RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI June 18, 2019 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, June 18, 2019, at 7:12 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary West, presiding, and the Honorable Mayor Daniel J. Borgmeyer and Members of the Council present as follows: Tom Besselman, Michael Flandermeyer, Bart Haberstroh, John Hanneke, Bridget Ohmes, Mary Ann Ohms, Jerry Reese and David Seitzer. Absent: Vince Ratchford. Assistant City Clerk Kimberly Hudson was present and performed the duties of that office. File #48881 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by JOHN HANNEKE to excuse the absence of Councilmember Vince Ratchford. MARY ANN OHMS seconded the motion. All voted in favor, motion passed. PUBLIC HEARING The President of the Council Mary West announced that the Public Hearing would now be held. Mayor Borgmeyer congratulated the team and Coach Turner for an outstanding season. Borgmeyer St. Charles-Ludwigsburg Sisters Cities President and St. Charles Sister Cities Programs, Inc. Board Member Mary Carolyn Johnson on behalf of our Sister City of Ludwigsburg Germany presented to Mayor Daniel J. Borgmeyer and the citizens of St. Charles on the 250th Anniversary of the founding our City, a beautiful tile to honor the friendship between our two cities. Verbal Update Regarding Various Road Projects (referred by Administration/Engineering) City Engineer Brad Temme provided a brief update on the following projects: Convention Center Blvd., West Clay Reconstruction, Cole Creek Stabilization/Zumbehl Cole Creek Flood Reduction, South Main Street Sidewalks, Boschertown at Fox Hill Signal. Written and/or Verbal Messages from Mayor Daniel J. Borgmeyer The Honorable Mayor Daniel J. Borgmeyer presented a brief update on several new and exciting things but first gave kudos to the Police Department, Fire Department and Public Works Department for their continued diligence and work as it is related to the current flood event. Mayor Borgmeyer thanked Governor Mike Parson for signing a bill giving St. Charles support for the Bangert Island Project and with this Mayor Borgmeyer announced a proposal to rename the Bangert Island Project to Riverpoint. Mayor Borgmeyer continued with updates and information on the following items: Mosquito Monster campaign, ACF property development, Kansas City Arabia Steamboat Museum possible relocation to the City of St. Charles, Frenchtown Redevelopment Task Force and upcoming visit to Waterloo, Illinois to tour and discuss the revitalization of their downtown district, met with St. Charles County Board of Realtors and proposed a “Come See Saint Charles” day and promotion of the City’s Façade Grant Program, owner of the log cabin home on West Clay has agreed to donate home to the City of St. Charles, Farmer’s Market, Frenchtown/New Town grocery store, pursuit of broadcast television coverage of our coordinated commercial and residential camera project, “Outside My Window” program, Main Street lighting, and renaming the Employee Activities Committee to the City Team Fun Committee PUBLIC COMMENT There were no public comments. Borgmeyer A motion was made by TOM BESSELMAN to approve the request to waive the 2018 real property taxes for the Saint Charles Housing Authority in the amount of $10,267.20. RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI June 18, 2019 ______________________________________________________________________________ Councilmember Michael Flandermeyer announced the upcoming schedule for the St. Charles Municipal Band. Council Vice President Bridget Ohmes on behalf of the residents and staff at Deerfield Village Mobile Home Park extends a big thank you to the City of St. Charles for being so helpful during this current flood event. Councilmember David Seitzer announced that he wanted to publicly apologize to Mr. Thomas Lloyd, the owner of Big A’s for mistakenly noting points assessed to his business during the public hearing portion of tonight’s meeting and will be visiting with Mr. Lloyd after the meeting to personally apologize.
