The applicant is requesting approval to install an in-ground swimming pool in the rear yard directly behind the house. The existing pool will be removed to make room for the new one. The pool will be set back 21’6” from the left property line and 19’ from the right. The equipment for the pool will be placed next to the pool itself and will be over the required 6’ from the property line. The applicant has submitted a site plan and information about the proposed pool. APPLICABLE DESIGN GUIDELINES SECTION 400.340: “EHP” EXTENDED HISTORIC PRESERVATION DISTRICT A. Purposes. The purposes of the “EHP” Extended Historic Preservation District are to preserve historic buildings which contribute or will contribute to the heritage of the City or the State and to preserve existing neighborhood architecture by protecting the buildings and their surroundings from obviously incongruous development or uses of land. C. Architectural Review for Properties Constructed During or Prior to 1945. No person shall alter the exterior appearance of any building without first obtaining a Certificate of Appropriateness from the Historic Landmarks Preservation and Architectural Review Board (HLPARB). In reviewing applications for a Certificate of Appropriateness, guidelines established in Section 400.1270 shall be used. Case No. C/A SP-2024-010 2 820 Lindenwood Avenue SECTION 400.620 SETBACK REQUIREMENTS GENERALLY C. Swimming Pools. 1. In all residential zoning districts, the “A” district and for any dwelling unit in the “C-1,” “HCD” or “CBD” districts, swimming pools shall not be constructed in any required yard, except the required rear yard and not closer than six (6) feet to a side or rear property line. Swimming pools located on double frontage lots may be placed in the yard space at the rear of the building, provided no portion of the frontage along the same street where the swimming pool is proposed to be located is utilized as the principal entrance for the main building of any lot in the block. Swimming pools located on double frontage lots and placed in the yard space at the rear of the building must meet one-half (1/2) of the front yard setback. Section 5.1 ARCHITECTURAL DESIGN GUIDELINES 8. Factors for Evaluation a. Conformance to ordinances and the Appearance Code. c. Exterior space utilization. e. Attractiveness. f. Material selection. g. Harmony and compatibility. i. Maintenance aspects. STAFF RECOMMENDATION The pool will be situated in the same location as the existing within the rear yard behind the house. The new pool will meet the setback requirements of the City’s zoning ordinance, and will not be visible from the streetscape. Additionally, all equipment will be screened from view by the pool’s retaining wall and the rear fencing. Therefore, Staff recommends approval as submitted. Recommended Motion: Motion to approve the installation of an in-ground swimming pool at 820 Lindenwood Avenue, as submitted. AGENDA ITEM #5A STAFF REPORT POLE & NEON SIGN 913 NORTH SECOND STREET PERMIT NO. 2024-2079 BY TAYLOR MOORE APPLICANT: Kyle Boaz 2940 Elm Street St. Charles, MO 63301 OWNER: Art and Sonia Kohlmann 804 Ferguson St. Charles, MO 63301 ADDRESS/LOCATION: 913 North Second Street ZONING: FD—Frenchtown District FPD—Frenchtown Preservation District PROPOSED USE: Commercial—Dirty River Records MEETING DATE: June 17, 2024 BACKGROUND Located in the Frenchtown Preservation District, the subject property is the one-story, parapetted, brick commercial building at 913 North Second Street. According to the County’s tax parcels database, it was constructed in 1920. The applicant is requesting approval for two signs for his business, Dirty River Records. A hanging sign will measure 2’x 2’ (4 sq. ft.), and the sign will be attached to an existing pole immediately in front of the building. The square-shaped sign will be made of metal with a vinyl overlay, and it will have a black background with grey lettering displaying the business name and a picture of a fish skeleton. The second sign being requested is a 5.5 sq. ft. neon sign that will sit on the interior of the business window. The sign will glow red and will also display the business name. Accompanying the application are illustrations of the signs and a photograph of the building. APPLICABLE GUIDELINES SECTION 400.1830: SIGN REGULATIONS FOR “SMPD”, “HDD”, “FPD”, “LMPD” AND “EHP” SUPERIMPOSED DISTRICTS C. “FHD” Frenchtown Historic District. 