The City Council convened in a Regular City Council Meeting on Tuesday, November 21, 2017,
at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council John Hanneke, presiding, and the Honorable Mayor Sally A. Faith
and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Bart
Haberstroh, Rod Herrmann, Mary Ann Ohms, Vince Ratchford and Mary West. Absent: Bridget
Ohmes and Jerry Reese. Assistant City Clerk Kimberly Hudson was present and performed the
duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by ROD HERRMANN to excuse the absence of Councilmember Bridget
Ohmes and Councilmember Jerry Reese. MARY WEST seconded the motion. All voted in
favor, motion passed.
PUBLIC HEARING
The President of the Council John Hanneke announced that the following Public Hearings would
now be held. At the conclusion of the hearings, the Regular Session continued with the order of
business.
A. Operating Budget for Fiscal Year 2018 (Council Bill 12381)

REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS
Special Performance by the Christmas Traditions Carolers
Entertainment was provided by the Christmas Traditions Carolers.
Proclamation Declaring November 13 – 17, 2017 as American Education Week in the
City of Saint Charles
The Honorable Mayor Sally A. Faith presented a proclamation declaring November 13 – 17,
2017, as “American Education Week”. Larry DuFour representing the St. Charles Legion Post
312 accepted the proclamation. Mr. DuFour reported students from the Community were asked
to write an essay titled “Why I Should be a Good Neighbor and Citizen”. Three area students
were recognized and read their winning essays.
Recognition of Award Recipients from the Awards Ceremony held by The Greater St.
Louis Area Fire Chiefs Association on Sunday, November 5, 2017
Fire Chief Craig Dodson introduced the following employees who were recently recognized by
the Greater St. Louis Fire Chiefs Association and awarded a Unit Six Citation which was given
to three of our units (9412, 9420, 9450) for their quick and professional actions on June 4, 2016
in the rescue of victims trapped in a residential structure fire at 1744 South River Road: Captain
Jeffrey Marvin, Engineer Calvin Hudson (not in attendance), Firefighter/Paramedic Alan
