its regular monthly meeting in the Council Chambers on the fourth floor of City Hall, 200

5. Structure Review
Section 400.1180 Purpose
The purpose of this subchapter is to protect, enhance, and perpetrate buildings,
structures, districts, and sites of historical, cultural, architectural, engineering or

geographic significance. Further, protection of cultural assets from demolition by
neglect is an objective of this subchapter.
Please note: Obtaining a Certificate of Appropriateness from the Landmarks Board
does not authorize the applicant to build a structure. Building permits are required
prior to construction.

BACKGROUND
This property was recently acquired by Immanuel Evangelical Lutheran Congregation of St.
Charles, MO with the intention to remodel the interior for additional classroom space for the
church’s school. Associated with this submittal, the applicant is proposing to revise some
exterior elements including replacing the exterior trash enclosure along 7th Street with an
ADA ramp, new doors associated with the ramp entrance as well as replacing two (2) stair
cases on the rear of the structure with code compliant steps with a landing. This structure
was constructed in 1969 (per St. Charles County Assessor) as a multi-tenant office/retail
center; however, since a building permit is required for the improvements, Landmark’s
review is required.
APPLICABLE DESIGN GUIDELINES
SECTION 400.340: “EHP” EXTENDED HISTORIC PRESERVATION DISTRICT
(D) Architectural Review For Properties Constructed After 1945. Every application for a
building permit for construction of, additions to, and exterior alterations of, any building in
the district shall be submitted to the HLPARB for review and approval. In reviewing
applications for a Certificate of Appropriateness, guidelines established in
Section 400.1270 shall be used.

Section 5.1 ARCHITECTURAL DESIGN GUIDELINES
3. Building Design
a. Architectural style is not restricted but historically significant architectural style shall
be conserved. Evaluation of the appearance of a project shall be based on the quality
of its design and relationship to surroundings.
c. Materials
1. Materials shall have good architectural character and shall be selected for
harmony of the building with adjoining buildings.
2. Materials shall be selected for suitability to the type of buildings and the design
in which they are used. Buildings shall have the same materials, or those that are
architecturally harmonious, used for all building walls and other exterior building
components wholly or partly visible from public ways.
3. Materials shall be of durable quality.
4. In any design in which the structure frame is exposed to view, the structural
materials shall be compatible within themselves and harmonious with their
surroundings.
d. Building components, such as windows, doors, eaves, and parapets, shall have good
proportions and relationships to one another.
e. Colors shall be harmonious and shall use only compatible accents.
7. Maintenance-Planning and Design Factors
a. Continued good appearance depends upon the extent and quality of maintenance.
The choice of materials and their use, together with the types of finishes and other
protective measures, must be conducive to easy maintenance and upkeep.
b. Materials and finishes shall be selected for their durability and wear as well as for
their beauty. Proper measures and devices shall be incorporated for protection against
the elements, neglect, damage and abuse.

STAFF RECOMMENDATION
The improvements are generally minor in nature and are in general compliance with the
Extended Historic Preservation Districts standards/guidelines.

Department prior to the scheduled meeting (digital submittal preferred via
Landmarks@stcharlescitymo.gov). Directions for digital submittal are attached. The following
shall be submitted when filing for a Certificate of Appropriateness from the Historic Landmarks
Preservation and Architectural Review Board:
1. A complete application.
2. A complete site plan of the property and all structures located on the property,
(necessary for all new construction, additions, and site work) including but not
limited to:
a. The actual shape and dimension of the lot.
b. Any existing or proposed building, accessory building, and their locations
upon the lot.
c. Photos of existing structures.
d. Colored elevations of proposed structures or modifications.
3. Samples of all proposed materials (i.e brick, siding, roofing materials, fencing
material, windows, doors, etc.)
4. Proposed colors of any sign or structure (must be from approved color chart if
applicable)

BACKGROUND
The subject property is the one-story, brick commercial building located at 2239 North Third
Street in the Extended Historic Preservation District. According to the County’s tax parcels
database, the structure was built in 1935. It is situated on a corner lot, and the applicant is
requesting approval to install a 12’x4’ wall sign on the front (east) elevation (totaling 48 s.f.
of signage), using the existing sign frame. The sign will have a white background with black
lettering and graphics. Accompanying the application are illustrations of the proposed signs.
APPLICABLE DESIGN GUIDELINES
SECTION 400.1830: SIGN REGULATIONS FOR "SMPD", "HDD", "FHD",
"LMPD" AND "EHP" SUPERIMPOSED DISTRICTS
D. "EHP" Extended Historic Preservation District.
1. General regulations.
a. No sign or graphic may be displayed on a building constructed before 1960
without first obtaining a Certificate of Appropriateness from the HLPARB.
c. Signs shall be compatible with the architecture of the building on which the sign
will be located.
d. In reviewing applications for a Certificate of Appropriateness, criteria provided
in Divisions 1-8 of this Article shall be used.

