RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI Ju'ly 15,2025 The City Council convened in a Regular City Council Meeting on Tuesday, July 15, 2025 at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, St. Charles, Missouri with President of the Council Michael Galba presiding. The Honorable Mayor Daniel J. Borgrneyer and Mernbers of the Council were present as follows: Justin Foust, Bart Haberstroh, Mark Hollander, Steve Hollander, Denise Mitchell, Bill Otto, Vince Ratchford, and Mary West. Absent: Brian Gould. City Clerk Kimberly Hudson was present and performed the duties of that office. File t4936l The meeting was opened with the Invocation, those present standing in a moment of silence, and the Pledge ofAllegiance to the Flag. A motion was made by MARK HOLLANDER to excuse the absence of Councilmernber Brian Could. BART HABERSTROH seconded the motion. All voted in favor, motion passed. PRESENTATIONS/AWARD S/PROCLAMATIONS New Idea Recosrition lncentive (N IRI) Prop:ram Award Presentation Mayor Borgrneyer announced that Public Works - Water Department employees Ryan Boyle and William Hof&nan have received a NIRI award. The Mayor then presented Mr. Boyle and Mr. Hoffinan with a check in recogrrition of their award-winning submission. Proclamation Welcomins the Xi Mu Si sna Chaoter of Si qrta Gamma Rho SororitY. Inc. to the Citv of Saint Charles. Missouri Mayor Borgneyer presented a Proclamation to the Xi Mu Sigrna chapter of Sigrna Gamma Rho Sorority, Inc. welcoming thern to the City of St. Charles. I RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI Jtly 15,2025 PUBLIC COMMENT Michael Flandermeyer, 3010 Sherwood Lane, St. Charles, Missouri spoke relative to the proposed Cumulus project. REPORT OF THE MA YOR Mayor Borgneyer reportd on the following topics: . Efforts to address speeding issues throughout the City . Concerns about Board of Adjustment appoinEnents and suggestions for improved appointment criteria . Need for forward financial planning and improved revenue strategies for boards such as the Library Board and Parks Department/Parks Board . New economic development proposals . Continued popularity and success ofthe City's music festivals ANNOUNCEMENTS FRO M COLINCILMEMBERS/MISCELLANEOUS Councilmember Denise Mitchell announced she will address the Mayor's report on the Parks Departrnent at the next meeting. Regarding the Board of Adjustment, she agreed with the Mayor that some changes are needed. She noted that the Council and Clerk are collaborating on the next appointment, but rerninded that the Board operates under State Statutes, limiting certain changes. Ms. Mitchell also encouraged fellow Councilmernbers to attend the monthly St. Charles County Municipal League meetings. The next meeting, hosted by the City of St. Peters, will take place Tuesday, July 29th, at the Water's Edge Banquet Center. Networking begins at 6:00 p.m., dinner at 6:30 p.m., and the meeting at 7:00 p.m., featuring St. charles county Assessor Travis welge as the speaker.
