MEETING SUMMARY SPECIAL BUSINESS DISTRICT ADVISORY BOARD Thursday, March 3, 2022, 4:00 PM Conference Room A, City Hall 200 N. Second Street, Saint Charles, Missouri Members Present: Staff Members Present: Randy Schilling – Chair John Boyer, Planning Manager Joe Ancmon Zach Tusinger, Community Development Director Keith Lester Mayor Dan Borgmeyer Laura Callahan Christopher Kyle, Ward 1 Councilmember Members Absent: Greg VanWyk Public: Tony Bethmann & Susan Berthold Call to Order and Call the Roll - Randy Schilling called the meeting to order at 4:00pm. Five members were present, enough for a quorum. Pledge of Allegiance - Randy Schilling led the Pledge of Allegiance. Randy Schilling welcomed new member Laura Callhan. Minutes - Keith Lester made a motion to approve the minutes from the December 2, 2021 meeting. Joe Ancmon seconded the motion. All were in favor (5-0) Correspondence – None Police Report for Main Street Officer James Tipton was not present; however, provided the previous months Police report for the SBD. Report from CVB Representative - There was not a representative from CVB present. Visitor’s Comments – Tony Bethmann addressed the SBD concerning public safety, Liquor Ordinance, Disturbances and the Noise Ordinance. Budget - John Boyer presented the monthly budget for review and approval. All were in favor (5-0) Joe Ancmon made a motion to approve the monthly budget as submitted. Keith Lester seconded the motion. All were in favor (5-0). Funding Requests – The SBD voted to approve the invoice for Liscombe Tree Service for $900. The motion was initiated by Joe Ancmon and seconded by Keith Lester. All were in favor (5-0). Randy Schilling brought up the need for the rubber covers on the electric outlets for the Light Pole were need of replacement and who should be responsible. Mayor Borgmeyer indicated the City was responsible and fell under City maintenance of City property. John Boyer indicated he would email Public Works staff to initiate correction. Randy Schilling initiated a discussion concerning flowers and backset liners for Main Street. Keith Lester made a motion to approve up to $2,000 for flowers. Chris Kyle seconded the motion, and a vote of 3-2 was counted. Chris Kyle then made a motion to approve up to $500 for the Basket Liners. Keith Lester seconded the motion and a vote of 3-2 was counted. Mayor Borgmeyer discussed the American Rescue Plan and indicated he did not have the full details of the project at the time. March 3, 2022 - SBD Minutes 2 Forget Me Not Park - Joe Ancmon provided an update. Bricks have been delivered and were working on additional signage. Randy Schilling asked if there was a way to acknowledge the SBD’s donation for the park. Main Street America PEP Grant Program Randy Schilling updated the Board. An April 4, 2022 stakeholder meeting will be held to provide more details. Trash Can Repair This items was briefly discussed and the Mayor recommended the SBD board donate the steel containers to the City, in which the City would then be responsible for their continual maintenance. Billboard Advertising- Randy Schilling indicated there was no update on this project. Boone’s Lick Covered Wagon Discussion centered around who owned the covered wagon. Joe Ancmon indicated he believed the City was responsible and owned the wagon. Great Rivers Greenway Trail – Randy Schilling briefly reminded everyone on this project. Mayor Borgmeyer indicated possible funding opportunities with the State. Hibernian Parade – Joe Ancmon indicated he would provide more details next month. New Business – The vote for Vice Chair of the SBD was tabled one month. Joe Ancmon would like to discuss Main Street becoming a Snow Route as well as name change away from N. Main being the Entertainment District. Other Information from Staff – None Report from City Council Liaison – Councilman Kyle indicated he was still working on the Homeless initiative and Main Street closures. Adjournment – Chris Kyle made a motion to adjourn the meeting with Joe Ancmon seconding the motion.