SECTION 400.1720: LEGAL, NON-RESIDENTIAL USES
1. The total aggregate area of one (1) face of all signs on the premises pertaining to any
one (1) business shall not exceed forty (40) square feet. However, if the portion of the
building adjacent to its lot’s street property line measures more than forty (40) feet, then
the total aggregate area of one (1) face of all such signs on the premises may be increased
in area at the rate of one (1) square foot of sign area for each foot of building frontage
in excess of forty (40) lineal feet; but the total aggregate area of one (1) face of all such
signs on the premises shall not exceed eighty (80) square feet for each business. The
total aggregate area of all signs on the premises pertaining to any one business with a
frontage exceeding one hundred fifty (150) lineal feet may be increased to one hundred
fifty (150) square feet. For corner buildings, only the main entrance frontage shall be
so measured.
REVIEW DESIGN GUIDELINES FOR THE EXTENDED HISTORIC
PRESERVATION DISTRICT
5. SIGNS—NEW OR MODIFIED REQUIRING A PERMIT
a. Every sign shall have good scale and proportion in its design and in its visual
relationship to buildings and surroundings.
b. Every sign shall be designed as an integral architectural element of the building and
site to which it principally relates.
c. The colors, materials, and lighting of every sign shall be restrained and harmonious
with the building and site to which it principally relates.
d. The number of graphic elements on a sign shall be held to the minimum needed to
convey the sign’s major message and shall be composed in proportion to the area of
the sign face.
e. Each sign shall be compatible with signs on adjacent buildings or adjoining premises.
STAFF RECOMMENDATION
The existing signs are non-conforming because they project above the parapet; however, the
City’s zoning ordinance allows them to be retained and re-faced. The applicant has
requested approval to reface the 12’x4’ sign on the façade and remove all other obsolete
signage. The total sign size is permitted by the Zoning Ordinance. Staff recommends
approval subject to the following conditions:
1. The existing sign frame is refaced for a total of 48 square feet of signage.
2. The sign frame and hardware are cleaned and/or painted to prevent
weatherization and rust.
Recommended Motion:
Motion to approve the installation of one wall sign for Old School Customs, LLC at
2239 North Third Street, subject to the conditions recommended by staff.

BACKGROUND
The subject property is located at 804 North Second Street in the Frenchtown Preservation
District. The building was constructed in 1920 and is an excellent example of the stamped
metal facades typical of those produced by the Mesker Brothers from the 1880s through the
1920s. The applicant is requesting approval for one hanging sign and window signage for
their business, Frenchtown Chiropractic. The hanging sign will be double-sided, measure
36” x 22” (5.5 sq. ft. on each side), attached to the front façade by a new metal bracket with
dual connected chains and made of aluminum with a vinyl decal. The window graphic
measures 40” x 20” (approximately 5.56 sq. ft.) and will be a vinyl decal adhered directly to
the glass. The overall square footage of signage is in compliance with the Zoning Code,
totaling approximately 16.56 square feet. Accompanying the application and provided on
Page 4-5 of this report are illustrations of the proposed signage.
APPLICABLE GUIDELINES

C. “FHD” Frenchtown Historic District.

b. No sign or graphic shall be permitted in the district unless the sign relates to or
advertises a business within the district.
c. Signs shall be compatible with the architecture of the building and the Frenchtown
Historic District.
2. Wall, projecting, window, and awning signs.
d. Each occupant within the district is allowed permanent window signage with a
maximum size of 50% of the panes of glass of space which the tenant occupies. Allowable
window signage will include signs or graphics which are painted, attached to, in proximity
or within three feet of the window area or part of a signage which is part of a window area.
The area of window signage shall be measured as the area of the smallest possible rectangle
encompassing all sign elements, including letters and graphics. Window signs shall be
included in the calculation of the total amount of building signage permitted.
7. Sign design. Signs shall utilize colors from the approved paint color chart adopted
by the HLPARB or shall use colors with proven historical relevance that may be approved
by the HLPARB.
8. Sign materials. Painted wood and metal are appropriate sign materials. Plastic should
only be used in limited amounts or when disguised to look otherwise.
9. Letter size and letter styles. Size and style should be compatible with the building.