1. General regulations. a. No sign or graphic may be displayed without first obtaining a certificate of appropriateness from the HLPARB. b. No sign or graphic shall be permitted in the district unless the sign relates to or advertises a business within the district. Permit No. 2024-2079 Page 2 913 North Second Street c. Signs shall be compatible with the architecture of the building and the Frenchtown Historic District. 2. Wall, projecting, window, and awning signs. d. Each occupant within the district is allowed permanent window signage with a maximum size of 50% of the panes of glass of space which the tenant occupies. Allowable window signage will include signs or graphics which are painted, attached to, in proximity or within three feet of the window area or part of a signage which is part of a window area. The area of window signage shall be measured as the area of the smallest possible rectangle encompassing all sign elements, including letters and graphics. Window signs shall be included in the calculation of the total amount of building signage permitted. 6. Any retail, restaurant or beverage business may display one (1) neon sign of not more than six (6) square feet in a first-floor window, provided the sign advertises food, beverage, products or services provided on premises. Neon signs are further prohibited for use as open signs or to advertise hours of operation. 7. Sign design. Signs shall utilize colors from the approved paint color chart adopted by the HLPARB or shall use colors with proven historical relevance that may be approved by the HLPARB. 8. Sign materials. Painted wood and metal are appropriate sign materials. Plastic should only be used in limited amounts or when disguised to look otherwise. 9. Letter size and letter styles. Size and style should be compatible with the building. ARCHITECTURAL DESIGN GUIDELINES FOR THE FRENCHTOWN PRESERVATION DISTRICT Chapter VII: Guidelines for Signs Sign Context 7.1 Consider the building front as part of an overall sign program. a. Coordinate the overall façade composition, including ornamental details and signs. b. Signs also should be in proportion to the building such that they do not dominate the appearance. 7.2 A sign must be subordinate to the overall building composition. a. A sign shall appear to be in scale with the façade. b. Locate a sign on a building such that it will emphasize design elements of the façade itself. In no case should a sign obscure architecture details or features. c. Mount signs to fit within existing architectural features. Use signs to help reinforce the horizontal lines of moldings and transoms seen along the street. 7.3 A sign shall be in character with the material, color and detail of the building. a. Simple letter styles and graphic designs are more appropriate on many of the restrained, vernacular structures found on North Second Street. Sign Materials 7.14 Sign materials shall be compatible with that of the building façade. STAFF RECOMMENDATION Staff finds the size, designs, materials, placement and colors of both signs to be acceptable. Both signs are simple in their designs and will not detract from the building or the streetscape. One neon sign is permitted for retail purposes within in the district and can be Permit No. 2024-2079 Page 3 913 North Second Street no larger than 6 sq. ft. The proposed neon sign is below this requirement and is directly related to the business, making it compliant with City Code. The hanging sign will be attached to the existing pole by black chains and have a head height clearance of over 8’. Staff recommends approval of the signs as submitted. AGENDA ITEM #6A Memorandum To: Landmarks Board From: Taylor Moore, Preservation Planner Date: June 17, 2024 Subject: Case No. EC-2024-024 1425 North 2nd Street ______ At the May 13, 2024 Landmarks Board meeting, the applicant asked to table the application to do further research on the light fixtures. Since our last meeting, the applicant has collaborated with Staff to identify an appropriate lighting fixture for the building. Additionally, Staff consulted the Missouri State Historic Preservation Office (SHPO) for their feedback. Due to the project’s historic tax credits, SHPO informed us that the light fixtures must be submitted to the National Park Service for approval, as they were not in the original submittal. While this process may take some time, SHPO advised us to proceed with the light fixture Landmarks review to ensure local compliance. The proposed gooseneck sconce meets the necessary lighting requirements for egress and ingress entryways. Both Staff and SHPO agreed that this fixture would be most suitable to provide the needed lighting, and in the case it does not meet National Park Service standards, the applicant will have to return with an alternative fixture. While this