On Monday, July 18, 2016, at 6:00 p.m., the City of St. Charles Landmarks Board will hold
its regular monthly meeting in the Council Chambers on the fourth floor of City Hall, 200
North Second Street, St. Charles, Missouri. The agenda for this meeting is as follows:
Attention Applicants: It is necessary that you or a knowledgeable representative of your interests be
present at the meeting to answer any questions the Board may have concerning your application.
Failure to provide answers to the Board’s questions may result in your application being tabled or
denied.
1. Call to order and call the roll.
2. Consent Agenda
(A) Case No. C/A 2016-45(EC). 912 North Benton Avenue. Angela R. Pratt. The
applicant is requesting approval to install a 5-foot tall black chain link fence in the
rear yard. [Commons Preservation District, Ward 1]
(B) Case No. C/A 2016-13(SP). 1106 North Fourth Street. Robert and Marsha Adams.
The applicants are requesting approval to erect a pre-fabricated shed in the rear
yard. [Frenchtown Preservation District, Ward 1]
(C) Case No. C/A 2016-49(EC). 706 North Kingshighway. Mark Bohr. The
applicant is requesting approval to install a combination 4-foot and 6-foot tall
wood fence in the rear yard. [Extended Historic Preservation District, Ward 1]
(D) Case No. C/A 2016-48(EC). 550 Jackson Street. Tom Besselman. The applicant
is requesting approval to repair the detached garage’s porch. [Extended Historic
Preservation District, Ward 2]

(E) Case No. C/A 2016-47(EC). 112 South Main Street. Jim Droste. The applicant is
requesting approval to build a shed roof over the stairway to the lower level of the
rear gallery. [Historic Downtown District, Ward 1]
(F) Case No. C/A 2016-46(EC). 122 & 124 South Main Street. Jim Droste. The
applicant is requesting approval to build a shed roof over the rear 1-story stairway
to protect it from the weather. [Historic Downtown District, Ward 1]
(G) Case No. C/A 2016-52(EC). 307 South Main Street. Chris Goellner. The
applicant is requesting approval to replace the balcony with a matching balcony
but use steel brackets instead of wood. [South Main Preservation District, Ward 2]
(H) Case No. C/A 2016-53(EC). 507 South Second Street. Jessica Hartman. The
applicant is requesting approval to enclose an existing covered patio on the rear
elevation. [Extended Historic Preservation District, Ward 2]

5. Structure Review
Section 400.1180 Purpose
The purpose of this subchapter is to protect, enhance, and perpetrate buildings,
structures, districts, and sites of historical, cultural, architectural, engineering or
geographic significance. Further, protection of cultural assets from demolition by
neglect is an objective of this subchapter.
Please note: Obtaining a Certificate of Appropriateness from the Landmarks Board
does not authorize the applicant to build a structure. Building permits are required
prior to construction.
(A) REVISION. Case No. C/A 2015-06(EC). 316 Perry Street. Nathan Gonzalez.
The applicant is requesting approval of changes made to the previously-approved
plans for the front gallery. [Extended Historic Preservation District, Ward 2]
(B) Case No. C/A 2016-14(SP). 139 Anderson Street. Danny Kettelkamp. The
applicant is requesting approval to replace the cedar deck on the rear elevation.

(C) Case No. C/A 2016-50(EC). 825 Clark Street. Randal Green. The applicant is
requesting approval to rebuild the front wall and the north ends of the side walls,
replace the windows and remove the portico. [Extended Historic Preservation

(D) Case No. C/A 2016-51(EC). 912 South Main Street. Troy Gongwer. The
applicant is requesting after-the-fact approval to install lighting for the outdoor
patio dining area on the south side of the building. [South Main Preservation
