RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI April 4, 2017 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, April 4, 2017, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Tom Besselman, Dave Beckering, Laurie Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese and Mary West. Absent: None. City Clerk Laura L. Whitehead was present and performed the duties of that office. File #48664 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. PUBLIC HEARING The President of the Council Mary Ann Ohms announced that the following Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. CU-2017-04. (Cliff Heitmann – Bax Engineering) An application for a Conditional Use Permit from §400.240(C)(1)(a) for a new Motor vehicle service and repair, motor vehicle body and fender repair and motor vehicle spray painting facility within the I-1 Light Industrial District located on Lot 44 of Elm Point Industrial Park Plat 3. The subject area is approximately 2.32 acres and is located in Ward 8. (RCA Attached) B. Case No. TA-2017-02. (OASIS Food Pantry) Text Amendment to Zoning Ordinance Sections §400.050 Definitions, §400.210 “C-1” Neighborhood Commercial District and §400.220 “C-2” General Business District specifically creating a new definition and land use category for Community Service Establishment as a conditional use and removing the land use category and definition of Free Food Distribution in Chapter 400 (the Zoning Ordinance). (Council Bill 12171) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Appointment of Bart Haberstroh to Fill the Vacancy in Office of Council Member for Ward 9 A motion was made DAVE BECKERING to approve the appointment of Bart Haberstroh to fill the vacancy in Office of Council Member for Ward 9. BRIDGET OHMES seconded the motion. A roll call vote was taken, with the following results: “Aye”: Hanneke, Herrmann, Ohmes, Ohms, Reese, West, Beckering, Besselman and Feldman. “Nay”: None.
