RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
July 17, 2018

The City Council convened in a Regular City Council Meeting on Tuesday, July 17, 2018, at
7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council John Hanneke, presiding, and the Honorable Mayor Sally A. Faith
and Members of the Council present as follows: Dave Beckering, Tom Besselman, Bart
Haberstroh, Rod Herrmann, Bridget Ohmes, Mary Ann Ohms, Vince Ratchford, Jerry Reese and
Mary West. Absent: None. City Clerk Laura L. Whitehead was present and performed the duties
of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by JERRY REESE to advance to Council Bill 12586 for Final Passage.
DAVE BECKERING seconded the motion. All voted in favor, motion passed.
A motion was made by JERRY REESE to withdraw Council Bill 12586. DAVE BECKERING
seconded the motion. All voted in favor, motion passed.
Councilmember Jerry Reese thanked Director of Community Development Bruce Evans, Police
Chief Randy McKinley and Sgt. Susan Shields for their time and effort in assisting with the
proposed noise control ordinance.
REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS
Presentation and Acceptance of 2017 Audit Report and Comprehensive Annual Financial
Report (CAFR) (Administration/Finance)
Rick Gratza, Engagement Partner with Kerber, Eck & Braeckel, and LLP provided a presentation
regarding the City of Saint Charles’ Audit Report and CAFR for the year ended December 31,
2017. A motion was made by DAVE BECKERING to receive the reports. MARY ANN
OHMS seconded the motion. A roll call vote was taken, with the following results: “Aye”:
Besselman, Haberstroh, Hanneke, Herrmann, Ohmes, Ohms, Ratchford, Reese, West and

Verbal Update Relative to Various Road Projects (Administration/Engineering)
Director of Engineering Brad Temme announced MoDOT is holding an I-70 Planning Meeting
at the City of O’Fallon. Mr. Temme reported the Department of Engineering processed 16
federal and county grant applications this past month. Mr. Temme provided a brief update on the
following projects: Elm/370, Truman Road, Second Street Water Main, Elm/Sibley Culvert and
First Capitol Drive.

ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS
Councilmember Rod Herrmann thanked Police Chief Randy McKinley and the City of Saint
Charles Police Officers for all they do for the City of Saint Charles and welcomed the City
Councilmembers to visit Main Street on a Saturday night. Mr. Herrmann also thanked Director
of Administration Larry Dobrosky, Director of Engineering Brad Temme and Director of Public
Works Jim Wright for the assistance with an issue over this past weekend.
Councilmember Jerry Reese thanked Director of Community Development Bruce Evans for
assisting with the noise control ordinance and helping with the resident’s concerns. Mr. Reese
further reported there were two objectives dealing with the noise control ordinance: one: to
cover the whole city and two: an ordinance the police department can enforce.
Councilmember Mary West also stated the Police Department does an unbelievable job on Main
Street and thanked Chief Randy McKinley and the officers.
