The new roadway is open to traffic. Final restoration is currently being done including tree planting, seed, and sod. The fencing along the roadway has been painted to cover the graffiti. Signage has been ordered to allow Mayfair to open fully at Convention Center Boulevard, the signage will be available in about a month. Work should be complete in April based on contractor schedule though they have until June based on the contract. West Clay Street – East Improvements Watermain construction is nearly complete and is anticipated to wrap up this month, Bi-State has the Lindenwood connection, a few services, and meter vaults for Oakleaf to complete. Reinhold Electric continues working on lighting for West Clay & New Droste and installed temporary traffic lights at the new Droste intersection. Several lights are active within the project. Ameren has completed relocating power lines from poles to new conduits. Spectrum and AT&T are finishing their utility relocation work. Most of the overhead lines and poles are down (90%). Krupp has completed the concrete work on the south side of West Clay between Droste and Duchesne. Droste was closed between Charbo and West Clay to construct the new Droste concrete and asphalt work by the end of April. Plan is to begin constructing the south side of West Clay pavement beginning of May. To date Staff has not received any complaints regarding the temporary detour. RCA reviewed by: JS/CS/JG___ Dept. At most intersections, the signal timing duration for the Muegge Road through movement was shifted to the side streets. In a few cases, timing was shifted from left turn movements to increase the side street timings. The adjustments below seem minor, but as a whole side streets delay are reduced. On average, adjustments shifted 2 to 3 seconds to allow at least one extra vehicle per cycle through the signal from the side streets. Muegge Road operates a 100 second cycle during the morning peak hours from 5:45am to 9am which results in 117 total signal cycles. This minor adjustment improves the AM commute for 234 or 117 drivers at each side street depending if the intersection has 4 or 3 legs respectively. There were five bids received with M & H Concrete Contractors as the low bidder: $1,060,340.00 ($56.00/yd²). The project will replace concrete slabs and sidewalks in Wards 3, 4, & 6, The contract with M&H Concrete Contractors is scheduled to be introduced at the March 17, 2020 City Council Meeting. The proposed contract will be approximately $1,060,340.00. Asphalt Maintenance Projects The 2020 High Density Mineral Bond Project bid opening was February 19, 2020. There was one bid received: Andale Construction, $226,450.00. The project will apply a liquid asphalt surface treatment to streets in Wards 1, 7, 8, & 9. The contract with Andale Construction is scheduled to be introduced at the March 17, 2020 City Council Meeting. The proposed contract will be approximately $205,000.00. The 2020 Microsurfacing Project will utilize the cooperative agreement pricing for other agencies from the Greene County, Missouri contract with Donelson Construction. The project will apply a microsurface asphalt treatment to streets in Ward 2. The proposed contract will be approximately $317,000.00. The bids for the 2020 Asphalt Overlay Project are scheduled for bid opening March 11, 2020. This project will perform a 2” mill & overlay to streets in Wards 1, 2, 6, & 9. This project will also perform an edge mill and 1” thin overlay to Duchesne Dr. adjacent to Wards 9 & 10. The estimated contract amount will be approximately $1,237,000.00. The 2020 Asphalt Rejuvenator Project will utilize the cooperative agreement pricing from the City of Moberly, Missouri contract with Corrective Asphalt Materials. The project will apply a liquid asphalt rejuvenator treatment to First Capitol Dr. adjacent to Wards 1 & 2, and the new asphalt overlays in Wards 1, 2, & 9. The proposed contract will be approximately $70,000.00. Mudjacking Project The renewal contract with Lift-Rite for the 2020 Sidewalk Pressure Grouting Project is scheduled to be introduced at the April 7, 2020 City Council Meeting. During these larger events, surrounding parking is limited and can be difficult to find. Some drivers have been parking along Convention Center Blvd., which causes safety and traffic concerns. In preparation for the larger events, staff places temporary no parking signs along Convention Center Blvd. from Veterans Memorial Pkwy. to the southern parking lot entrance for the Convention Center. The Convention Center Blvd. extension project is substantially complete and open to traffic. This extension provides access between Friedens Road and I-70 via Convention Center Blvd/Fairgrounds Road. The traffic along Convention Center Blvd. /Fairgrounds Road is expected to increase with the new extension. Convention Center Blvd near the Convention Center does not have a wide enough shoulder for a vehicle to be parked. Parked vehicles will obstruct the sight distance for vehicles in the travel lanes. Restricting on-street parallel parking will improve safety and traffic