RECORD OF THE COI.INCIL OF THE CITY OF SAINT CHARLES, MISSOURI
May 6,2025
The City Council convened in a Regular City Council Meeting on Tuesday, May 6,2025 at 7:03
p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, St.
Charles, Missouri with President of the Council Michael Galba presiding. The Honorable Mayor
Daniel J. Borgrneyer and Mernbers of the Council were present as follows: Michael
Flandermeyer, Justin Foust, Bart Haberstroh, Mark Hollander Denise Mitchell, Bridget Ohmes,
and Vince Ratchford. Absent: Bill Otto and Mary West. City Clerk Kimberly Hudson was
present and performed the duties of that ofEce.

The meeting was opened a moment of silence and Pledge of Allegiance to the Flag led by City of
Saint Charles Leader of Tomorrow Kaylin Toben - Academy of the Sacred Heart.
A motion was made by MARK HOLLANDER to excuse the absence of Councilmember Bill
Otto and Councilmember Mary West. JUSTIN FOUST seconded the motion. All voted in favor,
motion passed.
APRIL 8.2025. ELECTION RESULTS
Canvass of Election Retums of the General Municipal Election held on Tuesdav. Aoril 8.
2025. and Declaration of the Election Results
A motion was made by MARK HOLLANDER to receive and approve the certification of the
election results of the General Municipal Election held on April 8,2025. VINCE RATCHFORD
seconded the motion. A roll call vote was taken with the following results: "Aye": Foust, Galba,
Haberstroh, Hollander, Mitchell, Ohmes, Ratchford, and Flandermeyer. "Nay'': None. Absent:
Otto and West. Motion passed.

Presentation ofPlaoue to Retirins Ward 7 Councilmernber Michael Flandermeyer
Councilmember Michael Galba presented a plaque on behalf of the City Councilmernbers to
retiring Councilmember Michael Flandermeyer and thanked Mr. Flandermeyer for all of his
dedication and hard work to the City of Saint Charles during his tenure as a Councilmember.
Presentation of Plaque to Retiring Ward I 0 Councilmember Bridget Ohmes
Councilmember Michael Galba presented a plaque on behalf of the City Councilmembers to
retiring Councilmember Bridget Ohmes and thanked Ms. Ohmes for her service, dedicated hours
and commiEnent to the City of Saint Charles during her tenure as Councilmernber.
Recess of Rezular Meeting. and Reconvene with Newlv Elected Ward 7 Councilmember
Brian Gould and Ward 10 Councilmember Stephen J. Hollander
A motion was made by MARK HOLLANDER to recess the meeting. MICHAEL GALBA
seconded the motion. All voted in favor, motion passed.
The Regular City Council Meeting reconvened with the following Councilmembers in
attendance: Councilmernber Mark Hollander, Councilmember Vince Ratchford, Councilmember
Denise Mitchell, Councilmember Justin Foust, Councilmember-Elect Brian Gould,
Councilmember Michael Galba, Councilmember Bart Haberstroh and Councilmernber-Elect
Stephen J. Hollander. Councilmember Bill Otto and Councilmember Mary West were absent.

City Clerk Kimberly Hudson administered the oaths of office to the following:

A Proclamation Declarins May 4-10 as National Travel and Tourism Week in the Citv of
St. Charles. Missouri.
The Honorable Mayor Daniel J. Borgrneyer presented a proclamation to Director of Convention
and Visitors Bureau Dan Krankeola declaring May 4-10,2025 as National Travel and Tourism
Week in the City of Saint Charles, Missouri

Mr. Raymond Schulte spoke relative to parking concems at the St. Charles Convention Center.
Ms. Regina Oar spoke relative to parking concerns at the St. Charles Convention Center.
Ms. Shari Dzalak spoke relative to pmking concerns at the St. Charles Convention Center.
Mr. Amie C. AC "Honest Abe" Dienoff, congatulated the Councilmernbers who were swom in
and spoke relative to the parking concems at the St. Charles Convention Center, concems at the
BoathouseiFrontier Park.

. The appointmefi of Christine Tennyson who will represent the Lindenwood
Neighborhood Historic District to fill the current vacancy, for a term expiing May

Councilmember Denise Mitchell announced she and Councilmember Otto were elected as
Directors on the St. Charles County Municipal League Executive Board and encouraged the
Councilmembers to attend those meeting. Councilmernber Mitchell made the following
announcements:
MML Associate/Affiliate Baseball same with the O'Fallon Hoots at Carshield will be on
6/3. Doors open at 5:30 p.m.,Mayors will throw out the first pitch at 6:35 p.m. It is a
Council Meeting night, so we may not be able to attend but staff are welcome to. If
Admin could circulate to staff and let Edwina know by 5/20 how many tickets are
needed, that would be great.
Future St. Charles Co MML Meetinss: 7/29 Hosted b y St. Peters and 10i28 Hosted by
Dardenne Prairie - Location to be determined.
MML Conference for the Missouri Municioal Leazue will be held at the St. Charles
Convention Center 9/14-9l17 each ci ty can have an information table at the event and we
are looking into a video that showcases the economic development in the County
fearuring each city. Please mark your calendm and hope you can attend the conference
since it is so close in proximity this year.
S lm Executi eD of East West Gatewa Council of
Governments and he reminded us that each cit y needs to adopt a hazard mitigation plan
for 2025-2030 in order to secure future funding. FEMA requires HMP be updated every
five years. Jurisdictions must participate during the plan development process and adopt
the new plarr with a new resolution for each update. lf we haven't cornpleted this yet, we
wcre told to remind adrnin/staff about this.
Counciln.rember Vince Ratchford requested Director of Administration Larry Dobrosky to
provide a rnemo to Councilmembers relative to property that might be used fbr parking for St.
Charles Convention Center events or please advise as to possible roadblocks to using properties

for parking and what is currently being done to address the parking concems. Councilmember
Ratchford further requested staff provide additional solutions by June or July regarding better
solutions, could include shuttle buses and electronic signs.
Councilmember Michael Galba welcomed new Councilmember Brian Gould and
Councilmember Steve Hollander and is looking forward to working with them.
PUBLIC HEARING
Council President Michael Galba announced the Public Hearing will now be held. At the
conclusion ofthe Public Hearing, the regular order ofbusiness continued.
