MEETING SUMMARY SPECIAL BUSINESS DISTRICT ADVISORY BOARD Thursday, May 5, 2022, 4:00 PM Conference Room A, City Hall 200 N. Second Street, Saint Charles, Missouri Members Present: Staff Members Present: Randy Schilling – Chair John Boyer, Planning Manager Joe Ancmon Taylor Moore, Preservation Planner Keith Lester Zachary Tusinger, Community Development Director Laura Callahan Denny Kuss Jodi Devonshire Christopher Kyle, Ward 1 Councilmember Members Absent: Public: Greg VanWyk None Shelly Roy Call to Order and Call the Roll - Randy Schilling called the meeting to order at 4:06pm. Seven (7) members were present, enough for a quorum. Pledge of Allegiance - Randy Schilling led the Pledge of Allegiance. Randy Schilling welcomed new member Denny Kuss. Minutes - Keith Lester made a motion to approve the minutes from the March 3, 2022 meeting with an amendment. Joe Ancmon seconded the motion. All were in favor (7-0). Correspondence – None Police Report for Main Street – There was not a representative from the Police Dept. Report from CVB Representative - There was not a representative from CVB present. Visitor’s Comments – None. Budget - John Boyer presented the monthly budget for review and approval. Councilmember Kyle indicated he is working to secure additional funding for watering of flowers/plants and other related items. Laura Callahan made a motion to approve the monthly budget as submitted. Councilmember Kyle seconded the motion. All were in favor (7-0). Funding Requests – No requests for Funding. Forget Me Not Park – Joe Ancmon indicated he was waiting on a price for the SBD donation sign for the park. Randy Schilling noticed a few of the evergreen plantings were brown and perhaps needed to be replaced. Main Street America PEP Grant Program - Randy Schilling updated the Board. The next meeting was scheduled for May 11, 2022. Discussion was had on in the Main Street program were to be created, what would the role/taxes for SBD. Flowers on Main Street –Jodie Devonshire indicated that perennial flowers/plants should be research for next year over annuals to reduce overall cost for water etc. May 5, 2022 - SBD Minutes 2 Trash Containers – John Boyer provided an update on information the Board requested on unused doors for the replacement of existing containers. It was also discussed that previous SBD member Susan Berthold was heading up this project and John Boyer indicated he would follow-up with Susan Berthold on what contractor she was working with. Randy Schilling requested about relocating the eight (8) old containers to the City Parking Lots off Riverside. John Boyer indicated he would discuss with Public Works on a cost for relocating the containers. Billboard Advertising- Randy Schilling requested if the SBD should continue to fund this project. The SBD believed this should be continued. Great Rivers Greenway Trail – Randy Schilling briefly updated everyone on this project and indicated additional discussion is necessary. Street Closures/Festivals – Joe Ancmon would like the SBD & Festival of the Little Hills to meet and discuss issues on behalf of businesses within the District. New Business – Laura Callahan indicated that the City Parking Garage was being used as a Flea Market on the weekends. Report from City Council Liaison – Councilmember Kyle provided an update concerning Short Term Rental ordinance review and the new bridge within Frontier Park.
