The City Council convened in a Regular City Council Meeting on Tuesday, September 19, 2017,
at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council John Hanneke, presiding and the Members of the Council present
as follows: Tom Besselman, Dave Beckering, Bart Haberstroh, Rod Herrmann, Bridget Ohmes,
Mary Ann Ohms and Vince Ratchford. Absent: Mayor Sally A. Faith, Councilmember Mary
West and Councilmember Jerry Reese. City Clerk Laura L. Whitehead was present and
performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
ROD HERRMANN made a motion to excuse the absence of Councilmember Mary West and
Councilmember Jerry Reese. MARY ANN OHMS seconded the motion. All voted in favor.
Motion passed.
PUBLIC HEARINGS
The President of the Council John Hanneke announced that the following Public Hearing would
now be held. At the conclusion of the hearing, the Regular Session continued with the order of
business.
A. Five year review of the St. Charles County Convention Center Area Tax Increment
Financing (TIF) District, the Fountain Lakes / West 370 Redevelopment Area TIF
District, the Plaza at Noah’s Ark Redevelopment Area TIF District, and the West
