kind experience she had while visiting Main Street St. Charles.
Mayor Faith acknowledged a letter of thanks and appreciation from a St. Charles City resident
relative to a recent experience with our Public Works Engineering Department and Water
Division.

PUBLIC COMMENT

Convention Center Oversight Subcommittee Special Meeting of July 7, 2014
Director Michael Spurgeon on behalf of the Convention Center Oversight Subcommittee
members, Mayor Faith and Director of Public Works Jerry Hurlbert reported the Convention
Center has recently entered into a contract with Bax Engineering for services related to the
parking lot improvements at the Saint Charles Convention Center.
