RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI June 4, 2019 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, June 4, 2019, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary West, presiding, and the Honorable Mayor Daniel J. Borgmeyer and Members of the Council present as follows: Tom Besselman, Michael Flandermeyer, Bart Haberstroh, John Hanneke, Bridget Ohmes, Mary Ann Ohms, Vince Ratchford, Jerry Reese and David Seitzer. Absent: None. City Clerk Laura Whitehead was present and performed the duties of that office. File #48881 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. PUBLIC HEARING The President of the Council Mary West announced that the Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. Z-2019-08. (John Devaney) An application to rezone an approximately 5.89 acre tract of land, known as Lot 7 of PT Survey 979, located northeast of the intersection of Ehlmann Road and Shady Springs Lane, from I-1 Light Industrial District to R-1D Single-Family Residential District. The property is located in Ward 6. (Item to be tabled until the June 18, 2019 Regular City Council Meeting) (RCA Attached) B. Case No. Z-2019-09. (Busy Bee R.E. LLC) An application to rezone an approximately 1.719 acre tract of land, located southeast of Boschertown Road, approximately 650 feet northeast of the intersection of Boschertown Road and Little Hills Expressway, from C-I Neighborhood Business District to PD-I Planned Development-Industrial District. As part of this application, an additional request for the approval of an Amended Preliminary Development Plan for an existing tract zoned PD-I totaling approximately 26.5 acres adjacent to the rezoning. Case No. LL-2019-19 Approval of Liquor License Application for Brett Bennett d/b/a Llywelyn’s located at 100 North Main Street (Ward 1) (RCA Attached) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Verbal Update Regarding Purple Heart Parking Spaces (referred by Councilmember Jerry Reese Councilmember Jerry Reese announced the following areas have Purple Heart parking spaces: two (2) Foundry Art Centre, two (2) Veteran’s Memorial, one (1) Police Department, one (1) Fire Station No. 4. Mr. Reese requested staff to install a Purple Heart parking space at the Senior Center. Mr. Reese thanked the Public Works staff for their assistance with this project. Written and/or Verbal Messages from Mayor Daniel J. Borgmeyer The Honorable Mayor Daniel J. Borgmeyer presented a brief update on the following activities he and Director of Administration Larry Dobrosky have been working on: Mosquito & Black Nat program, Development Plan at the ACF property, log cabin on West Clay relocation to a City park, Kansas City Arabia Steamboat Museum possible relocation to the City of Saint Charles, marketing the City of Saint Charles, Frenchtown Redevelopment Task Force, met with the Realtors and proposed a campaign “Show Me Saint Charles” (City match $10,000, with City Council approval, of course), updating the City’s Façade Grant Program, Frenchtown apartments, request for a grocery store between Frenchtown and New Town, St. Louis entertainment venue, Police Department camera program (which will be discussed in more detail at the June 11 Council Work Session), a new program titled “Outside my Window”, Main Street lighting, and there will be a discussion of the budget process at the August Retreat. Mayor Borgmeyer thanked the Police and Fire Departments for their outstanding work. It’s been a good month! Council President Mary West requested Public Works Director Jim Wright to update the Members of Council on the mosquito spraying program. Councilmember David Seitzer thanked the Public Works department for spraying Deerfield subdivision and the other neighborhoods in his Ward. Councilmember Bridget Ohmes inquired will the City spray more if the mosquitos get worse. Mr. Wright replied yes. ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS Councilmember Tom Besselman reported St. Charles County will be collecting retired flags on Flag Day, Thursday, June 14 at the corner of Monroe and Second Street. The organization handling this project is called Veterans Best Practice Working Group.  RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI June 4, 2019 ______________________________________________________________________________ Councilmember Michael Flandermeyer reported due to the current flooding situation in Frontier Park, this Thursday’s Municipal Band Concert will be held behind the Convention and Visitors Bureau building in their parking lot and the June 20th concert is tentatively scheduled to be held at New Town. Future concerts are being looked at week by week at this time, with the exception of the June 20th concert. These concerts are held at 8:00 p.m. The Big Band Concerts perform the second Sunday of each month, June through August, and at this time the upcoming concerts are scheduled to be held in the Convention and Visitors Bureau parking lot. These concerts may have to relocate but we will make sure to keep the community informed.
