RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
September 17, 2019

The City Council convened in a Regular City Council Meeting on Tuesday, September 17, 2019,
at 7:02 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary West, presiding, and the Honorable Mayor Daniel J.
Borgmeyer and Members of the Council present as follows: Tom Besselman, Michael
Flandermeyer, Bart Haberstroh. John Hanneke, Bridget Ohmes, Mary Ann Ohms, Vince
Ratchford, Jerry Reese and David Seitzer. Absent: None. City Clerk Laura Whitehead was
present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
PUBLIC HEARING
The President of the Council Mary West announced that the Public Hearing would now be held.
At the conclusion of the hearing, the Regular Session continued with the order of business:
A. Case No. PDA-2019-06. (Above All Development, LLC) An application to
amend the preliminary development plan for the Villages of Provence
subdivision, specifically to accommodate apartment units upon an 8.26 acre tract
known as Parcel ID #6-006A-3280-00-0007.3, as previously authorized by the
governing ordinance for the development. The proposal includes multi-tenant
apartment buildings, a clubhouse, pool, and carports. The subject property is
located in Ward 7. (Council Bill 12915 and Council Bill 12916)

Director of Administration Larry Dobrosky announced Budget Amendment No. 10 is being

Mayor Borgmeyer provided a brief update on the following: New Business Ambassadors,

Review of City’s Boards, Commissions and Committees.

There were no updates presented.
Written and/or Verbal Messages from Councilmembers
Councilmember Michael Flandermeyer stated the reason he is wearing an American Flag tie this
evening is for a couple of very important reasons. To commemorate Patriot Day and
Constitution Day. Patriot Day is September 11 of each year and is an American federal
observance in memory of the people killed in the September 11 attacks of the year 2001.
Constitution Day is September 17 of each year and is an American federal observance that
recognizes the adoption of the United States Constitution and the day in 1787 that delegates of
the Constitution Convention signed the document in Philadelphia.
Councilmember Flandermeyer read excerpts from the United States Constitution, Missouri
Constitution and City of Saint Charles Charter.
Councilmember David Seitzer and Council Vice President Bridget Ohmes recognized Interim
Director of Convention and Visitors Bureau Elizabeth Phelps and her staff for the great job show
casing the City of Saint Charles at the Foundry Art Centre during the Annual Missouri Municipal
League Conference.
Councilmember David Seitzer announced the POW-MIA Watchfire Ceremony hosted by the
City of Saint Charles Veterans Commission is being held on Friday, September 20 at 6:30 p.m.
at the Veterans Memorial at Bishop’s Landing.
Council President Mary West announced it is National First Responder Week and asked Police
Chief Randy McKinley and Fire Chief George Sheets to send a Thank You to their departments.
