The City Council convened in a Regular City Council Meeting on Tuesday, August 1, 2017, at
7:08 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council John Hanneke, presiding, with Mayor Sally A. Faith and the
Members of the Council present as follows: Tom Besselman, Dave Beckering, Bart Haberstroh,
Rod Herrmann, Bridget Ohmes, Mary Ann Ohms, Vince Ratchford, Jerry Reese and Mary West.
Absent: None. City Clerk Laura L. Whitehead was present and performed the duties of that
office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
PUBLIC HEARINGS/ADMINSTRATIVE HEARING
The President of the Council John Hanneke announced that the following Public Hearings and
Administrative Hearing would now be held. At the conclusion of the hearings, the Regular
Session continued with the order of business.

A. Case No. CU-2017-16. (Joe Wiedemeier-Wiedemeier Architects) An
application for a Conditional Use Permit from §400.220(C)(1)(k) for a
Motor Vehicle Sales use within the C-2 General Business District located

ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS
Councilmember Bridget Ohmes inquired if public comment was allowed during City Council
Work Sessions. It was reported no; however, a motion can be made and voted upon to allow the
public comment during work sessions. Ms. Ohmes stated Council Bill 12259 is being discussed
at next Tuesday’s City Council Work Session and the Home Builders Association (HBA) has
indicated they will be present during the discussion. Discussion was held whether to allow
Celeste Rueter, representative from HBA, who is present at tonight’s meeting to make her
comments during this time or allow public comment at next Tuesday’s Work Session. After
further discussion, a motion was made by BRIDGET OHMES to allow public comment at the
August 8, 2017 City Council Work Session. MARY ANN OHMS seconded the motion. A roll
call vote was taken, with the following results: “Aye”: Ohmes, Ohms, Ratchford, Besselman,
Haberstroh and Hanneke. “Nay”: Reese, West, Beckering and Herrmann. Absent: None.