proposed fixture would not have been seen on a structure built in 1880, the historic photo showcases no outdoor lighting, as this was not common at the time. With this being the case, along with SHPO’s advice, Staff is comfortable recommending approval of the gooseneck sconces for the purpose and use of this structure. Hannibal, MO 63401 ADDRESS/LOCATION: 1425 North Second Street ZONING: FD – Frenchtown District FPD – Frenchtown Preservation District PROPOSED USE: Commercial – Inn MEETING DATE: May 13, 2024 BACKGROUND Built in 1880, the subject property is located at 1425 North Second Street in the Frenchtown Preservation District. In August 2022, the applicant received approval to rehabilitate the vacant property. The project has been through the State Historic Preservation Office and is currently being reviewed by the National Park Service in order to receive historic tax credits to help fund the project. The applicant is now requesting approval to install new light fixtures on the structure. Attached to this report are photographs of the property and images of the proposed light fixtures. APPLICABLE DESIGN GUIDELINES § 156.069 FPD FRENCHTOWN PRESERVATION DISTRICT. (C) Architectural review for contributing properties. (1) No person shall alter the exterior appearance of any building without first obtaining a Certificate of Appropriateness from the Landmarks Board. In reviewing applications for a Certificate of Appropriateness, design guidelines adopted for the district by City Council shall be used. (2) Every application for a building permit for construction of, additions to, and exterior alterations of, any contributing building or structure and for every new structure shall be submitted to the Landmarks Board for issuance of a Certificate of Appropriateness. (F) A Certificate of Appropriateness is required for any paint color change on any building or sign that fronts on Second Street, within the Frenchtown Preservation District. The HLPARB will consider the selection of colors and how color is applied in color schemes. In general, the HLPARB seeks the use of colors that replicate those used C/A 2022-040 2 1425 North Second Street historically. Colors shall be equivalent to or like the colors from one of the following: Sherwin Williams Arts & Crafts, Sherwin Williams Victorian, Benjamin Moore Historical Color Collection, and Benjamin Moore Exterior Palettes. For this purpose, the HLPARB maintains a chart of approved colors. ARCHITECTURAL DESIGN GUIDELINES FOR THE FRENCHTOWN PRESERVATION DISTRICT Chapter VI: Guidelines for All Projects: Mechanical Equipment & Service Utilities 6.15 Use lighting as it was used historically in the district. a. All light sources shall be shielded. d. Exposed light bulbs are not permitted. Textured glass is encouraged where the bulb would show. 6.16 Lights shall appear to be consistent with the time period. a. This includes lights on buildings and in yards. b. Lighting shall not detract from architectural features of the house. c. Architectural lighting may be considered with a model example. STAFF RECOMMENDATION The proposed lighting is for safety and accessibility for each door on the hotel. The proposed light fixtures are black metal sconces. The sconces will be directed downwards towards the respected entryways. The gooseneck sconce (see figure 2, page 4) that is being proposed however was not common until the 1920’s, while this structure was constructed late 19th century. Staff has suggested the applicant implement a more time period appropriate sconce for the exterior lighting. At the time of the writing of this report, the applicant has not provided a different example to Staff. Due to the proposed lighting fixture not being what would have been used historically on a structure this age, Staff does not recommend approval of the submitted light fixture. Recommended Motion: Motion to approve exterior light fixtures at 1425 North Second Street, as submitted (Note: Staff does not recommend the exterior lighting be approved). C/A EC-2024-024 BY TAYLOR MOORE APPLICANT: Glenn Reepmeyer 729 Adams Street St. Charles, MO 63301 OWNER: Same ADDRESS/LOCATION: 429 McDonough Street ZONING: C-2—General Business District EHP—Extended Historic Preservation District, specifically T-4 NMX (Neighborhood Mixed Use) within the Fifth Street Corridor / Hospital District Overlay USE: Residential MEETING DATE: June 17, 2024 BACKGROUND Located within the Fifth Street Hospital Overlay District and the Extended Historic Preservation District, the subject property is the one-story structure at 429 McDonough Street. The applicant is requesting approval to