The City Council convened in a Regular City Council Meeting on Tuesday, December 18, 2018,
at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council John Hanneke, presiding, and the Honorable Mayor Sally A. Faith
and Members of the Council present as follows: Dave Beckering, Tom Besselman, Bart
Haberstroh, Rod Herrmann, Bridget Ohmes, Mary Ann Ohms, Vince Ratchford, Jerry Reese and
Mary West. Absent: None. City Clerk Laura Whitehead was present and performed the duties of
that office.

followed by the Pledge of Allegiance to the Flag.

Budget Amendment No. 15 (Council Bill 12720)
The Honorable Mayor Sally A. Faith announced Budget Amendment No. 15 is being introduced
this evening and should anyone have questions, Director of Finance Gina Jarvis is available for
answers.
Written and/or Verbal Messages from Mayor Sally A. Faith
The Honorable Mayor Sally A. Faith announced the upcoming activities scheduled during the
Christmas Traditions event, provided an update on the Trolley schedule and announced other
events taking place in the City of Saint Charles. Director of Administration Larry Dobrosky
announced Money Magazine has named the City of Saint Charles, Missouri the Number One
City in State of Missouri.
PUBLIC COMMENT
Cecil Johnson, 132 North Main Street, St. Charles, Missouri, recommended to improve Main
Street the City should build diversity and then keep the diversity.
Tony Bethmann, 132 North Main Street, St. Charles, Missouri, announced 2018 his best year
in business and Main Street is a great location. Mr. Bethmann read an email from a batch of
emails he received through a Sunshine Law Request and voiced concerns with the content of the
email. Mr. Bethmann asked that the Council stop passing legislation and start working us.

regarding the proposed legislation. Councilmember Mary Ann Ohms voiced concerns regarding
the revision to the procedure for judicial review portion of the bill and suggested the sponsor,
Mr. Beckering, consider holding the bill until after a January 15, 2019 hearing is held.
Councilmember Tom Besselman also voiced concerns with portions of the proposed bill.
Councilmember Dave Beckering stated he supports the bill and would like to move forward with
the vote tonight.

Request for Funding from Council Directives. Mr. Beckering voiced concerns with the request
as presented. (RCA Attached)
A motion was made by TOM BESSELMAN to approve Consent Agenda Item 10.G.3 Request
for Funding from Council Directives. MARY ANN OHMS seconded the motion. A roll call
vote was taken, with the following results: “Aye”: West, Besselman, Ohms and Reese. “Nay”:
Beckering, Haberstroh, Hanneke, Herrmann, Ohmes and Ratchford. Absent: None. Motion
failed.
