RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI January 19, 2016 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, January 19, 2016, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Laurie Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese and Ron Stivison. Absent: Mary West. City Clerk Laura L. Whitehead was present and performed the duties of that office. File #48483 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by ROD HERRMANN to excuse the absence of Councilmember Mary West. RON STIVISON seconded the motion. All voted in favor, the motion passed. PUBLIC HEARING The President of the Council Mary Ann Ohms announced that the following Public Hearings would now be held. At the conclusion of the hearings, the Regular Session continued with the order of business: A. Case No. PDA-2015-06. (Original Case No. Z-14-05). An application to amend the previously approved Development and Regulating Plan for the Streets of St. Charles project located south of Interstate 70, west of South Main Street and east of South Fifth Street within the PD-MU Planned Development-Mixed Use District to include changes to building, parking and access drive layouts within Blocks 3000. The property is 27.59 acres. (Council Bill 11827) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Presentation of the 2016 Human Relation Commission Award and the Martin Luther King, Jr. Children’s Art Contest Awards Councilmember Bridget Ohmes recognized the recipients of the 4th Annual Martin Luther King, Jr. Dream Art Contest and presented awards to the students. Councilmember Bridget Ohmes presented the 2016 City of St. Charles Human Relations Commission Award to Pamela Coaxum. Introduction of the following City Staff Members: Department of Community Development: John Boyer, Planning Manager Finance Department: Lyndsey Cooper, Purchasing Manager; Tim Kubat, Accounting Specialist; and Julie Walsh, Senior Financial Analyst-Public Works Interim Director of Community Development Gregory Tate introduced John Boyer. Mr. Boyer provided a brief biography of his educational and employment history. RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI January 19, 2016 ______________________________________________________________________________ Director of Finance Gina Jarvis reported Lyndsey Cooper was unable to attend tonight’s meeting due to the inclement weather. Director Jarvis introduced Tim Kubat and Julie Walsh. Mr. Kubat and Ms. Walsh provided a brief biography of their educational and employment history. Budget Amendment No. 10 (Fiscal Year 2015) (Council Bill 11831) Mayor Faith reported Council Bill 11831 which references Budget Amendment No. 10 for fiscal year 2015 is being introduced at tonight’s meeting. File #48492 Budget Amendment No. 1 (Fiscal Year 2016) (Council Bill 11832) Mayor Faith reported Council Bill 11832 which references Budget Amendment No. 1 for fiscal year 2016 is being introduced at tonight’s meeting. Councilmember Dave Beckering requested additional information relative to the study for Hwy. 370 and Mel Wetter Parkway. Interim Director of Administration Bruce Evans stated he would forward the information to the full City Council. File #48493 Written and/or Verbal Messages from the Mayor Mayor Faith read a section of the book published by the St. Charles Historical Society. The section referenced revenue collections from 1915 and the negative impact the City could face with future “mail order” purchases vs. shopping local. Mayor Faith requested everyone to “shop local”. Councilmember Laurie Feldman reported she was given a “gift” and wanted to share with the people who gave this gift to her. Councilmember Feldman read from the letter she will be sending to Backstoppers, Inc. (attached and made part of this record). A motion was made by DAVE BECKERING to approve Council President’s recommendations as presented to the full Council. RON STIVISON seconded the motion. File #48486 Discussion Relative to the 2016 Holiday Party and Employee Recognition Event City Clerk Laura Whitehead requested Council’s approval to fund $20,000.00 from the council directives account towards the 2016 Holiday Party and Employee Recognition Event. Ms. Whitehead further reported the date available for this year’s event at the St. Charles Convention Center is December 2, 2016. LAURIE FELDMAN made a motion to fund $20,000.00 from the council directives account towards the 2016 Holiday Party and Employee Recognition Event as presented. TOM BESSELMAN seconded the motion. A roll call vote was taken, with the following results: “Aye”: Ohmes, Ohms, Reese, Stivison, Beckering, Besselman, Feldman, Hanneke and Herrmann. “Nay”: None. Absent: West. Motion passed.
