RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES. MISSOURI December 16,2025 The City Council convened in a Regular City Council Meeting on Tuesday, December 16,2025, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, St. Charles, Missouri, with President of the Council Michael Galba presiding. The Honorable Mayor Daniel J. Borgmeyer and Members of the Council were present as follows: Justin Foust, Brian Gould, Bart Haberstroh, Steve Hollander, Denise Mitchell, Bill Otto, Vince Ratchford, and Mary West. Absent: Mark Hollander. City Clerk Kimberly Hudson was present and performed the duties of that office. File #49361 The meeting was opened with a moment of silence and Pledge of Allegiance. A motion was made by DENISE MITCHELL to excuse the absence of Mark Hollander. MARY WEST seconded the motion. All voted in favor. Motion passed. PRESENTATIONS/AWARD S/PROCLAMATIONS City Attomey Holly Magdziarz introduced Bryan Wise as the new Assistant City Attomey. The Council welcomed Mr. Wise to the City. PUBLIC COMMENT There were no public comments. REPORT OF THE MAYOR Mayor Daniel Borgmeyer announced the City was recognized by HGTV as one of the 50 Best Christmas Towns in America, noting the achievement reflects the efforts of the Tourism Department and the annual Christmas Traditions event. He announced that the 2026 Cily calendars have been distributed and encouraged residents to display them. The Mayor also addressed housekeeping items related to Council expense forms. He introduced State Representatives Wendy Hausman (District 065), Travis Wilson (District 106), Teni Violet (District 104), and Colin Wellenkamp (District 105), who each provided legislative updates from I  RECORD OF THE COLINCIL OF THE CITY OF SAINT CHARLES, MISSOURI December 16.2025 Jefferson City. Council President Michael Galba thanked the Representatives for their updates and expressed his appreciation for their continued collaboration on behalf of the City and the region. ANNOT]NCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS Councilmember Bart Haberstroh expressed appreciation to the Engineering Department, Engineering Director Dan Mann, and Assistant City Administrator Brad Temme for their assistance in addressing constituent concems related to the Sibley Street Reconstruction Project, commending their patience and responsiveness. Councilmember Denise Mitchell read the following comments: Earlier today, I asked the Clerk to share with the Council an agenda item that will be presented to the County Planning arrd Zoning Commission tomorrow evening for a vote. The property in question, which is requesting the rezoning, borders my ward but is located within the County. The proposal seeks to change the zoning from Residential R1E to Commercial C2, and it has generated significant opposition from both City and County residents because this is an ALL residential zoning area (County and City). If you haven't had the opportunity yet, I encourage you to review the County public agenda item numbered RZ25-13, including all the letters of opposition contained in the County Planning and Zoning packet. It's important to note that both the City and I have submitted letters opposing the rezoning, as it does not align with our City comprehensive plan. In light of this, I've been working with legal on a formal resolution for us to vote on in January, ahead ofthe County Council's vote. This resolution is crucial, ifpassed it would require a super-majority vote from the County Council for the rezoning to pass. In the next couple of days, the Clerk will be asking for sponsors of this resolution and I sincerely hope you will consider supporting this effort to represent the interests of our residents. 2 RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI December 16,2025 Thank you in advance for your help! On a lighter note, one of my residents recently sent a heartfelt letter to both the Mayor and myself, sharing their feedback on our Citizens First Responder Academy. As members of the Council, we don't always get the opportunity to hear directly about the impact of these community programs, so I asked the resident if I could share the letter with all of you. She was more than happy to agree and I hope it will be as meaningful to you as it was to me. "Dear Mayor Dan, I wanted to take a moment to share my appreciation for the outstanding first responders who serve the City of St. Charles. I recently had the opportunity to participate in the Citizens First Responder Academy, and it was tuly an inoedible experience. Throughout the program, I was able to see firsthand how dedicated, professional, and passionate our first responders are about their work. Every police fficer, firefighter, and paromedic I met showed genuine enthusiasm for serving our community. They not only take pride in what they do, but they also do it with kindness, patience, and respect. Il was clear that they love their jobs and truly care about the people of St. Charles. Their teamwork, positive attitudes, and commitment to keeping our city safe made a lasting impression on me. I will say, though, it was a little disappointing to see that more citizens weren'l interested in participating. The experience was so meaningful, and I believe more people in our community would benefit from seeingfirsthand the incredible work ourfirst responders do every day. I would especially like to recognize Lieutenant Gibbons, who did an excellent job arranging and facilitating the entire experience. His leadership, organization, and positive energt made the academy both enjoyable and educational. Please extend my sincere gratitude to all our Jirst responders and to those who helped organize the Citizens First Responder Academy. Sincerely, Kathy Booker, Ward 5 Resident" I would also like to personally thank Lieutenant Gibbons, who recently attended an HOA-arranged "Coffee with a Cop" event, a few weeks ago. He took the time to engage with the group for about an hour, addressing their concems and answering questions. Programs like this, along with initiatives like the Citizens First Responder Academy, our City Neighborhood Night Out, and the Santa visits with the Fire Department Outreach, are deeply appreciated by the community. On behalf of myself and the residents, I can't thank our Fire and Police enough for your dedication and supporl. We truly have so much to be grateful for, and our public safety is certainly at the top of that list.
