The City Council convened in a Regular City Council Meeting on Tuesday, December 1, 2015,
at 7:05 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith
and the Members of the Council present as follows: Dave Beckering, Tom Besselman, John
Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese, Ron Stivison and Mary West.
Councilmember Laurie Feldman participated via video conferencing. Absent: None. City Clerk
Laura L. Whitehead was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
PUBLIC HEARING
The President of the Council Mary Ann Ohms announced that the following Public Hearings
would now be held. At the conclusion of the hearings, the Regular Session continued with the
order of business:
A. Case No. CU-2015-25. (Lisa Latham & Ciara Martinez) An application for a
Conditional Use Permit from §400.290(C)(15) for a secondhand sales use within
the FHCD Frenchtown Historic Commercial District, specifically to sell
consignment goods and vintage (used) books at 1106 North Second Street. The
subject property is 0.12 acres and is located in Ward 1 (RCA Attached)
B. Case No. CU-2015-26. (Mohammed Darbadwan) An application for a
Conditional Use Permit from §400.270(C)(1) for a temporary vehicle storage use
within the CBD Central Business District, specifically to approve a temporary
parking lot at 517 North 5th Street for used vehicles waiting to be moved to
another location for sale. The subject property is 0.78 acres and is located in

C. Case No. Z-2015-13. (Dan Borgmeyer) An application to rezone land located

D. Case No. TA-2015-10. (Robert Todd & Jill Ryan). Text Amendment to Zoning
Ordinance Section §400.150 (C) R-1C, R-1D and R-1E Single-Family Residential
District, specifically to add a Guest House as a Conditional Use subject to the
property also being located within the FPD Frenchtown Preservation District

E. Case No. TA-2015-11. (City of St. Charles). Text Amendment to Zoning
Ordinance Section §400.600 Parking and Storage of Boats, Trailers, Camper

City Newsletter and Parks Play Brochure Opportunity
Director of Parks and Recreation Maralee Britton and Director of Communication Carol Felzien
provided an overview of an informational memorandum distributed to the full Council
(document on file in Clerk’s Office). It was the consensus of the full Council to support the
proposal as presented to the full Council.

The Honorable Mayor Sally A. Faith introduced David Rosenwasser, Duree Center Director at
Lindenwood University. Mr. Rosenwasser provided an overview of the Ice House
Entrepreneurship Program. Julie Swaney and Michael Kinney, graduates of the Program,
provided an overview of their experiences in the class/course. Mr. Rosenwasser, Ms. Swaney
and Mr. Kinney all thanked the Mayor and City Council for their support of the program.
Interim Director of Administration Bruce Evans announced the City is currently working on a
project regarding the storm water needs of the City. A study will be performed on the existing
system. The study will include injecting a dye into the system. A map was distributed to the full

Council depicting the areas that will be studied. Mr. Evans reported a red and green dye will be
injected into the water and it is harmless. The study will begin tomorrow.

A motion was made by MARY WEST to approve the new Municipal Court position.
Councilmember Beckering reported he cannot support this motion. Discussion was held relative
to the Judicial Finance Commission process. Mayor Faith reported she will meet with Judge
McCulloch and recommended this item be placed on hold. Councilmember West withdrew her
motion.
A motion was made by RON STIVISON to approve the Media request to reclassify a part time
position to a full time position. TOM BESSELMAN seconded the motion. A roll call vote was
taken, with the following result: “Aye’: Feldman, Hanneke, Herrmann, Ohmes, Ohms, Reese,
Stivison, West and Besselman. “Nay”: Beckering. Absent: None. Motion passed.
Councilmember Beckering reported the goal for the budget is to save as much of the VRIP
savings as possible and not to approve new positions which require funding from the general
fund. Mr. Beckering further reported the HR part time position previously approved should be
funded by CVB and Parks Department. Councilmember West, Councilmember Feldman and
Councilmember Stivison spoke in favor of the motion. Director of Communication Felzien
provided justification for the new position. Discussion ensued relative to the city’s Facebook
social media site.
Director of Finance Gina Jarvis reported due to the approval of the reclassification of the Media
position, a motion to reduce the transfer into the CIP fund by $41,534.00 is required. A motion
was made by MARY WEST to reduce the transfer into the CIP fund by $41,534.00. TOM
BESSELMAN seconded the motion. A roll call vote was taken, with the following result:

Councilmember Laurie Feldman thanked the City Council and everyone for being so gracious
during her absence. Ms. Feldman also thanked the IT Department for making it possible for her
to participate in this meeting tonight by video conferencing.
APPROVAL OF CLOSED MINUTES
A motion was made by DAVE BECKERING to approve the following closed session minutes:
A. City Council Work Session on Tuesday, November 3, 2015, and following
the required roll call vote in open session, the Council convened in closed
session relative to legal actions, causes of action, or litigation (RSMo
610.021.1); hiring, firing, disciplining or promoting of particular
employees when information relating to the performance or merit of
individual employees is discussed or recorded (RSMo 610.021.3); and
sealed proposals and related documents or any documents related to a
negotiated contract (RSMo 610.021.12) at 6:30 p.m.