construct a new staircase and deck off the rear of the property and remove the deteriorating existing one. Additionally, the applicant is replacing ten (10) windows on the property and three (3) entry doors. Accompanying this staff report are photos of the existing property, door and window examples, and a rendering of the proposed new deck. (2) Materials shall be selected for suitability to the type of buildings and the design in which they are used. Buildings shall have the same materials, or those that are architecturally harmonious, used for all building walls and other exterior building components wholly or partly visible from public ways. (3) Materials shall be of durable quality. d. Building components, such as windows, doors, eaves, and parapets shall have good proportions and relationships to one another. e. Colors shall be harmonious and shall use only compatible accents. 7. Maintenance-Planning and Design Factors a. Continued good appearance depends upon the extent and quality of maintenance. The choice of materials and their use, together with the types of finishes and other protective measures, must be conducive to easy maintenance and upkeep. b. Materials and finishes shall be selected for their durability and wear as well as for their beauty. Proper measures and devices shall be incorporated for protection against the elements, neglect, damage and abuse. 8. Factors for Evaluation a. Conformance to ordinances and the Appearance Code. b. STAFF RECOMMENDATION The proposed new stairs will be in the same footprint as the previous ones, but will be wider in order to be compliant with Commercial Building Code. The new deck will be built with treated wood and will closely resemble what is on the property currently. The proposed new doors and windows are acceptable for the structure and will have no adverse effect on the streetscape. Therefore, Staff recommends approval of these alterations as submitted. Recommended Motion: Motion to approve the installation new windows and doors, and the construction of a new rear deck at 429 McDonough Street, as submitted. C/A EC-2024-025 BY TAYLOR MOORE APPLICANT: Michelle Beucke – Little Hills Architecture 602 North Benton Ave. St. Louis, MO 63301 OWNER: Maggie Crane 5040 Rosa Avenue St. Louis, MO 63109 ADDRESS/LOCATION: 903 South Main Street ZONING: HCD—Historic Commercial District SMPD—South Main Preservation District USE: Commercial—Magpie’s MEETING DATE: June 17, 2024 BACKGROUND The subject property is Magpie’s Restaurant located at 903 South Main Street in the South Main Preservation District. According to the county tax records, the two-story, stucco building was constructed in 1814. The applicant is requesting approval to remove the existing parade balcony on the street facing façade and rebuild a new one in the same configuration. Accompanying this report are renderings of the proposed plans and photos of the existing building. APPLICABLE DESIGN GUIDELINES § 156.066 SMPD SOUTH MAIN PRESERVATION DISTRICT. (A) Purpose. The purpose of the South Main Preservation District is to preserve historic areas, buildings, monuments or other historic features, which contribute or will contribute to the heritage of the city or the state. The District also provides for the protection of historic areas, buildings, monuments or features, and their surroundings within a reasonable distance from obviously incongruous development or uses of land. (C) Special building and occupancy permit. (1) No person shall be permitted to build, erect, construct, alter, destroy or remove buildings or structures, or in any way change the outward appearance of any building or structure in the South Main Preservation District without having obtained a Certificate of Appropriateness from the Historic Landmarks Preservation and Architectural Review Board. Case No. C/A EC-2024-025 2 903 South Main Street (2) Evidence of such required approval shall be a Certificate of Appropriateness issued by the Historic Landmarks Preservation and Architectural Review Board. Such Certificate shall be a statement signed by the Chairperson of the Board, stating that the exterior architectural features of the proposed construction, reconstruction, alteration, removal or restoration for which application for approval by the Board has been made as approved by the Board. ARCHITECTURAL DESIGN GUIDELINES FOR THE SOUTH MAIN STREET HISTORIC DISTRICT Chapter IV: Guidelines for Historic Properties Site Planning & Site Features 4.1 Maintain the historic relationship of the structure to its site and the street when adding or altering site elements. a. Historic buildings shall remain oriented parallel to the lot lines, maintaining the traditional pattern of the District. b. Avoid destroying the perception and definition of public and private space, such as front yard edge, front yard and side yard. 4.2 Orient primary entrances towards the street. 