The application calls for removing and reconstructing the front entry porch. The new columns will be fiberglass wraps that match the current wood Doric motif. The building itself has been modified over the years and retains little of its historic integrity. The house is not listed in a National Register District and would most likely not be eligible if one were ever proposed for the area. Additional photographs and elevations appear at the end of this report. APPLICABLE DESIGN GUIDELINES SECTION 400.340: “EHP” EXTENDED HISTORIC PRESERVATION DISTRICT D. Architectural review for properties constructed After 1945. Every application for a building permit for construction of, additions to, and exterior alterations of, any building in the district shall be submitted to the HLPARB for review and approval. In reviewing applications for a Certificate of Appropriateness, guidelines established in Section 400.1270 shall be used. REVIEW DESIGN GUIDELINES FOR THE EXTENDED HISTORIC DISTRICT Section 5.1 ARCHITECTURAL DESIGN GUIDELINES 1. Relationship of Buildings to Site b. Site planning in which setbacks and yards are in excess of zoning restrictions is encouraged to provide an interesting relationship between buildings. C/A 2020-054(EC) 2 700 McDonough Street d. Without restricting the permissible limits of the application zoning district, the height and scale of each building shall be compatible with its site and existing (or anticipated) adjoining buildings. 2. Evaluation of the appearance of a project shall be based on the quality of its design and relationship to surroundings. b. (2) Materials shall be selected for suitability to the type of buildings and the design in which they are used. Buildings shall have the same materials, or those that are architecturally harmonious, used for all building walls and other exterior building components wholly or partly visible from public ways. (3) Materials shall be of durable quality. d. Building components, such as windows, doors, eaves, and parapets, shall have good proportions and relationships to one another. e. Colors shall be harmonious and shall use only compatible accents. 4. Landscape and Site Treatment a. Where natural or existing topographic patterns or vegetation contribute to beauty and utility of a development, they shall be preserved and developed. Modification to topography will be permitted where it contributes to good appearance. b. Grades of walks, parking spaces, terraces, and other paved areas shall provide an inviting and stable appearance for walking and, if seating is provided, for sitting. c. Landscape treatment shall be provided to enhance architectural features, strengthen vistas and important axes, and provide shade. d. Unity of design shall be achieved by repetition of certain plant varieties and other materials and by correlation with adjacent developments. e. Plants that are indigenous to the area and others that will be hardy, harmonious to the design, and of good appearance shall be used. 7. Maintenance-Planning and Design Factors a. Continued good appearance depends upon the extent and quality of maintenance. The choice of materials and their use, together with the types of finishes and other protective measures, must be conducive to easy maintenance and upkeep. b. Materials and finishes shall be selected for their durability and wear as well as for their beauty. Proper measures and devices shall be incorporated for protection against the elements, neglect, damage and abuse. 8. Factors for Evaluation a. Conformance to ordinances and the Appearance Code; b. STAFF RECOMMENDATION The 700 block of McDonough has a mixture of contemporary and historic buildings. Ranging from the early 1930s up into the 1980s, the block lacks sufficient historic fabric to be considered for listing on the National Register. The front porch rebuild will not impact the historic character of the street or the building itself. The proposal calls for round columns to be replaced with fiberglass versions. The project is receiving Federal HUD money to help offset the cost of this repair as well as other interior work. Staff recommends approval of the project as submitted. According to the applicant, the 1½-story, side-gabled, frame vernacular house was built in 1901. The house is a contributing resource to the Frenchtown National and Local Historic District. The applicant is requesting approval to construct a 6’ wood privacy fence in the side and rear yard along Bayard Street. Accompanying the application are fence specifications, a site plan of the property, and photographs appear at the end of this report. APPLICABLE DESIGN GUIDELINES SECTION 400.360: “FPD” FRENCHTOWN PRESERVATION DISTRICT C. Architectural Review for Contributing Properties. 2. Every application for a building permit for construction of, additions to and exterior alterations of any contributing building or structure and for every new structure shall be submitted to the HLPARB for issuance of a certificate of appropriateness. The painting of buildings does not require a Certificate of Appropriateness when colors listed on the approved color chart are utilized. SECTION 400.550: FENCES. 