RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI June 20, 2017 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, June 20, 2017, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with Vice President of the Council Mary West, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Tom Besselman, Dave Beckering, Bart Haberstroh, Rod Herrmann, Bridget Ohmes, Mary Ann Ohms, Vince Ratchford and Jerry Reese. Absent: John Hanneke. City Clerk Laura L. Whitehead was present and performed the duties of that office. The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by ROD HERRMANN to excuse the absence of Council President John Hanneke. DAVE BECKERING seconded the motion. All voted in favor, motion passed. PUBLIC HEARINGS (none) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Introduction of the following Fire Department Personnel: Firefighter/Paramedic Adam Desemone and Firefighter/Paramedic Ryan Shelton Fire Chief Craig Dodson introduced Private Adam Desemone and Private Ryan Shelton. Mr. Desemone and Mr. Shelton provided a brief biography of their employment background. Update on Various Engineering Projects Director of Engineering Jerry Hurlbert provided updates on the following projects: First Capitol Road Project, Truman Road Project, Droste Road Project, and 7” Concrete Program. Director of Administration Larry Dobrosky thanked Mr. Hurlbert for his leadership. A brief discussion was held relative to the 7” Concrete Program. Councilmember Tom Besselman stated he would like to be listed as the sponsor on the 7” Concrete Program council bill. File #48661 Budget Amendment No. 8 (Council Bill 12229) The Honorable Mayor Sally Faith announced Budget Amendment No. 8/Council Bill 12229 is being introduced this evening. Mayor Faith provided a brief overview of the amendment summary as presented to the Councilmembers for their consideration and stated if anyone has any questions to please contact the Finance Director, Gina Jarvis. Written and/or Verbal Messages from the Mayor The Honorable Mayor Sally A. Faith recognized the Department of Public Works and the Fire Department for exceeding expectations while serving the citizens of Saint Charles. The Honorable Mayor Sally A. Faith announced Music on Main is being held tomorrow night, Free concert in New Town on June 23rd with Dr. Zhivegas, St. Charles County Symphony Orchestra performance is being held on June 28th at 7:00 p.m. on Main Street in front of the OPO building, Riverfest 2017 being held in Frontier Park July 1st-4th, Lewis & Clark Restaurant is scheduled to re-open the week of June 26th, and the St. Charles County Symphony Orchestra is holding a free patriotic concert on June 25th at 6:00 p.m. at First Baptist Church on Muegge Road. PUBLIC COMMENT Mark Huebbe, 433 Jackson Street, St. Charles, Missouri, distributed informational papers to Members of the Council. Mr. Huebbe read from the documents and voiced concerns regarding a liquor license application being sought for the property located at 416 South Fifth Street. Jackie Huebbe, 433 Jackson Street, St. Charles, Missouri, submitted a Petition to Prevent “Field Box St. Charles” from Obtaining a Liquor License & Opening at 415 South Fifth Street (formerly Eddie’s Pub) to the City Clerk. Ms. Huebbe reported the Petition contains 225 signatures from residents of the City of Saint Charles.