Sign Context
7.1 Consider the building front as part of an overall sign program.
a. Coordinate the overall façade composition, including ornamental details and
signs.
b. Signs also should be in proportion to the building such that they do not dominate
the appearance.
7.2 A sign must be subordinate to the overall building composition.
a. A sign shall appear to be in scale with the façade.
b. Locate a sign on a building such that it will emphasize design elements of the
façade itself. In no case should a sign obscure architecture details or features.
c. Mount signs to fit within existing architectural features. Use signs to help
reinforce the horizontal lines of moldings and transoms seen along the street.
7.3 A sign shall be in character with the material, color and detail of the building.
a. Simple letter styles and graphic designs are more appropriate on many of the
restrained, vernacular structures found on North Second Street.
7.6 Projecting signs may be considered.
a. A projecting sign should be located near the business entrance at eye level, just
above the door or to the side of it.
b. In general, only one projecting sign per building façade is allowed. However,
where the Board determines that the result would be compatible with the district,
one projecting sign shall be allowed for each distinct façade module of a building.
c. Note that other approvals may be required to allow a sign to overhang the public
right-of-way.

Staff finds the size, design, materials, placement and colors of all signs to be acceptable.
The scroll bracket design of the hanging sign fits Frenchtown and the streetscape. The
hanging sign will be mounted above the entrance door, in between the transoms. The sign
will have a head height clearance of over 8’. The provided sample of the scroll bracket sign
will have a font and logo to match the window signage, on each side of the sign. Staff
recommends approval of the signs as submitted.

BACKGROUND
Located on the East side of S 6th Street across from Lincoln Elementary School in the EHP
Extended Historic Preservation District, the subject property is 616 S 6th Street. This
property is a one-and-one-half story, side-gabled, brick house built in 1906. Existing
windows on the first floor of the structure are wood weight pocket windows, and aluminum
windows are present on the second story. The applicant is requesting approval to replace 19
existing windows with composite (Fibrex) windows. The new windows will replicate the
existing muntin patterns between glass on both the first and second stories and will retain
white sashes as well as the six-over-six configuration. Exhibits, window specifications, and
photographs accompany the application.
APPLICABLE DESIGN GUIDELINES
SECTION 400.340: “EHP” EXTENDED HISTORIC PRESERVATION DISTRICT
(C) Architectural Review for Properties Constructed During or Prior to 1945. No person
shall alter the exterior appearance of any building without first obtaining a Certificate of
Appropriateness from the Historic Landmarks Preservation and Architectural Review Board
(HLPARB). In reviewing applications for a Certificate of Appropriateness, guidelines
established in Section 400.1270 shall be used.

Section 5.1 ARCHITECTURAL DESIGN GUIDELINES
3. Building Design
a. Architectural style is not restricted but historically significant architectural style shall
be conserved. Evaluation of the appearance of a project shall be based on the quality
of its design and relationship to surroundings.
c. Materials
1. Materials shall have good architectural character and shall be selected for
harmony of the building with adjoining buildings.
2. Materials shall be selected for suitability to the type of buildings and the design
in which they are used. Buildings shall have the same materials, or those that are
architecturally harmonious, used for all building walls and other exterior building
components wholly or partly visible from public ways.
3. Materials shall be of durable quality.
4. In any design in which the structure frame is exposed to view, the structural
materials shall be compatible within themselves and harmonious with their
surroundings.
d. Building components, such as windows, doors, eaves, and parapets, shall have good
proportions and relationships to one another.
e. Colors shall be harmonious and shall use only compatible accents.
7. Maintenance-Planning and Design Factors
a. Continued good appearance depends upon the extent and quality of maintenance.
The choice of materials and their use, together with the types of finishes and other
protective measures, must be conducive to easy maintenance and upkeep.
b. Materials and finishes shall be selected for their durability and wear as well as for
their beauty. Proper measures and devices shall be incorporated for protection against
the elements, neglect, damage and abuse.
8. Factors for Evaluation
a. Conformance to ordinances and the Appearance Code.
b. Logic of design.
c. Exterior space utilization.
d. Architectural character.
e. Attractiveness.
f. Material selection.
g. Harmony and compatibility.