flow along Convention Center Blvd. Staff Recommendation Staff recommends establishing No Parking along both sides of Convention Center Blvd from the southern curbline of Veterans Memorial Pkwy to a point 1,700 feet south, which is beginning of the bridge. Existing light poles and sign posts will be used where possible to mount the “No Parking” signs. RCA reviewed by: MPS/NSG BWT Dept. Installing delineators on Elm St. in front of 3701 Elm St. (McDonalds) Recommendation: Staff -- Approve( ) Disapprove( ) NA Board/Committee/Commission -- Approve ( ) Disapprove ( ) NA Summary: Staff recently received three (3) phone calls regarding safety concerns at the Elm Street entrance of McDonalds at 3701 Elm St. The current lane configuration along Elm Street does not provide dedicated turn lanes for the McDonalds’ entrance due to the close proximity of Elm Point Industrial Drive and Elm Street signalized intersection. Currently, there is no physical barrier to prevent any turning movements accessing the McDonalds entrance on Elm Street. Elm Street has a posted speed limit of 30 mph. These factors create a safety concern with left turning vehicles accessing the McDonalds at Elm Street. When traveling northbound on Elm Street, there is currently no left turn lane dedicated to the McDonalds’ entrance due to the close proximity of Elm Point Industrial Drive and Elm Street signalized intersection. Adding a new dedicated left turn lane for McDonalds is not possible. The McDonalds’ entrance is only 190 feet from the Elm Point Industrial Drive intersection, which does not meet corner clearance guidelines set forth by Federal Highway Administration, American Association of State Highway and Transportation Officials, and MoDOT. The corner clearance guidelines provide adequate spacing between intersections and entrances to reduce the number of conflict points (where a traveling vehicle crosses paths with another vehicle), to prevent crashes and increase safety. The more conflict points there are, the greater risk of crashes occurring. Today, there are 12 conflict points at the McDonalds’ entrance at Elm Street which are created by the current lane configuration, the opposing Circle K entrance, and using only the left turning movements going into and coming out of McDonalds’ entrance. The conflict points are identified by two (2) crash types, angle and rear end. Angle type crashes are more severe due to the impact occurring closer to the driver or passenger. In the last 3 years, there have been 4 crashes reported due to drivers turning left into or out of McDonalds’ entrance on Elm St. The conflict points and crash history are attached for reference. One (1) other crash occurred from a driver turning right out of McDonalds. Restricting the left turning movements in and out of McDonalds’ entrance at Elm Street will eliminate all 12 conflict points and reduce the amount of crashes by 80%. Restricting access can be achieve by installing delineators (yellow posts) along the center yellow striping of Elm Street. The delineators will physically obstruct drivers from turning left into and out of the McDonalds at Elm Street. The McDonalds entrance at Elm Street will still allow drivers to access the entrance with right turning movements. Attached is a delineator layout diagram showing the location of delineators along Elm Street. It should be noted that this McDonalds location has another entrance along Elm Point Industrial Drive which allows full access turning movements in all directions. There is a possibility that McDonalds will oppose the installation of delineators to restrict left turning movements at Elm Street. There is a risk that McDonalds could claim loss of revenue and litigate against the City through reverse condemnation due to restricting the left turning movements into and out of their entrance on Elm Street. Staff will discuss the risks and benefits of installing delineators at the Street Committee meeting. Staff Recommendation Staff recommends installing delineators along the centerline of Elm Street to restrict left turning movements into and out of McDonalds’ entrance at Elm Street. The delineators would be installed on the centerline across from the entrance. Ordinance #99-390 was created to discourage Francis Howell North High’s students from parking on Treebeard Circle. The student population at Francis Howell North has remained the same over the last 5 years, averaging around 1,700 students. During the time Ordinance #99-390 was established, the student population averaged around 2,000 students. No complaints have been received in the last 5 years regarding Francis Howell North High’s students parking off campus. A Shirewood’s HOA member has collected 10 resident’s signatures for the removal of the no parking restriction on Treebeard Circle. The petition and a location map is attached for your reference. Staff Recommendation Staff recommends repealing Ordinance #99-390 and removing the no parking signs on Treebeard Circle since the Francis Howell North High’s students are not expected to park within Shirewood’s subdivision anymore.
