LANDMARKS BOARD AGENDA FOR REGULAR MEETING MAY 14th, 2018 LANDMARKS BOARD: Steve Martin, Chairperson Tom Kuypers, Vice Chair Denise Mitchell, Secretary Michelle Beucke Cheryl Primm Gene Wood Sherilyn Blair Chris Black Tom Besselman, Council Liaison Mesdames and Gentlemen: On Monday, May 14th, 2018, at 6:00 p.m., the City of St. Charles Landmarks Board will hold its regular monthly meeting in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, St. Charles, Missouri. The agenda for this meeting is as follows: Attention Applicants: It is necessary that you or a knowledgeable representative of your interests be present at the meeting to answer any questions the Board may have concerning your application. Failure to provide answers to the Board’s questions may result in your application being tabled or denied. 1. Call to order and call the roll. 2. Consent Agenda (A) Case No. C/A 2018-14(SP). 305 Chauncey Street. Larry & Charlotte Fry. The applicant is requesting approval to install a new 8’ x 10’ shed in the rear yard behind the house. [Extended Historic Preservation District, Ward 2] (B) Case No. C/A 2018-19(EC). 1503 North Second St. Brenda Earney. The applicant is requesting approval to install a six (6) foot tall wood privacy fence in backyard. [Frenchtown Preservation District, Ward 1] (C) Case No. C/A 2018-27(EC). 609 South Fourth Street. Dillon Shupp & Kelsey Moncrief. The applicant is requesting approval to construct a six (6) foot tall, vinyl fence on the back yard. The applicant is requesting approval to construct a six (6) foot tall wood fence in the back yard. The applicant is requesting approval for the installation of a six (6) foot wood privacy fence in side and backyard. Ronald Odenthal & Lisa Ritz. The applicants are requesting approval to remove and rebuild rear addition to match existing and to add a screen porch off of rebuilt addition. The applicant is requesting approval for one wall sign for Whimzy Collections. [Historic Downtown Distrcit, Ward 1] (B) Permit No. 18-1765. 226 North Main Street. Jeremy Greenlee. The applicant is requesting approval of two signs, one hanging on the front and one wall mounted sign on the rear for Paramount Residential Mortgage. [Historic Downtown District, Ward 1] (C) Permit No. 18-1821. 420 South Main Street. Gail Clark. The applicant is requesting approval to reface one hanging sign for Clarks Hotdogs and Shaved Ice. [South Main Preservation District, Ward 2] (D) Permit No.18-1973. 809 South Main Street. Jon Pannulo. The applicant is requesting approval for a hanging sign for Health on Main. [Extended Historic Preservation District, Ward 2] (E) Permit No. 18-1877. 142 North Main Street. Ron Cain. The applicant is requesting approval for a hanging sign for The Lost Whiskey. [Historic Downtown District, Ward 1] (F) Permit No. 18-1912. 424 South Main Street. Melissa Seals. The applicant is requesting approval for a hanging sign for Jessie’s Girl. [South Main Preservation District, Ward 2] 3 May 14th, 2018, Landmarks Board Agenda 5. Structure Review Section 400.1180 Purpose The purpose of this subchapter is to protect, enhance, and perpetrate buildings, structures, districts, and sites of historical, cultural, architectural, engineering or geographic significance. Further, protection of cultural assets from demolition by neglect is an objective of this subchapter. Please note: Obtaining a Certificate of Appropriateness from the Landmarks Board does not authorize the applicant to build a structure. Building permits are required prior to construction. (A) Case No. C/A 2018-16(EC). 528 Jefferson Street. Greg Bucheit. The applicant is requesting approval to replace plywood siding with Hardie Board siding on the north and east sides of the building. [Extended Historic Preservation District, Ward 1] This item was heard and approved at the April 16th, 2018 meeting. The owner was not present and has requested the item to be heard again and re-evaluate a staff condition. (B) Case No. C/A 2018-1(EC). 132 North Main Street. Tony Bethmann. The applicant is requesting approval to replace the gallery’s wooden decking with concrete. The applicant is also seeking after the fact approval for string lighting on the same gallery. [Historic Downtown District, Ward 1]. The issue of string lighting was tabled at the April 16, 2018 meeting. (C) Case No. C/A 2018-11(SP). 207 S. Main Street. Kevin Kerwin. The applicant is requesting approval to install a multi-story deck on the rear of the building. Also, to construct a carport and covered walkway that would connect to the main building. [South Main Preservation District, Ward 1] (D) Case No. C/A 2018.12 (SP). 809 North Third Street. Gregory & Peggie Clark. The applicant is proposing to construct a wood fence at the rear and side of the house, construct a new utility shed and to replace sixteen (16) wood windows with vinyl. [Frenchtown Preservation District, Ward 1] (E) Case No. C/A 2018.13(SP). 228 Morgan Street. Alex Reichert. The applicant is requesting to install a four (4) foot tall wood fence trash enclosure and storage shed in rear yard of a corner lot. [Frenchtown Preservation District, Ward 1] (F) Case No. C/A 2018-26(EC). 139 Houston St. Judy Steele. The applicant is requesting approval to install vinyl board and batten siding and two new garage doors. [Extended Historic Preservation District, Ward 2] (G) Case No. C/A 2018-31(EC). 407 North Seventh St. Joshua Arnold.
