C/A 2021-064 (EC) BY BOB BETTIS APPLICANT: Matthew Stoddard 925 Homefield Blvd. O’Fallon, Missouri 63366 OWNER: Same ADDRESS/LOCATION: 217 North Sixth Street ZONING: R-1E—Single-Family Residential District EHP – Extended Historic Preservation District USE: Single-Family Residential MEETING DATE: August 16, 2021 BACKGROUND Built in 1875, the subject property is the one-and-one-half story, frame Folk Victorian house at 217 North Sixth Street. The house is a contributing resource to the Midtown Neighborhood National Historic District. The house is oriented in a T-shaped layout with a front gable and two wings. Both wings contain a pedimented dormer on the second floor. The rear of the house currently has a "salt-box" shaped roof sloping away from the back of the front cross gable. The applicant is proposing to replace the existing windows with vinyl. Currently the house has a mix of original two-over-two wood and one-over-one replacement aluminum. The new windows will match the operation, size and configuration of the originals. The existing exterior window trim will be repainted. The house is clad in non-historic aluminum. The original siding is still underneath and heavily compromised. The application calls for installing new vinyl siding that matches the reveal of the original siding. The house will be clad in white siding with grey siding on the gabled ends. The gabled ends currently have pink asbestos siding. The historic shed and garage are currently clad in 1940s Bricktex siding. The application will clad both the garage and shed in the same white siding as proposed for the main house. The non-historic overhead garage door will be replaced with a standard raised panel model. Photographs of the property appear at the end of this report. C/A No. 2021-064 (EC) Page 2 217 North Sixth Street APPLICABLE DESIGN GUIDELINES SECTION 400.340: “EHP” EXTENDED HISTORIC PRESERVATION DISTRICT C. Architectural Review for Properties Constructed During or Prior to 1945. No person shall alter the exterior appearance of any building without first obtaining a Certificate of Appropriateness from the Historic Landmarks Preservation and Architectural Review Board (HLPARB). In reviewing applications for a Certificate of Appropriateness, guidelines established in Section 400.1270 shall be used. REVIEW DESIGN GUIDELINES FOR THE EXTENDED HISTORIC DISTRICT Section 5.1 ARCHITECTURAL DESIGN GUIDELINES 1. Relationship of Buildings to Site d. Without restricting the permissible limits of the application zoning district, the height and scale of each building be compatible with its site and existing (or anticipated) adjoining buildings. 2. Relations of Buildings and Site to Adjoining Area c. Harmony in texture, lines, and masses is required. Monotony shall be avoided. 3. Building Design a. Architectural style is not restricted but historically significant architectural style shall be conserved. Evaluation of the appearance of a project shall be based on the quality of its design and relationship to surroundings. c. Materials (1) Materials shall have good architectural character and shall be selected for harmony of the building with adjoining buildings. (2) Materials shall be selected for suitability to the type of buildings and the design in which they are used. Buildings shall have the same materials, or those that are architecturally harmonious, used for all building walls and other exterior building components wholly or partly visible from public ways. (3) Materials shall be of durable quality. d. Building components, such as windows, doors, eaves, and parapets shall have good proportions and relationships to one another. 7. Maintenance-Planning and Design Factors a. Continued good appearance depends upon the extent and quality of maintenance. The choice of materials and their use, together with the types of finishes and other protective measures, must be conducive to easy maintenance and upkeep. b. Materials and finishes shall be selected for their durability and wear as well as for their beauty. Proper measures and devices shall be incorporated for protection against the elements, neglect, damage and abuse. 8. Factors for Evaluation a. Conformance to ordinances and the Appearance Code. b. C/A No. 2021-064 (EC) Page 3 217 North Sixth Street STAFF RECOMMENDATION The proposed windows will replicate the existing historic two-over-two configuration and will fit the entire frame openings. The muntins will be externally applied to offer depth to the windows and an appropriate historic appearance. The existing siding is a 10” asbestos and most likely installed in the 1920s. The proposed 4” white vinyl siding is closer in dimensions and reveal to the original cladding then the current asbestos. New wood fixed shutters will be installed on the front façade and will be produced to fit the frame opening correctly. The new windows and siding will not affect the status of the building on the National Register of Historic Places. The asbestos siding is not original, and the National Park Service now considers vinyl siding a replacement feature that does not adversely affect the contributing status of buildings within historic districts. Therefore, Staff recommends approval as submitted. Recommended Motion: Motion to approve exterior work to the house, shed and garage at 217 North Sixth Street, as submitted. The house was constructed in 1946. The applicant is requesting approval to construct a frame, two-car garage clad in grey four (4) inch siding in the rear yard. The garage will be accessed via an existing curb cut off Oak Avenue. A site plan and rendering of the proposed garage and site photographs accompanies the application and appear at the end of this report. APPLICABLE DESIGN GUIDELINES SECTION 400.340:“EHP” EXTENDED HISTORIC PRESERVATION DISTRICT. A. Purposes. The purposes of the “EHP” Extended Historic Preservation District are to preserve historic buildings which contribute or will contribute to the heritage of the city or the state, and to preserve existing neighborhood architecture by protecting the buildings and their surroundings from obviously incongruous development or uses of land. C. Architectural Review for Properties Constructed After 1945. Every application for a building permit for construction of, additions to, and exterior alteration of, any building in the district shall be submitted to the Historic Landmarks Preservation and Architectural Review Board (HLPARB) for