The City Council convened in Regular Session on Tuesday, September 23, 2014, at 7:00 p.m. in
the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President
of the Council Dave Beckering, presiding, The Honorable Mayor Sally A. Faith and the
Members of the Council present as follows: Tom Besselman, Laurie Feldman, John Hanneke,
Rod Herrmann, Bridget Ohmes, Mary Ann Ohms, Jerry Reese, Ron Stivison and Mary West.
Absent: None. City Clerk Laura L. Whitehead was present and performed the duties of that
office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
PUBLIC HEARING
The President of the Council Dave Beckering announced that the following Public Hearing would
now be held. At the conclusion of the Public Hearing, the Regular Session continued with the order

Election of an “Employer Delegate” for the Annual Missouri Local Government
Employees Retirement System (LAGERS) meeting
Councilmember Jerry Reese volunteered to represent the City as the Employer Delegate and to
attend the Annual Missouri LAGERS meeting being held on October 30th and 31st. A motion
was made by MARY WEST to elect Councilmember Jerry Reese as the Employer Delegate and
to attend the Annual Missouri LAGERS meeting being held on October 30th and 31st. JOHN
HANNEKE seconded the motion. All voted in favor, motion passed. Councilmember Laurie
Feldman requested a report following the conference.

ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS
Councilmember Jerry Reese announced the Senior Citizen Advisory Commission is proposing
changes and legislation to these changes will be presented at a future City Council Meeting for
City Council consideration. Mr. Reese further reported the Commission has approved
rescheduling their monthly meetings to the second Tuesday of every month.
Councilmember Reese announced the Prescription Drug Take-Back Event is being held this
Saturday, September 27th at the Criminal Justice Center, located on Zumbehl Road, from 10:00
a.m. – 2:00 p.m. Mr. Reese further reported metal objects, such as needles, will no longer be
accepted.
Councilmember Ron Stivison announced Bob Murphy, Veteran Service Officer, VFW Post
2866, St. Charles, Missouri, will be holding a workshop on Saturday, November 8th to help
explain VA benefits and how to file claims.
Councilmember Bridget Ohmes announced the St. Charles County Municipal League will be
holding their meeting on Tuesday, September 30th at Quail Ridge Park at 6:00 p.m.
APPROVAL OF CLOSED MINUTES
A motion was made by LAURIE FELDMAN to approve the following closed session minutes:
A. City Council Work Session on Tuesday, September 2, 2014, relative to legal
actions, causes of action, or litigation (RSMo 610.021.1); leasing, purchase or sale
of real estate where public knowledge of the transaction might adversely affect
the legal consideration therefor (RSMo 610.021.2); preparation, including any
discussions or work product, on behalf of the Council or its representatives for
negotiations with employee groups (RSMo 610.021.9); and hiring, firing,
disciplining or promoting of particular employees when information relating to
the performance or merit of individual employees is discussed or recorded (RSMo
610.021.3) at 6:00 p.m.
BRIDGET OHMES seconded the motion. A roll call vote was taken, with the following results:
“Aye”: Besselman, Feldman, Hanneke, Herrmann, Ohmes, Ohms, Reese, Stivison, West and
Beckering. “Nay”: None. Absent: None. Motion passed.
