RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 15, 2019 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, October 15, 2019, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary West, presiding, and the Honorable Mayor Daniel J. Borgmeyer and Members of the Council present as follows: Tom Besselman, Michael Flandermeyer, Bart Haberstroh. Bridget Ohmes, Mary Ann Ohms, Vince Ratchford, Jerry Reese and David Seitzer. Absent: John Hanneke. City Clerk Laura Whitehead was present and performed the duties of that office. File #48881 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by JERRY REESE to excuse the absence of Councilmember John Hanneke. TOM BESSELMAN seconded the motion. All voted in favor, motion passed. Council President Mary West announced agenda item # 4 is advancing to the first order of business: AWARDS/PROCLAMATIONS/PRESENTATIONS Presentation of the David J. Huesing Award to Emmaus Homes (referred by Councilmember Bart Haberstroh & presented by the Citizens with Disabilities Advisory Board) Councilmember Bart Haberstroh read a brief bio on David Huesing and the many accomplishments he contributed to the Citizens with Disabilities Advisory Board and the community. Mr. Haberstroh introduced the members of the Citizens with Disabilities Advisory Board and the family members of David Huesing. Mr. Haberstroh and the Members of the Board announced and presented the first annual David J. Huesing Award to the Emmaus Homes. Councilmember Mary Ann Ohms and Council President Mary West also thanked the liaisons to the Board, Anita Telkamp and Kathleen Thompson, for their assistance to the members of the Board over the years. PUBLIC HEARING The President of the Council Mary West announced that the Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: 1. Case No. LL-2019-33. Approval of Liquor License Application for Robert Schowengerdt d/b/a Two Plumbers Brewery LLC located at 745 Friedens Road (Ward 3) (RCA Attached) RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 15, 2019 ______________________________________________________________________________ The President of the Council Mary West announced that the Administrative Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: 1. Appeal of Case No. C/A 2019-003(EC). Certificate of Appropriateness for 132 North Main Street (RCA Attached) REPORT OF THE MAYOR Verbal Updates Relative to Various Road Projects Director of Engineering Brad Temme provided a brief update on various road projects currently under construction. Introduction of Design Workshop and the Frenchtown Great Street Project Director of Engineering Brad Temme introduced Paul Squadrito from Design Workshop who provided a brief update on the Frenchtown Great Street Project. Appointments to Boards/Commissions/Committees A motion was made by MARY ANN OHMS to approve the following appointments: Special Business District Board: Appointment of Greg VanWyk for a three-year term ending October 2022 Appointment of Keith Lester for a three-year term ending October 2022 VINCE RATCHFORD seconded the motion. A roll call vote was taken with the following results: “Aye”: Ohmes, Ohms, Ratchford, Reese, Seitzer, West, Besselman, Flandermeyer and Haberstroh. “Nay”: None. Absent: Hanneke. Motion passed. Written and/or Verbal Messages from Mayor Daniel J. Borgmeyer Mayor Borgmeyer provided a brief update on the following projects: visit to Arabian Museum in Kansas City; building grants; Frenchtown study; two new businesses on Main Street; Main Street meeting regarding street closure during Legends & Lanterns and Christmas Traditions; Economic Development and review of the CVB operating budget. ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS Written and/or Verbal Messages from Councilmembers Council Vice President Bridget Ohmes announced the St. Charles County Municipal League Meeting is being held on Tuesday, October 29 at 6:00 p.m. City of O’Fallon is hosting this month’s meeting. PUBLIC COMMENT Tuss Peluchette, 2329 Parc Saint Mitre Court, representing the residents of the Villages of Provence Subdivision, submitted a petition initiative referendum recall of an ordinance signed by RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 15, 2019 ______________________________________________________________________________ 284 residents of the subdivision and requested the petition be delivered to the Department of Community Development for inclusion in the next Planning and Zoning Commission Meeting agenda packet. Mr. Peluchette stated the petition is requesting the City Council to create, pass and enforce an ordinance requiring that any and all future development, construction application and/or proposal for development in the Villages of Provence have a maximum building height of 2 ½ stories or 35 feet, as applied under the height requirement of the R1-E zoning district and established by Code Section 400.150.E.7. John Schiffer, 2357 Parc St. Mitre Court, thanked the City Council for installation of the stop sign at the entrance to the Villages of Provence subdivision. Mr. Schieffer voiced concerns regarding the staff report and the current development agreement for the Villages of Provence approved in 2015 and voiced concerns regarding the impact the apartments will have on the homes in the subdivision and surrounding area.