review and approval. In reviewing applications for a Certificate of Appropriateness, guidelines established in Section C/A No. 2021-15(SP) Page 2 924 Water Street 400.1270 shall be used. STAFF RECOMMENDATION The proposed garage will be clad in a four (4) inch grey siding and is in keeping with the the design guidelines for the Extended Historic Preservation District. The garage conforms to the City’s zoning ordinance for setbacks, size and placement on the lot. The garage will be visible from Water Street, Powell Street and Oak Avenue. The structure is trimmed out in a finished manner and the overall designs does not detract from the historic district or streetscape. Therefore, Staff recommends approval as submitted. Recommended Motion: Motion to approve the construction of a frame garage in the rear yard of 924 Water Street, as submitted. According to the County’s tax parcels database, the house was built in 1937. The Minimal Traditional style house has subtle Colonial Revival detailing. The building has a large modern addition to the rear of the house that nearly doubled the footprint of the original structure, which has severely compromised the building’s historic integrity. On the rear façade of that addition, the owners are proposing to infill a recessed porch with French doors and vinyl siding that matches the rest of the addition. Photos, door information and an elevation appear at the end of this report. APPLICABLE DESIGN GUIDELINES SECTION 400.340: “EPD” EXTENDED HISTORIC PRESERVATION DISTRICT A. Purposes. The purposes of the “EHP” Extended Historic Preservation District are to preserve historic buildings which contribute or will contribute to the heritage of the City or the State and to preserve existing neighborhood architecture by protecting the buildings and their surroundings from obviously incongruous development or uses or land. C. Architectural Review for Properties Constructed During or Prior to 1945. No person shall alter the exterior appearance of any building without first obtaining a Certificate of Appropriateness from the Historic Landmarks Preservation and Architectural Review Case No. 2021-062(EC) Page 2 629 South Fourth Street Board (HLPARB). In reviewing applications for a Certificate of Appropriateness, guidelines established in Section 400.1270 shall be used. APPLICABLE DESIGN GUIDELINES SECTION 400.1830: SIGN REGULATIONS FOR “SMPD”, “HDD”, “FHD”, “LMPD” AND “EHP” SUPERIMPOSED DISTRICTS A. “SMPD” South Main Preservation District. The purpose of this Section is to allow adequate signage for pedestrian-oriented historic commercial areas, yet at the same time exclude signage which would be detrimental to property values and the character of the district. A sign shall appear to be in scale with the façade. b. Locate a sign on a building such that it will emphasize design elements of the façade itself. In no case should a sign obscure architectural details or features. 8.3 A sign shall be in character with the material, color and detail of the building. a. Simple letter styles and graphic designs are more appropriate on many of the restrained, vernacular structures found on South Main Street. Permitted Sign Types 8.5 Projecting signs may be considered. a. A projecting sign should be located near the business entrance at eye level, just above the door or to the side of it. b. In general, only one projecting sign per building façade is allowed. However, where the Board determines that the result would be compatible with the District, one projecting sign shall be allowed for each distinct façade module of a building. Sign Materials 8.11 Sign materials shall be compatible with that of the building façade. a. Painted wood and metal are appropriate materials for signs. Their use is encouraged. Unfinished materials, including unpainted wood, are discouraged because they are out of character with the historic context. Sign Content 8.13 Use colors for the sign that are compatible with those of the building front. 8.14 Simple sign designs are preferred. a. Typefaces that are in keeping with those seen in the area historically are encouraged. Avoid sign types that appear too contemporary. b. Also limit the number of colors used on a sign. One (1) additional sign is permitted on the rear of each building with a maximum size of 50% of that allowed on the front, provided that the area of the rear elevation signage shall count towards the total sign area for the building. d. Each occupant within the district is allowed permanent window signs with a maximum size of thirty-three percent (33%) of the panes of glass of space which the tenant occupies. Allowable window signage will include signs or graphics which are painted, attached to, in proximity or within three (3) feet of window area or part of a signage which is part of a window area. The area of window signage shall be measured as the area of the smallest possible rectangle encompassing all sign elements, including letters and graphics. Window signs shall be included in the calculation of the total amount of building signage permitted. 7. Sign design. Signs shall utilize colors from the approved paint color chart adopted by the HLPARB or shall use colors with proven historical relevance that may be approved by the HLPARB. 9. Letter size and styles should be compatible with the building. 10. Hanging devices. Projecting signs should be attached by use of period appropriate devices. Modern-looking chains, hooks and other visible devices should be avoided. A sign shall be installed in a workmanlike manner and hide from view such fixtures as guy wires, braces, angle irons, cables, nuts and bolts, brackets, mounting plates, conductors, transformers, conduits, raceways and similar fixtures. (C) Case No. C/A 2021-014(SP). 1022 South Main St. Daniel Borgmeyer. The applicant is requesting after-the-fact approval to construct a 10’ X 10’ pergola in rear yard. [South Preservation District, Ward 2] The applicant’s sister, Jodie Parker, was present to answer any questions. Larry Muench made a motion to approve the installation of a new pergola as submitted. Chris Black seconded the motion. The motion passed with all in favor. 7. Staff Reports (A) 2022 FORUM National Conference Bob Bettis asked if the members of the Board were interested in pursuing scholarships and funding for the 2022 FORUM Conference in Cincinnati, OH he would do so once the State Historic Preservation Office announces availability. 8.
