RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
December 17, 2019

The City Council convened in a Regular City Council Meeting on Tuesday, December 17, 2019,
at 7:05 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary West, presiding, and the Honorable Mayor Daniel J.
Borgmeyer and Members of the Council present as follows: Tom Besselman, Michael
Flandermeyer, Bart Haberstroh. Bridget Ohmes, Mary Ann Ohms, Vince Ratchford, Jerry Reese
and David Seitzer. Absent: None. City Clerk Laura Whitehead was present and performed the
duties of that office.
The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
PUBLIC HEARING
The President of the Council Mary West announced that the Public Hearing and Administrative
Hearing would now be held. At the conclusion of the hearings, the Regular Session continued
with the order of business:
A. Public Hearing:
Case No. LL-2019-39. Approval of Liquor License Application for Anthony
Marchetto d/b/a Prasino located at 1520 South Fifth Street, Suite 110 (RCA
Attached)
B. Administrative Hearing:
Case No. C/A-2019-95(EC). Appeal of a Decision by the Landmarks Board to
Deny Approval of Certificate of Appropriateness for 230 North Main Street. The
Proposed Project calls for After-the-Fact Approval for Replacement of the
Wooden Handrail and Post System with a Vinyl Post and Handrail System on the
Second Floor Front Gallery Porch. The Work was Completed without Landmarks

Budget Amendment No. 14 (Council Bill 13004)
Director of Administration Larry Dobrosky announced Budget Amendment No. 14 is being
introduced this evening and Director Gina Jarvis is present to address any questions the Council
may have.

The Honorable Mayor Daniel Borgmeyer announced the City of Saint Charles has been
successful in securing approximately $6,000,000 from state funds. $5,000,000 towards the
Riverpointe Project and approximately $1,000,000 for a partnership project in the expansion of
FedEx.

At the request of Councilmember Michael Flandermeyer, Director of Engineering Brad Temme
provided a brief update on the project and the public meetings previously held regarding the
project. Councilmember Tom Besselman thanked Mr. Temme for continuing to work/look for
ways to improve the City.
5. Client Authorization to Bind Coverage with Arthur J. Gallagher Risk
Management Services, Inc. and to execute all other documents and
perform all other acts necessary to obtain, bind or place policies of
insurance for various lines of insurance for the time period January 1,
