The City Council convened in a Regular City Council Meeting on Tuesday, December 19, 2017,
at 7:11 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council John Hanneke, presiding, and the Members of the Council present
as follows: Dave Beckering, Tom Besselman, Bart Haberstroh, Rod Herrmann, Bridget Ohmes
Mary Ann Ohms, Vince Ratchford, Jerry Reese and Mary West. Absent: None. Assistant City
Clerk Kimberly Hudson was present and performed the duties of that office.

Councilmember Rod Herrmann requested that this evening’s moment of silence be dedicated to a
young gentleman named Blake Meives who recently passed away unexpectedly. Blake’s mother
Kelly is an employee of the city of St. Charles.
The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.

A motion was made by DAVE BECKERING to approve the following appointments:

Budget Amendment #14 (Council Bill 12410)
Director of Administration Larry Dobrosky reported Budget Amendment No. 14, Council Bill
12410, is being introduced this evening and should anyone have questions relative to the Council
Bill to please contact Director of Finance Gina Jarvis.
Verbal Update Relative to Various Road Projects
Director of Engineering Jerry Hurlbert reported a Closed Project Report for the year 2017 has
been distributed to Council. Mr. Hurlbert further explained that moving forward in 2018 the
Closed Project Report will be placed under the Consent Agenda portion of the Regular City
Council Meeting agenda each quarter. Mr. Hurlbert reported the Engineering Department will
have ten bid openings in the next four months for upcoming projects, of which three of them will
be Prop P projects. Further, Mr. Hurlbert provided updates on the Droste Road and First Capitol
road projects.
Written and/or Verbal Messages from the Mayor
Director of Administration Larry Dobrosky wished the council, city staff and city residents a
Merry Christmas.
PUBLIC COMMENT
Phillip Nowlin, 1749 Foxglove Drive, St. Charles, Missouri, spoke relative to Prop P,
Graystone and Foxglove creek issues.

APPROVAL OF CLOSED MINUTES
A motion was made by DAVE BECKERING to approve the following Closed Minutes:
A. Council Work Session of December 5, 2017 relative to legal actions, causes of
action, or litigation (RSMo 610.021.1); preparation, including any discussion or
work product, on behalf of the Council or its representatives for negotiations with
employee groups (RSMo 610.021.9); and sealed proposals and related documents
or any documents related to a negotiated contract (RSMo 610.021.12)
JERRY REESE seconded the motion. A roll call vote was taken with the following results:
“Aye”: Ratchford, Reese, West, Beckering, Besselman, Haberstroh, Hanneke Herrmann Ohmes
and Ohms. “Nay”: None. Absent: None. Motion passed.
The Regular Council Meeting was adjourned at 7:44 p.m.
