RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI March 6, 2018 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, March 6, 2018, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council John Hanneke, presiding, and the Honorable Mayor Sally A. Faith and Members of the Council present as follows: Dave Beckering, Bart Haberstroh, Rod Herrmann, Bridget Ohmes Mary Ann Ohms, Vince Ratchford, Jerry Reese and Mary West. Absent: Tom Besselman. City Clerk Laura L. Whitehead was present and performed the duties of that office. File # 48782 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by ROD HERRMANN to excuse the absence of Councilmember Tom Besselman. JERRY REESE seconded the motion. A voted in favor, motion passed. PUBLIC HEARING The President of the Council John Hanneke announced that the Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. Z-2017-28. (William Peifer) An application to rezone approximately 0.52 acres of land located north of Barthel Avenue approximately 250 feet west of its intersection with North Third Street, known as 308 Barthel Avenue, from R-1E Single Family Residential District to C-2 General Business District. The property is located within Ward 1. (Council Bill 12486) B. Case No. CU-2017-45. (Alyssa Houska) An application for a Conditional Use Permit from §400.480(F)(2)(a) for Special Events within the PD-MU Planned Development – Mixed Use District, specifically to hold 14 Special Events throughout the year on Beale Street (between Nichols Road and Lombard Street) within the Streets of St. Charles development. The subject area is approximately 0.75 acres and is located in Ward 3. (RCA Attached) I. Case No. TA-2018-03. (Electric Guard Dog, LLC) An application to amend Chapter 400 of the Code of Ordinances by amending §400.550 Fences, specifically to amend standards for electric fences. (Council Bill 12487) A motion was made by JERRY REESE to advance to agenda item 6A. MARY ANN OHMS seconded the motion. All voted in favor, motion passed. RESOLUTIONS Councilmember Jerry Reese introduced Carla O’Dell, President of the St. Charles Sister Cities. Ms. O’Dell introduced the Members of the St. Charles Sister Cities German Chapter and RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI March 6, 2018 ______________________________________________________________________________ Members of the St. Charles Sister City Irish Chapter. Ms. O’Dell thanked Councilmember Jerry Reese, liaison of the St. Charles Sister Cities; Councilmember Tom Besselman and Members of the Festival of the Little Hills Board; and Councilmember Mary West and Members of the Arts & Culture Commission. Councilmember Jerry Reese requested City Clerk Laura Whitehead to read the title of the Resolution and call the roll for a vote on the Resolution. A Resolution Endorsing the Formal Sister City Partnership Between the City of Saint Charles, Missouri, and Inishowen, Ireland (Sponsors: Jerry Reese, Rod Herrmann, Tom Besselman, Vince Ratchford, John Hanneke, Mary West, Mary Ann Ohms and Bart Haberstroh) Passed “Aye”: Haberstroh, Hanneke, Herrmann, Ohmes, Ohms, Ratchford, Reese, West and Beckering “Nay”: None Absent: Besselman Approved by the Honorable Mayor on March 6, 2018 and is known as Resolution 18-013 The Honorable Mayor Sally A. Faith read the Resolution in its entirety and provided a framed copy of the Resolution to the St. Charles Sister Cities Irish Chapter. The Honorable Mayor Sally A. Faith also presented a City Flag to the St. Charles Sister Cities Irish Chapter. REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Proclamation Recognizing the 200th Anniversary of the Academy of the Sacred Heart and 200 Years of Sacred Heart Education in America Councilmember Bridget Ohmes presented a proclamation recognizing the 200th Anniversary of the Academy of the Sacred Heart to Dr. Susan Dempf and Sister Munch. Recognition of Public Works Staff Members for Work on the Water Main Breaks and Issues during the Cold Weather Director of Administration Larry Dobrosky stated it is a privilege and honor to recognize this group. Councilmember Rod Herrmann also thanked this group for their dedication and hard work. Approval of Liquor License Application for Paula Zingrich, d/b/a: The Lost Whiskey Restaurant& Bar located at 142 North Main Street ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS (none) APPROVAL OF CLOSED MINUTES A motion was made by DAVE BECKERING to approve the following closed session minutes: Council Work Session of February 6, 2018, and following the required roll call vote in open session, the Council convened in closed session relative to legal actions, causes of action, or litigation (RSMo 610.021.1), Hiring, firing, disciplining or promoting of particular employees when information relating to the performance or merit of individual employees is discussed or recorded (RSMo 610.021.3) and Preparation, including any discussions or work product, on behalf of the Council or its representatives for negotiations with employee groups (RSMo 610.021.9) at 6:00 p.m. in Conference Room A, Fourth Floor, 200 N.
