RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI July 3, 2018 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, July 3, 2018, at 7:04 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council John Hanneke, presiding, and the Honorable Mayor Sally A. Faith and Members of the Council present as follows: Dave Beckering, Tom Besselman, Bart Haberstroh, Rod Herrmann, Mary Ann Ohms, Vince Ratchford, Jerry Reese and Mary West. Absent: Bridget Ohmes. City Clerk Laura L. Whitehead was present and performed the duties of that office. File # 48782 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by ROD HERRMANN to excuse the absence of Councilmember Bridget Ohmes. MARY ANN OHMS seconded the motion. All voted in favor, motion passed. Councilmember JERRY REESE made a motion to advance to Council Bill 12494 for Final Passage. Councilmember DAVE BECKERING seconded the motion. All voted in favor. Motion passed. Councilmember JERRY REESE made a motion to withdraw Council Bill 12494 from consideration for final passage. Councilmember VINCE RATCHFORD seconded the motion. All voted in favor. Motion passed. Councilmember DAVE BECKERING made a motion to advance to Council Bill 12547 for Final Passage. Councilmember MARY WEST seconded the motion. All voted in favor. Motion passed. Councilmember DAVE BECKERING made a motion to table Council Bill 12547. Councilmember JERRY REESE seconded the motion. All voted in favor. Motion passed. PUBLIC HEARING The President of the Council John Hanneke announced that the Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. Z-2018-05. (Black & Veatch – Matthew Ament) An application for a Conditional Use Permit from §400.200(C)(1)(f) for a telecommunication tower within the HCD Historic Commercial District and within the LMPD Landmark Preservation District located on the west side of South Main Street within City right-of-way of said street, approximately 300 feet south of the intersection of South Main Street and Boone’s Lick Road. The subject property is located in Ward 2. (RCA Attached) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Budget Amendment No. 8 (Council Bill 12576) The Honorable Mayor Sally A. Faith announced Budget Amendment No. 8 is being introduced this evening and should anyone have questions, Assistant Director of Finance Jennifer O’Connor is available for answers. Appointments to Boards/Commissions/Committees A motion was made by DAVE BECKERING to approve the following appointments: Convention & Visitors Commission Appointment of Brad Wachler to fulfull a three year term ending April 2020 Planning & Zoning Commission Reappointment of Steve Hollander for a four year term ending July 2022 Reappointment of Lindsey Devereux for a four year term ending July 2022 Public Facilities Authority Board Reappointment of Richard Baum for a three year term ending August 2021 MARY WEST seconded the motion. PUBLIC COMMENT John Ventura, 10 Chandler Ct., spoke in opposition to Council Bill 12547. Curtis Wilcoxen, 2018 North Main Street, representing Lloyd and Harry’s, spoke in opposition to Council Bill 12547. Gregory Upchurch, 529 Caulks Hill Road, introduced himself to the council and announced he is as a candidate for the Missouri House of Representatives District 70. Mr. Upchurch also spoke in opposition to Council Bill 12547. John Stinger, 212 North Main Street, spoke in favor of Council Bill 12547.
