MEETING SUMMARY SPECIAL BUSINESS DISTRICT ADVISORY BOARD Thursday, April 7, 2022, 4:00 PM Conference Room A, City Hall 200 N. Second Street, Saint Charles, Missouri Members Present: Staff Members Present: Randy Schilling – Chair John Boyer, Planning Manager Shelly Roy Mayor Dan Borgmeyer (arrived at 4:48 p.m.) Keith Lester Jodi Lynne Devonshire Christopher Kyle, Ward 1 Councilmember Members Absent: Greg VanWyk Public: Tony Bethmann Joe Ancmon Nicole-Moss Doelger Laura Callahan Brian Hill Denny Kuss Call to Order and Call the Roll - Randy Schilling called the meeting to order at 4:07pm. Five members were present, enough for a quorum. Pledge of Allegiance - Randy Schilling led the Pledge of Allegiance. Randy Schilling welcomed new member Shelly Roy. Minutes - Keith Lester made a motion to approve the minutes from the March 3, 2022 meeting. Shelly Roy seconded the motion. All were in favor (5-0) Correspondence – None Police Report for Main Street - The Police provided an update on activities within and around Main Street. Report from CVB Representative - There was not a representative from CVB present. Visitor’s Comments – Tony Bethmann addressed the SBD concerning public safety, Liquor Ordinance, Noise Ordinance and doesn’t want the City to sponsor a St. Patrick’s Day Parade. Brian Hill provided concerns with the City closing the Main Street down and would like information on when these closures will occur in advance. Budget - John Boyer presented the monthly budget for review and approval. All were in favor (5-0) Keith Lester made a motion to approve the monthly budget as submitted. Councilmember Kyle seconded the motion. All were in favor (5-0). Funding Requests – No requests for Funding. Forget Me Not Park – Shelly Roy provided an update. Bricks still available through Parks Department. Randy Schilling asked if there was a way to acknowledge the SBD’s donation for the park. Main Street America PEP Grant Program - Randy Schilling updated the Board. An April 11, 2022 event will be held to provide more details. April 7, 2022 - SBD Minutes 2 Flowers on Main Street – Randy Schilling provided an update. Julie Day has provided a proposal for plantings of $2,250. Councilmember Kyle mad a motion to approve this expense. Jodie Lynn Devonshire 2nd the motion. All were in favor (5-0). Randy next led a discussion on watering for approved plantings and that a proposal of up to $2,999.99 be approved. Keith Lester made motion to approve up to $2,999.99 for watering. Shelly Roy 2nd the motion. All were in favor (5-0). Tony Bethmann indicated he would donate $250 to the watering program. Brian Hill also indicated he would donate $250 to the watering program. Nicole Moss Doelger indicated the Board to allow for a donation program to offset the watering expense. Shelly Roy made a motion that up to $2,000 be spent for the purchase of bags to be used for the water donation program from account 733- 009. Keith Lester 2nd the motion. All were in favor (5-0). Trash Containers – The Board requested staff to review the City’s inventory for replacement doors for the trash containers. Billboard Advertising- No discussion. Boone’s Lick Covered Wagon - No discussion and the Board requested this item be removed from the future agenda. Great Rivers Greenway Trail – Randy Schilling briefly reminded everyone on this project. Hibernian Parade – No discussion. Street Closures – Randy Schilling recommended this item be discussed at the May 5 SBD agenda. New Business – Councilmember Kyle made a motion to approve of Keith Lester as Vice Chair of the SBD. Jodi Lynn Devonshire 2nd the motion. All were in favor (5-0). Joe Ancmon would like to discuss Main Street becoming a Snow Route as well as name change away from N. Main being the Entertainment District. Report from City Council Liaison – Councilmember Kyle did not have an update on any projects. Other Information from Staff – None Adjournment – Councilmember Kyle made a motion to adjourn the meeting with Keith Lester seconding the motion.