1. General provisions. e. A permit is required for the construction or replacement of fences. f. Fences constructed in the Extended Historic Preservation District or any other superimposed historic district shall require approval by the Landmarks Board. C/A No. 2020-056(EC) Page 2 1200 N. Such fences or walls located on a double frontage lot as defined in Section 400.050, (Excluding Corner Lots) may project into the front yard space at the rear of the building, provided no portion of the frontage along the same street where the fence is proposed to be located is utilized as the principal entrance for the main building of any lot in the block. c. Such fences or walls located on a corner lot and within a required front yard on the side of a property used as a principal entrance to the building on the lot are prohibited. d. Construction and Maintenance. a. All fences must be constructed in a workmanship-like manner so that the horizontal and vertical support posts are inside of the fence area or hidden from both the neighbor’s and general public’s view. Fences must be straight and run parallel to the lot line. b. No more than two (2) different types of fencing material (wood and chain link or two (2) types of wood) are permitted. SECTION 400.450 CORNER VISIBILTY [R.O. 2009 §156.101; CC 1981 §30-55; Ord. No. 77-31, 7-5-1977; Ord. No. 98-209, 5- 15-1998; Ord. No. 16-287 §1, 12-20-2016] Within the visible area of a corner lot that is included between the lines of the intersecting streets and a straight line connecting them at points thirty (30) feet distant from the intersection of the street right-of-way lines, nothing extending to a height in excess of eighteen (18) inches above the established street grade shall be erected, planted or maintained. STAFF RECOMMENDATION The proposed 6’ wood privacy fence meets the criteria of the zoning ordinance. The wood fence will not detract from the streetscape or historic district. It is located in the Extended Historic Preservation District. The cottage was built circa 1881, and the garage itself appears to be over fifty years old. The house and garage are both listed as contributing resources to the Midtown Neighborhood national historic District. The applicant is proposing to re-side the garage, replace its roof, man-door, garage-door, windows and to add a small deck and stair that would access the upper half-story storage loft. STAFF RECOMMENDATION Even though the garage is considered a contributing resource to the Midtown Neighborhood National historic District, its architectural integrity has been somewhat compromised over the years. Openings have been moved and blocked down. The siding has been replaced with vinyl, and the proposed T-111 wont impact the architectural integrity of the building. In fact, the vertical T-111 will mimic the original board and batten that was revealed when the vinyl was removed. The new vinyl windows will replicate the original pattern, and the windows will be sized to fit the opening correctly. The current windows are not the original windows. The new vinyl windows will have external muntins. The upsatiars window that faces the yard will be replaced with a small roll-up door to allow access into the storage loft. The removed siding shows that the current window openings have been blocked down at some point. The new steel man door will be a four panel door will be moved to the opposite side of the wall. The new garage door will fill the original opening and will have a similar raised panel design to what is currently in place. None of the proposed work is visible from Adams Street and will have not have an adverse impact on the streetscape or the historic district. Staff recommends approval of the project as submitted. The building is not located in the Commons Neighborhood National Register District. The applicant is requesting after-the-fact approval two reface two existing pole signs for the business, St. Louis Autowerkz. The total is less than nineteen square feet which is well below the allotted 40 square feet. Photographs of the building and signage accompany the application. APPLICABLE DESIGN GUIDELINES SECTION 400.1720: LEGAL, NON-RESIDENTIAL USES 1. The total aggregate area of one (1) face of all signs on the premises pertaining to any one (1) business shall not exceed forty (40) square feet. However, if the portion of the building adjacent to its lot’s street property line measures more than forty (40) feet, then the total aggregate area of one (1) face of all such signs on the premises may be increased in area at the rate of one (1) square foot of sign area for each foot of building Permit No. 20-5472 Page 2 500 North Kingshighway Street frontage in excess of forty (40) lineal feet; but the total aggregate area of one (1) face of all such signs on the premises shall not exceed eighty (80) square feet for each business. For corner buildings, only the main entrance frontage shall be so measured. STAFF RECOMMENDATION There are no specific regulations for signage within the Commons Preservation District Design Guidelines. The same can be said for the zoning code which does not specifically reference the Commons as it does other superimposed Local Historic Districts. That being said, standard sign regulations within the zoning code for commercial buildings was used as the basis for review and compliance. The proposed re-facing complies with all aspects of the zoning regulations pertaining to existing pole signage. The design, size and materials for the proposed sign are acceptable. Although busy, the signs do not substantially detract from the streetscape or the district. Staff recommends approval as submitted. The former service station was constructed in 1937 and is considered a contributing resource to the Midtown Neighborhood National Register Historic District. The applicant is proposing to install a new 48” x 96” (32 square feet) sign on the front façade in the same location of a sign that was approved by the Landmarks Board in 2006. The black and white metal sign will be affixed to a wood structure and then mounted into the mortar joints in the existing holes from the previous signage. Photographs of the building and signage accompany the application. APPLICABLE DESIGN GUIDELINES SECTION 400.1830: SIGN REGULATIONS FOR "SMPD", "HDD", "FHD", "LMPD" AND "EHP" SUPERIMPOSED DISTRICTS D. "EHP" Extended Historic Preservation District. 