RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI April 17, 2018 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, April 17, 2018, at 7:03 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council John Hanneke, presiding, and the Honorable Mayor Sally A. Faith and members of the Council present as follows: Dave Beckering, Tom Besselman, Bart Haberstroh, Rod Herrmann, Bridget Ohmes Mary Ann Ohms, Vince Ratchford and Jerry Reese. Absent: Councilmember Mary West. City Clerk Laura L. Whitehead was present and performed the duties of that office. File # 48782 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by ROD HERRMANN to excuse the absence of Councilmember Mary West. MARY ANN OHMS seconded the motion. All voted in favor, motion passed. PUBLIC HEARING The President of the Council John Hanneke announced that the Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. CU-2018-03. (Sherilyn Blair) An application for a Conditional Use Permit from §400.290(B)(38) for Indoor Retail Sales not listed as permitted within the FHCD Frenchtown Historic Commercial District, specifically to sell Craft Beer within the FHCD Frenchtown Historic Commercial District and within the FPD Frenchtown Preservation District overlay located at 1100 North 2nd Street. The property is approximately 0.096 acres and is located within Ward 1 (RCA Attached) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS The Honorable Mayor Sally A. Faith presented a Certificate of Recognition to Noah Elliott for his participation in and winning of a gold and bronze medal at the 2018 Pyeong Chang, South Korea Paralympic Winter Games. Noah’s parents, family and friends were in attendance to witness this recognition. Verbal Update Relative to New Trolley App and Phone Cost Savings (Information Technology) Director of Information Technology Matthew Seeds provided a presentation on the new trolley application and provided an update on the telephone cost savings since being implemented in 2015. Verbal Update Relative to Road Projects (Engineering) Director of Engineering Jerry Hurlbert provided an update on the following projects: First Capitol, Rio Vista, Fifth Street and Truman Road. Councilmember Tom Besselman voiced concerns regarding the Droste Road Project. Discussion was held regarding Mr. Besselman’s concerns. Director of Administration Larry Dobrosky advised Mr. Besselman he would be in contact with him tomorrow regarding his concerns. Written and/or Verbal Messages from the Mayor The Honorable Mayor Sally A. Faith announced several upcoming events “happening” this month in the City of Saint Charles. Mayor Faith also reported the Centennial Greenway ribbon cutting ceremony was held on Saturday, April 7 and the City of Saint Charles was the first to receive the inaugural Murray Award from Great Rivers Greenway. The award recognizes nonprofit, municipal, government or corporate partners that go above and beyond the call of duty to contribute to the mission of Great Rivers Greenway over the course of a given year.
