RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
September 15, 2015

The City Council convened in Regular Session on Tuesday, September 15, 2015 at 7:00 p.m. in
the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President
of the Council Mary Ann Ohms, presiding, and the Honorable Mayor Sally A. Faith and
Members of the Council present as follows: Dave Beckering, Tom Besselman, John Hanneke,
Bridget Ohmes, Jerry Reese, Ron Stivison and Mary West. Absent: Laurie Feldman and Rod
Herrmann. City Clerk Laura L. Whitehead was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by TOM BESSELMAN to excuse the absence of Councilmember Laurie
Feldman and Councilmember Rod Herrmann. DAVE BECKERING seconded the motion. All
voted in favor, motion passed.
PUBLIC HEARING
The President of the Council Mary Ann Ohms announced that the following Public Hearings
would now be held. At the conclusion of the hearing, the Regular Session continued with the
order of business:
A. Fixing and Establishing the Rate and Levying the Taxes for General Revenue
Funds and for the Various Special Funds of and for the City of St. Charles,
Missouri for the Year Two Thousand and Fifteen (Council Bill 11702)
REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS
Introduction of the following Public Works Department staff members: Tim Rohrbacker,
P.E. – Senior Inspector; Matt Seggerman – Engineer Tech I – Traffic; and Shannon Rojas
– Public Works Coordinator Nick Galla – Engineer – Design Project Manager
City Engineer Kevin Corwin introduced Tim Rohrbacker, P.E. – Senior Inspector; Matt
Seggerman – Engineer Tech I – Traffic; and Nick Galla – Engineer – Design Project Manager.
Mr. Corwin reported Shannon Rojas was not able to attend the meeting tonight. Each staff
member provided a brief biography on their educational and employment backgrounds.
Written and/or Verbal Messages from the Mayor
Mayor Faith announced tomorrow night is the last Music on Main event for this year. Mayor
Faith also announced the Mosaics Festival will be held this weekend, New Town will be holding
the Paint the Town Pink event this weekend, the POW-MIA Watch Fire event will be held on
Friday, the Streets of St. Charles Game Day event will be held this Saturday, the Cork & Rind
(wine and cheese shop) is having their grand opening this weekend and Russian prize-winning
pianist to appear in free concert at Lindenwood University Cultural Center this Saturday.

ITEMS FOR DISCUSSION AND/OR COUNCIL ACTION
Request for Funds to be paid out of Council Directives (referred by Councilmember
Mary West)
Councilmember West reported Don Rothermich in Administration has obtained quotes for the
purchase of “no solicitation” stickers to make available to residents to place on their homes. The
cost to purchase 1,000 stickers is $878.00. Ms. West further reported the stickers will be kept in
Administration and anyone wishing to have a sticker should contact Don. A motion was made
by MARY WEST to fund $878.00 from council directives account to purchase 1,000 “no
solicitation” stickers from Thomson Printing. TOM BESSELMAN seconded the motion. All
voted in favor, motion passed.

ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS
Councilmember Bridget Ohmes announced the St. Charles County Municipal League Annual
Fall Barbecue is being held on Tuesday, September 29th at 6:00 p.m. at 370 Lakeside Park in St.
Peters.
APPROVAL OF CLOSED MINUTES
A motion was made by TOM BESSELMAN to approve the following closed session minutes:
A. City Council Work Session of Tuesday, August 18, 2015, and following the
required roll call vote in open session, the Council convened in closed session
relative to legal actions, causes of action, or litigation (RSMo 610.021.1) and
sealed proposals and related documents or any documents related to a negotiated
contract (RSMo 610.021.12) at 6:30 p.m.
DAVE BECKERING seconded the motion. A roll call vote was taken, with the following
