RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI July 19, 2016 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, July 19, 2016, at 7:34 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Dave Beckering, Tom Besselman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese and Mary West. *Councilmember Ron Stivison participated by video conferencing. Absent: Laurie Feldman. City Clerk Laura L. Whitehead was present and performed the duties of that office. PUBLIC HEARING The President of the Council Mary Ann Ohms announced that the following Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. PDA-2016-01. (McBride Town Development, LLC). An application to amend the adopted New Town Regulating Plan Transect Zone Map for a portion of The New Town at St. Charles from areas identified as D District and CP Civic Parking to T5 Urban Center Transect Zone as well as changes to drive and building layouts to an 11.82 acres tract adjacent to Broad Street and Meeker Street. (Ward 8) (Council Bill 11949 - Supplemental RCA Attached) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Presentation of 2015 Audit Report and Comprehensive Annual Financial Report Rick Gratza, Engagement Partner with Kerber, Eck & Braeckel, LLP provided a presentation regarding the City of Saint Charles’ Audit Report and CAFR for the year ended December 31, 2015. Mayor Faith thanked Mr. Gratza for the presentation. File #48609 Recognition of the Finance Department upon Receipt of the Distinguished Budget Presentation Award for the 2016 Budget Mayor Faith announced Director of Finance Gina Jarvis recently received the Distinguished Budget Award for the 2016 Budget. Update on Various Road Projects and on the City Hall Employee Lounge Remodel Project Senior Project Manager Brad Temme provided a brief update on the West Clay Reconstruction Project and the Kingshighway Project. Mr. Temme announced the St. Charles County Road Board Meeting is being held on Wednesday, July 20th at 4:30 p.m. at the St. Charles County Building located on Second Street.  RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI July 19, 2016 ______________________________________________________________________________ Community Relations Liaison Don Rothermich provided a brief update on the City Hall Employee Lounge Remodel Project. Presentation of the “It’s Happening” Video Director of Economic Development David Leezer presented the “It’s Happening” video and thanked the Media Division team and ED Coordinator Travis Wilson for the outstanding job of putting this video together. Presentation of Grant Checks to the Following Recipients by the City Council Grant Committee: We Love St. Charles (Councilmember Tom Besselman presenting) Sts. Joachim and Ann Care Services (Councilmember John Hanneke presenting) Shelter Friends (Councilmember John Hanneke presenting) ABSENT. On behalf of Shelter Friends, Vice President of the Council John Hanneke provided a brief overview of how the grant funds will be utilized. Emmaus Homes, Inc. (Councilmember Dave Beckering presenting) Connections to Success (Councilmember Mary West presenting) Community Council of St. Charles (Councilmember Dave Beckering presenting) St. Charles Parks & Recreation Foundation (Councilmember Tom Besselman presenting) The Church of St. Charles (Councilmember Tom Besselman presenting) Youth In Need (Councilmember Tom Besselman presenting) Each of the organizations provided a brief overview of how the grant funds will be utilized for the benefit of the residents of the City of Saint Charles. *Due to a severe weather/rain storm, Councilmember Ron Stivison lost electrical power at his residence and could no longer participate in the meeting via video conferencing. Appointments to Boards/Commissions/Committees Councilmember Jerry Reese requested a separate vote on the appointment of Mary Reese to the City-County Library Board. Councilmember Besselman and Councilmember Reese both voiced concerns with Council Bill 11958 and stated they would like additional information regarding this bill otherwise they cannot support this bill. A motion was made by DAVE BECKERING to hold Council Bill 11958. ROD HERRMANN seconded the motion. All voted in favor, motion passed. Councilmember Beckering suggested Councilmember Besselman and Councilmember Reese to send their questions to the City Clerk and the answers will be provided prior to the August 2, 2016, Regular City Council Meeting. Discussion ensued relative to use of council directives for various requests. Councilmember Beckering requested an agenda item regarding the council’s directives account be placed on the August 9, 2016, Council Work Session agenda for further discussion. A motion was made by JERRY REESE to approve funding from the council’s directives account in the amount of $10,000.00 to assist the Police Department with purchasing items for the St. Charles Night Out Event being held on Monday, September 12, 2016.