STAFF RECOMMENDATION
The new proposed windows are Fibrex windows comprised of composite material. First
floor windows are proposed as inserts which will include a coil wrap of the exterior wood
trim, and the second floor aluminum windows are proposed as full replacements. Both sets
of windows will remain white, and both are also proposed to retain the existing six-over-six
muntin configuration between the glass on the first and second stories. As proposed, both
first and second story windows will be similar in appearance. Typically, windows in the
City’s historic districts feature exterior muntins, and Staff recommends the proposal be
approved subject to the condition that the muntins are applied to the exterior as opposed to

between glass. While not existing, exterior muntins would be a more appropriate feature to
incorporate given the year the home was constructed and be more consistent with the historic
districts. Additionally, the exterior wood on the first floor windows is proposed to be
wrapped, and Staff recommends a second condition that the exterior wood trim not be
wrapped to retain architectural character. While the home was constructed in 1906, the
second floor dormer addition was built in 1989 which substantially modified the structure.
Due to this addition, the home is not likely able to be considered a contributing property in
the future as it significantly altered the appearance of the structure, especially the front
façade/street view.
Staff recommends approval, subject to the following conditions:
1. Exterior muntins be used in lieu of the muntins between glass.
2. The exterior wood trim around the windows not be wrapped on the 1st floor.
Recommended Motion:
Motion to approve window replacements at 616 S 6th Street, subject to the conditions
recommended by Staff.

Commons Preservation District
On May 17, 2021, The Landmarks Board approved the elevations for the new construction
of a single-family residence (application SP-2021-08). Currently, this structure is in the
process of being constructed; however, the property owner has contacted staff concerning
proposed amendments, specifically the front porch.
Originally, the proposal was for a craftsmen style home with the front porch being a
prominent feature of that design (see below Figure 1).

Since that approval, the applicant has run into issues with cost increases and would like to
revise the design of the porch. The following is proposed (see Figure 2 for the new front
elevation below):
Replace the tapered/stone support post with a straight 6x6 cedar posts, which will be
wrapped in a James Hardie with a cedar finish and painted to match the door.
Revise the railings from wood newels, pickets and rails painted to match the door to
a black aluminum rail and balusters.
New windows on the garage (none previously in this location), which match
previously approved windows for this structure.

5.3 New buildings should be constructed to reinforce a sense of human scale, similar in
scale to that established in the block.
a. The front of a building should include a one-story element, such as a porch.
Building Form Standards
5.8 Use building forms traditionally found on the block.
a. Simple rectangular shapes are most common. Complex or irregular building shapes
are usually appropriate for only late Victorian buildings which had more elaborate
massing.
Building Details
5.11 Use of traditional materials—such as red brick, wood, and limestone—is strongly
encouraged for primary building materials.
a. New materials that are similar in character to traditional materials may be
acceptable with appropriate detailing.
b. New materials should appear similar in scale, proportion, texture, and finish to
those used historically.

5.12 Doors, windows, and porches should be of sizes and proportions as traditionally
found on the block and in the area.
a. Windows with vertical emphasis are encouraged.
STAFF RECOMMENDATION
The previous elevations had a lot of Craftsman design themes which were in keeping with
other structures found within the Commons Preservation District. The porch support
proposal represents a change from the stone/tapered supports to a much simpler design. Per
the Design Standards for the Commons, front porch columns on craftsman designed homes
were often square/massive and extending to the ground, which the previously approved
elevations exhibited. The proposed modification, while square and simple in design, would
be opposite of this distinctive element. Staff understands this is a new build which is not a
historic craftsman home and that this style inspired much of this proposal; however, new
construction should utilize similar forms used within the area. The picket/railings system
also represent a change from the previous submittal. The Landmarks Board should discuss
these changes; however, Staff believes the proposal is still generally compliant with new
building guidelines/standards for the Commons district.
Recommended Motion:
Motion to approve the amended elevations of a single-family house at 903 N 5th Street,
as submitted.
