RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
October 1, 2019

The City Council convened in a Regular City Council Meeting on Tuesday, October 1, 2019, at
7:07 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary West, presiding, and the Honorable Mayor Daniel J.
Borgmeyer and Members of the Council present as follows: Tom Besselman, Michael
Flandermeyer, Bart Haberstroh. John Hanneke, Bridget Ohmes, Mary Ann Ohms, Vince
Ratchford, Jerry Reese and David Seitzer. Absent: None. City Clerk Laura Whitehead was
present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
PUBLIC HEARING
The President of the Council Mary West announced that the Public Hearing would now be held.
At the conclusion of the hearing, the Regular Session continued with the order of business:
A. Case No. CU-2019-21. (Caryn A. and Eugene M. Watson) An application for a
Conditional Use Permit from §400.230(C)(1)(a) for a guest house use within the
C-3 Highway Business District and within the EHP Extended Historic
Preservation District overlay located at 2009 North 3rd Street. The subject
property is approximately 5,600 square feet in area and is located in Ward 1.

B. Case No. CU-2019-22. (Pheasant Run LLC – Doug Muensterman) An application
for a Conditional Use Permit from §400.280(B)(2) for a guest house within the
CRD-II Central Residential District and within the EHP Extended Historic
Preservation District located at 420 South 2nd Street. The subject property is
7,200 square feet in size and is located in Ward 2. Item to be withdrawn. (RCA

C. Case No. CU-2019-23. (George Ilse) An application for a Conditional Use Permit
from §400.150(D)(1)(l) for a bed and breakfast use within the R-1E Single-family
Residential District and within the CPD Commons Preservation District overlay
located at 602 North 6th Street. The subject property is approximately 10,220
square feet in area and is located in Ward 1. (RCA Attached)
D. Case No. TA-2019-09. (City of St. Charles) An application to amend Chapter 400
of the Code of Ordinances by specifically amending §400.550 Fences. This
amendment would revise regulations for fences within historic districts to allow
administrative review in lieu of Landmarks Board review in specific
circumstances (Council Bill 12937)

REPORT OF THE MAYOR
Written and/or Verbal Messages from Mayor Daniel J. Borgmeyer
The Honorable Mayor Daniel J. Borgmeyer provided a brief update on the following:
Community Development Business Ambassadors, new bakery business opening on Main Street,
proposed developments, Steamboat of Arabia, Frenchtown Redevelopment Task Force meetings
and relocation of businesses in Frenchtown, possible re-location of Farmers Market, Economic
Development Director position and Convention and Visitors Bureau Director position
recruitment process, and review of the boards, commissions and committees.
Budget Amendment No. 11 (Council Bill 12947)
Director of Administration Larry Dobrosky announced Budget Amendment No. 11 is being
introduced this evening as Council Bill 12947. Should anyone have questions, Director of
Finance Gina Jarvis is available to answer. Director Jarvis and City Attorney Valenti addressed
a question Councilmember Seitzer had regarding the prepaid legal services for New Town listed
in the budget amendment. Director Dobrosky stated he would schedule a meeting to visit with
Councilmember Seitzer to review the New Town NID bonds and assessments.

Councilmember Jerry Reese announced the Quilt National 2019 opening reception is on Friday,
October 4 at 6:00 p.m. at the Foundry Art Centre. The exhibition is October 4 – December 6,
2019. Admission is $5 per person and is free to members and sponsors.

It was the consensus of the Council to elect Councilmember Jerry Reese as the employer
delegate at the upcoming LAGERS conference. A motion was made by JERRY REESE
authorizing Human Resource Department to select the employee delegate. MARY ANN OHMS
seconded the motion. All voted in favor, motion passed.
