RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI March 19, 2019 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, March 19, 2019, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council John Hanneke, presiding, and the Honorable Mayor Sally A. Faith and Members of the Council present as follows: Dave Beckering, Tom Besselman, Bart Haberstroh, Rod Herrmann, Bridget Ohmes, Mary Ann Ohms, Vince Ratchford, Jerry Reese and Mary West. Absent: None. City Clerk Laura Whitehead was present and performed the duties of that office. File #48881 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. PUBLIC HEARING The President of the Council John Hanneke announced that the Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: 1. Case No. PDA-2019-02. (Fischer and Frichtel Custom Homes, LLC) An application to amend the previously approved Development Plan and Ordinance for the Talbridge subdivision within the PD-MU Planned development Mixed Use District. The amendment will revise the development plan by categorizing the land use of an approximately 1.49 acre tract of land from unclassified to residential. The subject property is located northwest of the intersection of Old Friedens Road and Fairgrounds Road. The property is located in Ward 3. (Council Bill 12796) 2. Case No. PDA-2019-03. (Fischer and Frichtel Custom Homes, LLC) An application to amend the previously approved Development Plan and Ordinance for the Montclair subdivision within the PD-MU Planned development Mixed Use District. The amendment will revise the development plan by categorizing the land use of a 3 separate lots totaling approximately 4.9 acres from commercial to residential. The subject properties are located to the northwest, southwest, and southeast of the intersection of Friedens Road and Fairgrounds Road. The property is located in Ward 3. (Council Bill 12797) 3. Approval of Liquor License Application for Tracy Scowden d/b/a Talayna’s World Class Pizza located at 340 North Main Street (RCA Attached) The President of the Council John Hanneke announced that the Administrative Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: ADMINISTRATIVE HEARING 1. Appeal of Case No. C/A 2019-003(EC). Certificate of Appropriateness for 132 North Main Street (RCA Attached) RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI March 19, 2019 ______________________________________________________________________________ REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Presentation of Certificate by the Missouri City Clerks and Finance Officers Association (MoCCFOA) Public Relations Committee to Assistant City Clerk Kimberly Hudson for Attaining her Missouri Registered City Clerk (MRCC) Certification City Clerk of Troy, Missouri Jodi Schneider and Deputy City Clerk of Troy, Missouri Tonya Hawkins presented a certificate to Ms. Hudson in recognition of attaining the MRCC Certification and provided a brief description regarding the MoCCFOA professional organization. Ms. Hudson thanked MoCCFOA for this “surprise” recognition & certificate and thanked the Members of Council and Mayor Faith for their continued support. Presentation by the Ad Hoc Committee to Preserve Franklin School (referred by Councilmember Mary Ann Ohms) Members of the Ad Hoc Committee to Preserve Franklin School provided a PowerPoint presentation on “Looking Back” and “Moving Forward with Hope”. Thomas Douglas of Tristar Properties was introduced and provided an update on the plans to renovate the Franklin School building. The Honorable Mayor Sally A. Faith presented a certificate to Ad Hoc Committee Member Mary Harrison for all her hard work on preserving Franklin School. Proclamation Declaring the City of Saint Charles, Missouri a Purple Heart City (referred by Mayor Sally A. Faith and Members of the City’s Veteran’s Commission) The Honorable Mayor Sally A. Faith introduced City of Saint Charles Veterans Commission Member Tom Kuypers. Mayor Faith read a proclamation declaring the City of Saint Charles, Missouri a Purple Heart City. Mayor Faith and Mr. Kuypers presented the proclamation to Commander Sydney “Sid” Statten of the Military Order of the Purple Heart Chapter 125. Commander Statten thanked the City of Saint Charles, Missouri for this designation and recognition and presented a Special Recognition Award to the City of Saint Charles, Missouri for their dedication and support honoring America’s combat wounded Veteran’s becoming a Purple Heart City. The award was presented on behalf of the Patriot Members of the Department of Missouri Military Order of the Purple Heart, U.S.A. Commander Statten also presented a Purple Heart City flag to the City of Saint Charles, Missouri and requested the flag be flown on August 7th each year which is National Purple Heart Day. Councilmember Jerry Reese and Council Vice President Mary West suggested designating a Purple Heart parking space at the Foundry Art Centre and requested Administration to look into what steps we need to take to make this happen. Verbal Update Relative to Various Road Projects (Administration/Engineering) City Engineer Brad Temme provided a brief update on the following projects: Concordia Culvert, Convention Center Boulevard, West Clay, Cole Creek Flood Reduction, West Branch of Sandfort Creek, South Main Sidewalks, Boschertown/Fox Hill and South Main/Riverside. Karen Alexander, 932 Palm Drive, St. Charles, spoke in opposition to Council Bill 12787. Tanya Muhm, spoke in opposition to Council Bill 12787. MARYANN OHMS made a motion to extend public comment. TOM BESSELMAN seconded the motion. All voted in favor. Motion passed. Kara Elms, 4026 French Oak Lane, St. Charles, Mo., requested the City to acquire liability insurance for summer camps and children’s programs. MARY ANN OHMS made a motion to extend public comment.