4.3 Preserve original landscape features, such as walkways, fences, street trees, special plantings and other ornamental site features, when feasible. 4.5 Select replacement or new materials and features that are compatible with the existing character of the site. Materials 6.29 Materials shall appear similar in character to those used historically. a. Using materials that are the same as those employed historically is preferred. b. Substitute materials may be used for individual building elements but shall not be used for the primary building material. 6.30 Simple material finishes are encouraged. STAFF RECOMMENDATION Staff finds the design of the proposed new parade balcony to be compatible to what is there currently. The new balcony will utilized like materials as the existing allowing for a cohesive alteration that will retrain the same appearance. The balcony is highly visible from South Main Street, and with the like for like replacement, Staff recommends approval as submitted. Recommended Motion: Motion to approve the removal of the existing parade balcony and construction of a new balcony at 903 South Main Street, as submitted. The house is a two-story, brick, Colonial Revival style structure, and is considered a contributing property to the district. The applicant is requesting approval to restore the exterior of the original carriage house in the rear of the property. In addition to the restoration, the applicant would also like to construct a lean-to structure along the side of the carriage house. Accompanying the application are photographs of the house, a site plan showing the proposed location of the lean-to, as well as architectural drawings. APPLICABLE DESIGN GUIDELINES SECTION 400.360: “FPD” FRENCHTOWN PRESERVATION DISTRICT C. Architectural Review for Contributing Properties. 1. No person shall alter the exterior appearance of any building without first obtaining a Certificate of Appropriateness from the Historic Landmarks Preservation and Architectural Review Board (HLPARB). In reviewing applications for a Certificate of Appropriateness, design guidelines adopted for the district by City Council shall be used. 2. Every application for a building permit for construction of, additions to and exterior alterations of any contributing building or structure and for every new structure shall be submitted to the HLPARB for issuance of a Certificate of Appropriateness. The painting of buildings does not require a Certificate of Appropriateness when colors listed on the approved color chart are utilized. C/A No. SP-2024-009 Page 2 700 North Fifth Street ARCHITECTURAL DESIGN GUIDELINES FOR THE FRENCHTOWN PRESERVATION DISTRICT Chapter IV: Guidelines for Additions Form, Mass and Scale of an Addition 4.7 A new addition shall be subordinate to the historic structure in scale and character. 4.8 The addition shall be built in the style and character of other historic additions. 4.9 Maintain the historic solid-to-void ratio seen traditionally in the district. Materials 4.17 Materials shall appear similar in character to those used historically. a. Using materials that are the same as those employed historically is preferred. b. Substitute materials may be used for replacing individual building elements but shall not be used for the primary building material. For instance, brick should be similar in size to that used historically. c. New materials must have a demonstrated durability in this setting. d. Materials should be used in a manner similar to that used traditionally. 4.18 Simple material finishes are required. STAFF RECOMMENDATION The exterior of the rear carriage house will be receiving an updated exterior, ultimately improving the structure. The lean-to addition will be constructed on the south side of the carriage house, and will be very visible from Decatur Street. The addition will be in compliance with all setback requirements for Single-Family Residential zoning. Regarding the overall restoration of the structure, the applicant is proposing James Hardie board and baton siding of a grayish brown color. The trim on the carriage house will be identical that seen on the primary structure. The proposed alterations and addition are in keeping with the historic character of the carriage house and the surrounding streetscape. Therefore, Staff recommends approval of the structure as submitted.