1. General regulations. a. The applicant is proposing to add an additional 6’wood privacy fence along the Kingshighway side of the carport in an effort to screen their vehicles from the street. The carport itself is constructed out of wood and has a simple design with board and batten gabled ends. Staff would prefer the carport be relocated to the opposite side of the current garage structure on the property in an effort to minimize the visual impact the adjacent streets. Built in 1952, the one-story, frame Minimal Traditional style house is situated on a corner lot. The applicant is seeking after-the-fact approval to install a 4’ wood fence along the sides and rear of the property. The installed fence is not compliant with the Zoning code in that any wooden or vinyl fence within 10’ of the corner property line must have picket spacing equal or greater than the size of the picket itself. The installed fence was built at the property line along Perry Street and has a 1” space to a 4” picket. The applicant appeared before the Board of Adjustment on October 5th and received a variance to the code. A site plan accompanies the application, and photographs of the property with the new fence appears at the end of this report. APPLICABLE DESIGN GUIDELINES SECTION 400.340: “EHP” EXTENDED HISTORIC PRESERVATION DISTRICT. (C) Architectural Review for Properties Constructed During or Prior to 1945. No person shall alter the exterior appearance of any building without first obtaining a Certificate of Appropriateness from the Historic Landmarks Preservation and Architectural Review Board (HLPARB). In reviewing applications for a Certificate of Appropriateness, guidelines established in Section 400.1270 shall be used. C/A No. 2019-055(EC) Page 2 702 South Sixth Street SECTION 400.550: FENCES. 1. General provisions. e. A permit is required for the construction or replacement of fences. f. Fences constructed in the Extended Historic Preservation District or any other superimposed historic district shall require approval by the Landmarks Board. 2. Residential districts. 1. A fence or wall not more than four (4) feet in height, with distances between its pickets being equal or greater than the width of its pickets may project into any required front yard. a. A fence or wall, not more than four (4) feet in height, may project into any required front yard. On a double frontage lot as defined in Section 400.050, fences or walls of no more than a height of seven (7) feet may project into the yard space at the rear of the building, provided no portion of the frontage along the same street where the fence is proposed to be located is utilized as the principal entrance for the main building of any lot in the block. Fences or walls may project into other required yards, provided such fences and walls do not exceed a height of seven (7) feet. c. Such fences or walls located on a corner lot and within a required front yard on the side of a property used as a principal entrance to the building on the lot is prohibited. d. Such fences or walls located on a corner lot and within a required front yard on the side of a property not used as a principal entrance to the building on the lot shall not exceed seven (7) feet in height, shall be set back from the property line at least ten (10) feet. 4. Construction and Maintenance. a. All fences must be constructed in a workmanship-like manner so that the horizontal and vertical support posts are inside of the fence area or hidden from both the neighbor’s and general public’s view. Fences must be straight and run parallel to the lot line. REVIEW DESIGN GUIDELINES FOR THE EXTENDED HISTORIC DISTRICT Section 5.1 ARCHITECTURAL DESIGN GUIDELINES 3. Building Design b. Building shall have good scale and be in harmonious conformance with permanent neighborhood development. c. Materials (1) Materials shall have good architectural character and shall be selected for harmony of the building with adjoining buildings. (2) Materials shall be selected for suitability to the type of buildings and the design in which they are used. Buildings shall have the same materials, or those that are architecturally harmonious, used for all building walls and other exterior building components wholly or partly visible from public ways. (3) Materials shall be of durable quality. (4) In any design in which the structure frame is exposed to view, the structural materials shall be compatible within themselves and harmonious with their surroundings. d. Building components, such as windows, doors, eaves, and parapets shall have good proportions and relationships to one another. 7. Maintenance-Planning and Design Factors C/A No. 2019-055(EC) Page 3 702 South Sixth Street a. Continued good appearance depends upon the extent and quality of maintenance. The choice of materials and their use, together with the types of finishes and other protective measures, must be conducive to easy maintenance and upkeep. b. Materials and finishes shall be selected for their durability and wear as well as for their beauty. Proper measures and devices shall be incorporated for protection against the elements, neglect, damage and abuse. 8. Factors for Evaluation a. Conformance to ordinances and the Appearance Code. b. Logic of design. c. Exterior space utilization. d. Architectural character e. Attractiveness f. Material selection g. Harmony and compatibility i. Maintenance aspects. STAFF RECOMMENDATION The installed fencing has received a variance from the Board of Adjustment for its non- compliant spacing/side yard setback deviation from the Zoning Code. While its position at the top of the stone wall that runs along Perry Street does cause an unusual appearance in height, overall the fence does not detract from the historic district or the streetscape due to its position at the back of the lot. Staff recommends approval as submitted. Recommended Motion: Motion to approve the installation of new fencing at 702 South Sixth Street, as submitted.
