RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI November 3, 2015 ______________________________________________________________________________ The City Council convened in Regular Session on Tuesday, November 3, 2015 at 7:06 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary Ann Ohms, presiding, and the Honorable Mayor Sally A. Faith and Members of the Council present as follows: Tom Besselman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese, Ron Stivison and Mary West. Absent: Dave Beckering and Laurie Feldman. City Clerk Laura L. Whitehead was present and performed the duties of that office. File # 48303 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by ROD HERRMANN to excuse the absence of Councilmember Dave Beckering and Councilmember Laurie Feldman. MARY WEST seconded the motion. A roll call vote was taken, with the following results, “Aye”: Besselman, Hanneke, Herrmann, Ohmes, Ohms, Reese, Stivison, and West. “Nay”: None. Absent: Feldman and Beckering. Motion passed. PUBLIC HEARING The President of the Council Mary Ann Ohms announced that the following Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. PDA-2015-4. (SmithAmundsen LLC – Brad Goss) An application to amend the adopted New Town Regulating Plan to add Estate Homes, Private Stables and Stables Owned or Leased by a Government Entity as Permitted Uses in the T4 General Urban Transect Zone and to add Stables Owned or Leased by a Government Entity as a Permitted Use in the T5 Urban Center Transect Zone. The development is located within Ward 8 (To be withdrawn per Applicant’s request – RCA Attached) B. Case No. CU-2015-23. Faith presented a proclamation declaring November 24, 2015, as “No Hunger Holiday”. Representatives from the Harvester Knights of Columbus accepted the proclamation. CONSENT AGENDA Councilmember Mary West voiced concerns relative to Consent Agenda Item 10G7 Approval of Liquor License Application for Nicholas Karidid, d/b/a, Lamborgini Athletic Centre located at 900 N. Main Street. Interim Director of Administration Bruce Evans reported due to the business’s proximity to a church and school, there is a notification process that everyone within 300 feet must be notified of the liquor license application. That process was completed and the City did not receive any phone calls, emails, letters or any other communication regarding the application. Council President Mary Ann Ohms, representative of Ward One in which this business is located, reported she supports the application. A motion was made by JERRY REESE to approve the Consent Agenda. ROD HERRMANN seconded the motion. A roll call vote was taken with the following results: “Aye”: Besselman, Hanneke, Herrmann, Ohmes, Ohms, Reese, Stivison and West. “Nay”: None.
